The Bureau of Reclamation is modernizing our visual identity, including the logo, as part of a proactive effort to better articulate the important work we do. The new visual identity and logo improves accessibility, is more suitable for digital communications, and can be more uniquely and directly associated with Reclamation.

The goals of this visual identity system are:

• Significantly raise public awareness of Reclamation and its mission;

• Provide a consistent look, tone, feel and message; and,

• Convey a professional image.

Logo and Logo Usage

The Reclamation Logo is now the primary identifier of the Bureau of Reclamation. The color scheme of the seal has been simplified for ease of production and to present a more graphic and consistent image.

The logo may only be produced in the format that is provided for download. The only exception is for corporate product items where use of the approved neutral metallic colors is necessary in order to reproduce the seal on the item (plaques, metal pens, award items, etc). In this case, the reverse logo file must be used.

Usage Guidelines

The Reclamation Seal is shown here in its standard preferred form—a one color seal without a background color.

Logo Colors

The logo may only be used in a file format provided for download. The reverse logo may only be used for corporate product items where use of the approved neutral metallic colors is necessary in order to reproduce the seal on the item (plaques, metal pens, award items, etc).

Background Fills

Occasionally, there is inadequate contrast between the logo and the background it is placed upon.

Two versions of the logo were provided because of these situations.

Official art for the Reclamation Logo

Because Reclamation’s logo has been revised for the visual identity program please do not use the previously used seal art or logotype and tagline files created before October 2019.

Reproduce the logo using only the official Reclamation logo art. This art must not be redrawn or changed. Official files in .ai and .png formats are available here for download.

Seal Usage

Size

Never reproduce the logo where the shield is smaller than 1" in height.

Always reproduce the logo using current approved logo art.

The logo can be enlarged or reduced, but the proportions cannot be condensed or expanded.

The logo can be used as a large-scale, screened element. This is the only usage that allows the logo to be reproduced in a screened tone. Do not enlarge or screen the logo in a way that will pixelate the image.

The shield may be used without the text, Bureau of Reclamation. However, the text cannot be used without the shield.

Image Quality

Avoid reproducing the seal from second or third generation copies that distort sharpness and detail.

Do not add decorative borders or drop shadows to the logo.

Legibility

The logo must appear clearly legible. When placing the logo on a tone or photograph, maintain a contrast equivalent to at least 70% gray on a white background. In placing the logo on dark colors, there is a logo that is optimized for this.

Typography

The primary fonts for Reclamation are the Segoe UI and Garamond font families. Arial and Times New Roman may still be used but are alternate fonts. An auxiliary font that may be used in certain cases is Trajan Pro. All five fonts are available in Microsoft Office 365 and Adobe Creative Cloud to ensure they are available for all Reclamation uses and potential contractors.

Color Palette

The consistent use of a limited color set helps maintain a coherent and coordinated look across all materials in a visual identity program.

The primary colors selected for Reclamation materials are Dark Blue (PMS 3035), Light Blue (PMS 633), Mustard (PMS 1245) and Tan (PMS 468). These colors should be used in all corporate materials whenever possible and should be the primary colors in other applications as well. The only exception is for corporate product items that are not available/cannot be ordered in the approved color pallet colors and/or require the ability to reproduce the logotype and tagline and/or seal in a neutral metallic color (such as on plaques, metal pens, award items, etc). Three neutral metallic colors have been approved for this purpose: gold, silver, and copper (or equivalents).

Brochure

A brochure is an informative and promotional paper document primarily used to introduce a company, organization, products or services and inform potential customers, stakeholders, or members of the public. Brochures come in many shapes and sizes. The more common one is a narrow panel brochure which is 8.5 x 11-inch sheet folded in three panels. This produces a finished product of 3.66 x 8.5 inches. These are often quickly produced in-house for division capabilities or many other purposes and can fit easily into a standard #10 business envelope.

Purpose A brochure cover answers the vital questions a reader might have about your document and makes it look professional, consistent, and enticing.

Elements and Standards

Note: Always refer to the main Design Guideline for information on colors, logo use and typography.

Exhibits

The following Exhibit Visual Identity Requirements apply to all Reclamation exhibits for both external and internal audiences.

General Description

Banner Stand displays have printed panels that attach to the display unit. These are extremely portable and can be produced quickly and efficiently.

The size of the banner can be from 3 feet to 10 feet wide and sometimes more.

Purpose

Displays are generally used as backdrops and are designed to generate interest and encourage people to stop and inquire about Reclamation programs. A display should attract attention in a very short time span and therefore the elements should be large-scale and visually striking. Titles and text should be kept short.

Elements and Standards

Note: Because the purpose and content of displays vary so much, no rigid template will be provided.

Always refer to the main Design Guideline for information on colors, logo use and typography.

Ensure there is enough contrast for any text or images used.

Logo Header

• The horizontal logo should be used

• The horizontal width should be no smaller than 30" and no wider than 48"

• The logo used should ensure contrast between it and the background.

Footer (Optional)

• Reclamation's web address may be placed in the lower right-hand corner, www.usbr.gov.

The Office or program address subdirectories may also be used, for example, www.usbr.gov/watersmart.

• The text is right justified.

• Color: In the Reclamation dark blue or white, as long is there enough contrast to read the text

• Placement: 1" from the right-side of the exhibit and 4" from bottom of the exhibit.

Typography

The primary Reclamation typefaces are Segoe UI and Garamond. Please refer to the Design Guideline section on type for general information. The weight and style used should be appropriate to the overall design and add to the display’s ability to attract attention. Keep in mind that displays are often read at a distance, so letter spacing, leading, and line length should be suitable.

Accommodation for accessibility must also be considered.

Exhibit Title

Title cannot be part of or connected to banner header and should be placed in the top quarter of the display in a position appropriate to the design.

• Size: cap height — minimum of 3” (216 points)

• Color: approved Reclamation color palette, and white

Sub Headline

• Size: cap height — minimum of 2½” (180 points)

• Color: from the Reclamation color palette, and white

Sub Heads

• Size: cap height — minimum of 1½” (108 points)

• Color: from the Reclamation color palette, and white

Text

• Size: Unless space is a problem — 72-point text would be an appropriate minimum size.

• Color: black or white (reversed) is preferred. Colors from the Reclamation color palette may be used but keep in mind that type must have enough contrast to meet accessibility standards. If necessary, drop shadows, outlines, and tint blocks behind the text may be used to increase contrast and make the text more readable.

• Leading: minimum leading should be about 20% of text point size depending on the line length. Example: 36pt. text, plus 6pts. leading (36/42).

• Line length: keep text lines to about 70 to 100 characters. At any point size, do not exceed 27”. Text type must be set flush left, ragged right.

Captions

• Due to the limited size of this exhibit. Captions should not be used.

Type free area

• No type should come closer than 18” to the bottom of the display. 24” is strongly recommended. No type should come closer than 18” to the bottom of the display. 24” is strongly recommended.

Fact and Information Sheets

The fact sheet header design can be applied to any type of fact sheet, including basic information for press kits, briefings for targeted audiences, or in response to commonly asked questions by the public. The same design may also be used for talking points and similar purposes. Do not use them for letters, news releases, or faxes. They are not a substitute for official letterhead.

These guidelines apply only to the formatting requirements and do not override any existing approval processes for content.

Specifications

Documents made with these templates should be printed on a high-quality printer. Use the fact sheet header for page 1 only of multi-page documents.

If used, program names, contact information, and so on should be placed outside the Visual Identity border area and set in Segoe UI Bold, flush left.

Printing specifications are consistent with the style sheet developed for publications and reports, as summarized below. Body text is aligned flush left, 12-point Garamond (tables should be in Segoe UI, as small as 10-point if necessary). For single-column fact sheets, line length should not exceed 70 characters per line; left and right margins should normally be 1-inch; bottom margin may be 1 inch.

The minimum margin is .5-inch.

Title Heading 1

Heading 1 is used for the fact sheet title in Segoe UI Semibold 20-point or similar. Title Heading 1 may be printed in the dark blue or black.

Heading 2

This is heading 2, which is Segoe UI Semibold 16 point, aligned flush left. Allow one-line spaces above subhead and one-line space below subhead.

Heading 3

This is heading 3, which is Segoe UI Semibold 12-point, same size as body text, aligned flush left.

Allow one or more-line spaces above subhead and no additional space below subhead.

Four templates in Microsoft Word format are available for download. After opening a template, click once in the center of the page to access the correct margin formatting.

Examples

PowerPoints

PowerPoints are used to convey information to all audience types. Using a consistently recognizable template will enable the exchange of slides among the many groups within Reclamation.

These are true templates in that the format of slides can be changed to present information in the most impactful way.

Design

The PowerPoint template has been updated to reflect a more modern design and presentation style.

It is available in 4x3 (traditional projector presentation) and 16x9 (flat screen televisions, monitors and modern projectors). There are four base color designs in each size. They are Reclamation Blue, Reclamation Sand, white and black. In addition, if you want to use one of the colors in the Reclamation palette as a background color, that color would remain consistent throughout the entire presentation, with no changing from slide-to-slide.

All text must be left justified.

Title Slide The slide may have one of the solid colors or a background image. To help with customizing the background, we have provided eight images representative of a variety of Regions, scenery, and mission activities. You also may change the background image to customize it for your presentation if it provides sufficient contrast with the title, subtitle, logotype and tagline.

The Reclamation logo with horizontal text is used. When changing the background image, work from one of the current template title slides with a logo that provide adequate contrast.

The logo may not be moved.

The font color for the title slide must be the dark blue (PMS 3035) or white, depending on which one provides the most contrast.

The font size must not be changed for the header and sub header.

Body Slides

The body of the presentation slides has been designed to provide design options from slide-to-slide.

However, the background color must be consistent throughout all the slides.

If images are to be used, please use one of the template pages that allows the image to be placed on the right, left or bottom. If you are doing a photo slideshow, please use the picture with caption slide.

For diagrams or flow charts, use a blank page to draw as much attention to the diagram as possible.

Do not put a line under the title of slide.

The text sizes are as follows:

Level 1: 28 point

Level 2: 24 point Level 3: 20 point Level 4: 18 point Level 5: 18 point

The assigned font sizes must not be changed, which is Segoe UI.

Use levels four and five sparingly. PowerPoints are designed to reinforce the information that is being presented, not to share all information.

The font color in each template must not be changed.

All text must be left justified.

Closing Slide

The closing slide provides the presenter an opportunity to add contact information. No more than four lines may be used.

The background image may be changed but must be different than the image on the cover.

The font color for the title slide must be the dark blue (PMS 3035) or white, depending on which one provides the most contrast.

Example

Publications and Reports

As part of its efforts to inform various general and specialized audiences about its mission and its many programs and activities, the Bureau of Reclamation produces many types of publications and reports. These publications, some of which are required by law, can be key elements of Reclamation’s overall information program.

The production of any and all publications by the Bureau of Reclamation, whether produced by Reclamation personnel, a contractor or another entity, must conform to the requirements of the Departmental Manual (DM), Part 314, Chapter 1.

In addition, all Reclamation publications must be produced in accordance with the Reclamation Manual, Directives and Standards, ADM 02-02, "Publication Printing, and with the Reclamation Visual Identity Manual. As part of ADM 02-02 you may be required to complete form 7-2525 Publications Approval Request.

To ensure Reclamation publications are professional and cost-effectively produced, and to ensure they achieve maximum informational value, all offices or individuals initiating development of a publication should be familiar with the above cited regulations.

In addition, offices or individuals initiating development of a publication that is not required by law or regulation, whether that publication will be used for internal or external communication, should consider the following guidelines promulgated in 314 DM before determining a publication is the best tool to use to achieve their communications objective:

1. there is a clearly identified need for the publication;

2. the publication will not duplicate others already in existence;

3. the target audience for the publication is clearly identified and the publication is produced for that audience;

4. the publication is cost-effective, and its expense is justifiable to the Congress, the Department, and the targeted and other publics;

5. the information contained in the publication is accurate and up to date;

6. the publication does not suggest lobbying or attempting to influence legislation or budgetary decisions; and

7. the publication does not endorse commercial products or entities.

In addition, all Reclamation publications should strive to show the diversity of Reclamation’s workforce.

All publications and reports must meet the Section 508 requirements.

Specific guidelines for the production of specific types of publications are provided below.

Typography

The primary Reclamation typefaces are Segoe UI and Garamond. Please refer to the Elements and Standards on how they will be used for publications and reports.

Colors

Only colors in the current Reclamation palette may be used. Ensure there is enough contrast to meet Section 508 standards.

Please follow the instructions in SLE 02-01.

For Microsoft Word - To insert a picture, place the cursor where you want the picture to be. Then, click “insert,” “picture,” and “from file,” select the photo, and click “insert.”

• The caption for the photo or graphic on the cover will be placed on the title page just above the footer using the caption requirements below. Look at the photos section for how captions should be written.

Mission Statements

On publications that are suitable, the mission statement of the U.S. Department of the Interior and Bureau of Reclamation will be used on the inside of the front cover. The Interior mission will be above the Reclamation mission.

Title Page

The title page of a technical publication (may apply in some instances to non-technical or administrative publications) may include the same information that is found on the cover, as well as the publication date and the originating office designation. The author’s name may be included on the title page for technical publications if appropriate and never on the cover.

The title page will contain the same Series/Report No., Report Title, and auxiliary text that appear on the front page.

Below this information, the following can be added.

If a publication is prepared under contract for Reclamation, the title page must include the following statement: “Prepared for Reclamation by (preparing entity) under Contract No. ______________.”

Under no circumstances should a Reclamation publication imply ownership by the contractor.

If the document was prepared by Reclamation, the region/directorate may be mentioned including the staff that helped prepare the report/publication.

Segoe UI is the font and the font size is the same that is on the cover.

Preface and Foreword Pages (optional)

Preface and foreword pages are not generally used in non-technical publications, except for some types of reports.

The preface page should be written by the publication’s author. This states the purpose of the publication and may include acknowledgments.

The foreword is generally written by someone other than the author. The foreword describes the author and his/her work.

The formatting should follow the typefaces of the main body listed below.

Table of Contents

If a table of contents is used, it should begin on the page following the last numbered preliminary page. It is usually called “Contents” or “Table of Contents;” either is acceptable.

• Font: Garamond or Segoe UI, Regular

• 12 pt to 14 pt

• Properly indented for different levels

• Single spacing, leading variable, 14 to 16

Page Layout and Design for the Body

The purpose of a publication is to convey a specific message, or messages, to single or multiple targeted audiences. Publications should be designed to ensure the message is clear and easily grasped. Embellishment and decoration do not contribute to the publication's message and may lead to a design that is unnecessarily complex, obscuring the publication’s message and generally reducing its effectiveness.

Therefore, no dingbats or other design elements for only decorative purposes are allowed on any page.

Do not underline any text or heading for emphasis. Use italics or bold type.

Lines may be used sparingly to help define the page or separate a page into sections.

Grid

A six-column grid should be used to layout text, photos and graphics. The spacing of the column width and space between the columns will depend on the width of the margins.

The left and right margin is .75 inches to 1.5 inches. The top and bottom margin is 1 inch.

Photos and graphics may be used throughout the publication as needed. No drop shadows are borders may be used on photos or graphics. Text boxes or callouts may include a border with a line weight of .5 or 1.

You must have permission to use all photos or graphics within a report or publication that are non- Reclamation photos.

All photos and graphics must have a caption. The photo caption must include the source and photographer. The example is:

Hoover Dam is located on the Colorado River on the borders of Arizona and Nevada and forms Lake Mead behind it. (Reclamation/Alex Stephens)

Alt text must be provided for every image and graphic that is included in a publication.

Video Templates

The following Video Visual Identity Requirements apply to all Reclamation videos for both external and internal audiences.

Video Dimensions

At a minimum Reclamation videos should be produced at 1280 pixels by 720 pixels. Videos can be produced using higher resolution, such as 1920 by 1080.

Splash screen

Videos produced by and for Bureau of Reclamation will include the Reclamation Splash screen. This splash screen will be used for all videos regardless of length.

• The splash screen will appear at the beginning of all Reclamation videos.

• Do not modify the splash screen.

• Splash screen should display at 100% opacity before the transition to the main video content.

• The entire duration of the splash screen is 2 seconds. It should display the full length.

• Editors can either use a cut edit or cross dissolve to transition between the splash screen and the main video if it doesn’t permanently alter the appearance of the splash screen.

Lower Third Supers

The "lower third" template will be used on all videos where a name/title is placed on the screen to identify a speaker. Each speaker should be identified at least once during the piece, typically this is done the first time they are on screen, if it is a particularly long piece (6 minutes or longer) then the speaker can be identified again. If video production involves non-Reclamation employees, that must be indicated after the person’s name.

• Do not place other logo or seal elements on the lower third. Only text is to be used on the lower third graphic. The sizing in the Photoshop document will be utilized. Only use sentence case.

o Do not change the colors or design of the lower third template.

• Editors can either use a cut edit or a cross dissolve if it doesn’t permanently alter the appearance of the lower third.

• All parts of the lower third should be at 100% opacity after the transition.

Callouts and Locators

Locator graphics identify what the viewer is looking at on the screen, like a location or a component at a dam. While it is recommended to put those callouts on the Callout Template, callouts can also be displayed as Segoe UI Regular font over the top of the video. If you choose to not use the template, your text must adhere to VI standards for typography included in the Reclamation Visual Identity Online Manual. It is strongly advised that editors use the following colors for callout text in an appropriately contrasting color to the background footage:

• Black: RGB 0, 0, 0 or HEX 000000

• White: RGB 254, 254, 254 or HEX# fefefe

• Gray: RGB 128,128,128 or HEX# 808080

Keep the text color consistent throughout the video.

Callout text must fall within the safe title areas of the video.

The exception to this is if your video contains a logo from another agency or entity. Those logos will usually contain typography and colors that do not adhere to Reclamation VI standards.

Bug

An encoded logo bug is no longer to be used on Reclamation videos.

Thumbnail

For streaming platforms that require a thumbnail frame, a thumbnail must be added using the Title Slide Template when uploading the video. Rather than using an automatically suggested frame, a "Custom thumbnail" .jpg must be provided by the video creator utilizing the Title Slide Template.

"Main Video Title" and "Brief Descriptive Title" must be displayed in white as define in the template. The logo will be displayed in the lower right corner.

Credits

DO NOT Include Credits When:

• Video is under 6 minutes in length

• Video is over 6 minutes in length but did not take substantial effort to create (e.g.

presentation recordings)

DO Include Credits When:

• Video is 6 minutes and over in length and took substantial effort to create.

• Video included sources that require attribution credit such as:

o Footage freely given to Reclamation by non-federal sources (e.g. tribes, state agencies) o If stock footage has been purchased and then is later requested as b-roll it can be indicated to the requestor that that clip was purchased stock footage.

• Another agency partnered on the video.

o If another entity partnered on the video (e.g. tribe, state, company, etc), their logo or name should be included at the end of the video even if the video is under 6 minutes.

• NOTE: If a video requires credits and took substantial effort, but is under 6 minutes in length, Reclamation staff will be credited for their primary role, not each role or part that they contributed.

o Example Producer, Jane Doe - Reclamation Camera 1, John Doe - Reclamation Camera 2, Joan Doe - USGS Graphics, Jim Doe - USACE

Credits will be presented at the end of the production by a “dip to black” transition on a black background or overlaid on an image as long as a contrasting VI font color in an Arial Regular font is used. This can either be a static credit screen or a rolling credit depending on length of credits.

Music

Only music licensed by Reclamation or royalty free will be used and no credit is necessary.
