Purpose of Amendment: The purpose of this Amendment 0003 is to change the Basis of Award from Lowest Price Technically Acceptable to Best Value (see page 2 of this Amendment).
Provide questions and answers in response to this solicitation and include the Attachments for the Templates and Budget Demos.

Receipt of Quotes: The date for receipt of quotes remains October 22, 2020 at 2:00 PM Pacific Time.
Acknowledgement: See block 11 of the SF30 of this amendment regarding how to acknowledge this and all amendments. The acknowledgement must be received at the place designated for receipt of quotes.
Quote Modification: See block 11 of the SF30 of this amendment if you have submitted your quote and now desire to modify or withdraw it.
A. As a result of the above, this amendment revises the following and provides the appropriate information:
Combined Synopsis - Paragraph (ix), FAR 52.212-2, Evaluation - Commercial Items of the Combined Synopsis is being changed as follows:
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(1) PRICE
(2) TECHNICAL
(3) PAST PERFORMANCE
Technical and past performance, when combined, are equal to price when being evaluated. Technical factor is acceptable/unacceptable.
(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote¿s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
ADDENDUM TO 52.212-2
BASIS FOR CONTRACT AWARD: This is a competitive solicitation IAW FAR 13.1. Quotes will be evaluated based on the best value to the government. The evaluation process shall proceed as follows:
A. PRICE EVALUATION: Initially quotes shall be ranked from lowest to highest according to the total evaluated price (TEP). TEP is the total price of all CLINs. The Government will evaluate quotes for award purposes by adding the totals for the two CLINs for a total price. All CLIN prices will be evaluated and determined to be fair and reasonable IAW FAR 13.106-3. Any quotes with CLIN prices found to be unreasonable may not be considered for award.
B. TECHNICAL: Next, the Government will evaluate the technical quote, on an acceptable or unacceptable basis, submitted by the lowest total evaluated price ranked quoter found to have fair and reasonable priced CLIN prices. The quoters technical quote will be evaluated to ensure it meets the criteria set forth in the PWS. The quoter¿s quote will be rated Acceptable or Unacceptable as defined in the table below. If the lowest priced quoter is deemed to be acceptable they will advance to the Past Performance Confidence Assessment evaluation. If the lowest priced quoter is deemed unacceptable, the next lowest priced quoter will be evaluated for technical acceptability.

C. PERFORMANCE CONFIDENCE ASSESSMENT: Finally, the Government will see recent and relevant performance information on the lowest priced, technically acceptable quote based on (1) the past efforts provided by the Quoter and (2) data independently obtained from other Government and commercial sources in order to determine the quoter¿s Performance Confidence Assessment, which is comprised of three factors: Recency, Relevancy, and Quality.
D. An assessment of the past performance information will be made to determine if it is recent.
Performance that is more recent will have more impact than less recent performance. Recent contracts are contracts which have been completed within the last 3 years from the date of issuance of this solicitation.
E. Relevant performance includes performance of efforts involving background knowledge on water conservation plans and updating guidebooks that involved similar scope/complexity and magnitude of effort and complexities this solicitation requires. Scope/complexity is more important than magnitude.
The purpose of the past performance evaluation is to allow the government to assess the quoter¿s probability of meeting the solicitation requirements based on the quoter¿s demonstrated past performance.
The assessment process will result in an overall performance confidence assessment of Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence or No Confidence as defined in the table below. Quoters with no recent/relevant performance history or if the quoter¿s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned shall receive ¿Neutral Confidence¿, meaning the rating is treated neither favorably nor unfavorably (neutral).

F. The Government will consider the performance quality of relevant efforts that are recent. For each recent past performance citation reviewed, the performance quality of work performed will be assessed for the aspects of performance that relate to this acquisition. The quality assessment consists of an in-depth evaluation of the past performance questionnaire responses, and Contractor Performance Assessment Report System (CPARS) information. It may include interviews with Government customers, commercial clients, or other sources known to the Government. The quality assessment may result in positive or adverse findings. For adverse information identified, the evaluation will consider the number and severity of the problem(s), mitigating circumstances, and the effectiveness of corrective actions that have resulted in sustained improvements. Process changes will only be considered when objectively measurable improvements in performance have been demonstrated.
G. In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation.
H. If the lowest priced quote is judged to have a ¿Substantial Confidence¿ performance confidence assessment, and receives an Acceptable rating on the Technical evaluation, that quote represents the best value for the government and the evaluation process stops at this point. Award shall be made to that quoter without further consideration of any other quotes.
I. If the lowest priced quoter is not judged to have a ¿Substantial Confidence¿ performance confidence assessment or receives an Unacceptable rating on the Technical evaluation, the next lowest priced quoter will be evaluated and the process with continue (in order by TEP) until a quoter is judged to have a ¿Substantial Confidence¿ performance confidence assessment, or until all quoters are evaluated in which case the Contracting Officer shall then make an integrated assessment best value award decision to award to a quoter with other than a ¿Substantial Confidence¿ performance confidence assessment or not award at all.
J. Performance Confidence Assessments Rating Method
Substantial Confidence Based on the quoter¿s recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.
Satisfactory Confidence Based on the quoter¿s recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available, or the quoter¿s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the quoter¿s recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.
No Confidence Based on the quoter¿s recent/relevant performance record, the Government has no expectation that the quoter will successfully perform the required effort.
K. Quoters are cautioned to submit sufficient information and in the format specified in 52.212-1 ¿ Quote Submission Instructions. Quoter¿s may be asked to clarify certain aspects of their quote (for example, the relevance of past performance information) or respond to adverse past performance information to which the quoter has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for quote revisions.
L. The Government anticipates adequate price competition and intends to award a contract without discussions with respective quoters. The Government; however, reserves the right to conduct discussions if deemed in its best interest.
