PERFORMANCE WORK STATEMENT (PWS)
WATER CONSERVATION PLAN GUIDEBOOKS
1.0 GENERAL: This is a non-personal services contract to provide professional services to update two water conservation plan Guidebooks. The Government shall not exercise any supervision or control over the contract service providers performing services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials supervision, and other items and non-personal services necessary to provide the services as defined in this PWS except for those items specified as government-furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background
The U.S. Bureau of Reclamation (Reclamation) acts as the Watermaster of the Lower Colorado River on behalf of the U.S. Secretary of the Interior. As such, Reclamation has contracts with organizations (Customers) to deliver Colorado River water for use in the states bordering the river. The main types of water use are municipal and industrial (M&I), and Agricultural. M&I Customers are generally municipal governments while Agricultural Customers are generally irrigation districts and private farms. The Boulder Canyon Operations Office (BCOO) within Reclamation’s Lower Colorado Region (LCR) administers the Watermaster program and duties.
1.3 Background: authorization and efficient water use via Water Conservation Plans Reclamation promotes the Customers’ efficient use of Colorado River water as described in the Reclamation Reform Act (RRA) of 1982 and Public Law 97-293 – October 12, 1982, and the amendments of December 27, 1987, and December 21, 1995 which require organizations with a Colorado River water delivery contract (i.e. Customers) to maintain and use a “Water Conservation Plan.” To stay current and useful, Customers should update and submit these plans to Reclamation at least every five years.
1.4 Background: Water Conservation Plan development via Guidebooks To assist the Customers with their Water Conservation Plan updates, Reclamation developed two “Guidebooks” (one tailored for M&I and the other tailored for Agricultural) containing templates and instructions unique to each type of water use. Like the periodic updates required for the Water Conservation Plans, these Guidebooks also need updating; the two Guidebooks were originally published in 1997 (Agricultural Guidebook updated in 2000) but have not been updated since.
1.5 Background: current Guidebooks quality
Over the past 20 years, data collection, word processing, and document publishing technology improvements have caused changes to Water Conservation Plan formats. Also, feedback from the Customers indicates the Guidebooks do not reflect current administrative requirements and conservation technology improvements. As such, LCR determined the Guidebooks should be reviewed and revised as necessary to ensure they are fully beneficial to LCR’s Watermaster and water conservation duties.
2.0 SCOPE
2.1 Objective: The existing Guidebooks need to be reviewed and revised to ensure LCR’s water conservation duties. Therefore, the objective of this project is to review and update the current Water Conservation Plan Guidebooks provided online as an aid to Customers required to submit water conservation plans to Reclamation every 5 years. The revised Guidebooks must be able to convey the most current and best practices allowing each Customer to develop an effective water conservation plan, regardless of M&I or Agricultural water use.
3.0 TASKS: The contractor shall perform the following tasks:
3.1 Evaluate the current Guidebooks.
a. In coordination with the Contracting Officer’s Representative (COR), the contractor shall consult with Reclamation-selected Customers and other stakeholders for Guidebook review and suggested revisions.
b. Contractor shall perform general research on industry standards or best practices for water conservation plans.
3.2 Provide suggested updates.
a. Contractor shall provide the most current best practices available for water conservation plans and templates along with the suggested revisions from the Reclamation Customers and stakeholders identified in Task 3.1.
b. As a reference, the content of the existing Guidebooks is the minimum quality and quantity of water conservation plan development information.
3.3 Provide revised Guidebooks.
a. The Guidebooks shall be in a format for uploading and downloading at Reclamation’s website. The Guidebooks must be editable and allow future revisions as-needed, via computer word processing and spreadsheets.
b. The Guidebooks shall be able to be used seamlessly with the water conservation plan templates. The water conservation plan templates are an integral part to developing a comprehensive water conservation plan.
3.4 Format compliance.
a. Both the Guidebooks and the templates shall be fully compliant with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), meet the requirements of the Paperwork Reduction Act 44 U.S.C. 3501 et seq., and the requirements Reclamation has stipulated in its Visual Identity program guidebook dated April 2020.
4.0 GENERAL INFORMATION
4.1 Period of Performance: This purchase order shall be for one year from date of award.
4.2 Place of Performance: Consulting contractor’s office. Meetings with Reclamation, Customers and other stakeholders will be via teleconferencing.
4.3 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure nonrecurrence of defective services. The contractor’s quality control program is the means by which they assure themselves that their work complies with the requirement of the contract.
4.4 Quality Assurance: The government will evaluate the contractor’s performance under this contract in accordance with the Performance Requirements Summary (PRS) as identified in section 6.0 of this PWS.
4.5 Government Furnished Information: The government will provide the latest version of the guidebooks and the associated templets as well as the Reclamation Visual Identity program guidebook.
5.0 INVOICES
Invoices shall be submitted concurrently with, or following the completion and transmission of, the stated deliverables. All payments will be made in accordance with the payment schedule which is based upon the below submittals schedule. Payment schedule is subject to approval by the Contracting Officer.
6.0 PERFORMANCE REQUIREMENTS SUMMARY
The Performance Requirements Summary (PRS) chart identifies the required services / tasks, the performance standards, and the acceptable quality level. The Contractor’s performance is evaluated on the basis of a number of performance elements relating to quality and timely performance. The applicable performance elements are identified in the PRS and each element is weighted in terms of its relative importance to the contract requirement.
Quality assessments will be conducted by Reclamation personnel in the form of reviewing data sets submitted, monthly progress reports, draft reports and final reports.

2 Meetings

8.0 DELIVERABLES: The contractor shall submit the following reports in accordance with paragraph 7.0, “List of Contractor Submittals”:
8.1 Monthly Progress Report
The contractor shall provide a brief letter report summarizing work completed each month. The report shall include a narrative of the work completed as well as a summary of collected data and all meeting minutes for the month. The report shall also include an updated schedule of all planned meetings for the duration of the Performance Period.
8.2 First Draft Water Conservation Plan Guidebooks
The contractor shall electronically submit first draft of Water Conservation Plan M&I and Agricultural Guidebooks in Microsoft® Word format to the COR on or before the first calendar day of the 6th full month after contract award. Any time extensions must be approved by the Contracting Officer.
8.3 Second Draft Water Conservation Plan Guidebooks
The contractor shall address all review comments and make revisions as necessary to the first draft M&I and Agricultural Water Conservation Plan Guidebooks. The Contractor shall submit a Microsoft® Word version of the second draft Water Conservation Plan Guidebooks to the COR by the first calendar day of the 8th full month after contract award. Any time extensions must be approved by the Contracting Officer.
8.4 Final Water Conservation Plan Guidebooks
The contractor shall address all review comments and make revisions as necessary to the second draft M&I and Agricultural Water Conservation Plan Guidebooks. The Contractor shall submit PDF and Microsoft® Word versions of the final Water Conservation Plan Guidebooks to the COR by the end of the Performance Period. The Contractor will also provide 20 letter-size printed copies of each final Guidebook to the COR. Any time extensions must be approved by the Contracting Officer. The final Water Conservation Plan Guidebooks must be consistent with Reclamation visual identity requirements.
