About this file
This Quality Assurance Surveillance Plan outlines performance requirements for a Defense Logistics Agency contract for drain and purge services within the continental United States. The contractor must comply with all applicable contract terms for each task order, including draining fluids, removing batteries, and purging refrigerants from equipment using compliant containers and proper marking. Certificates of completion must be submitted to the Contracting Officer's Representative within 72 hours of task order completion. Acceptable performance is measured by COR and customer surveillance. The contractor is allowed one failure to meet the performance standards during each period of performance before additional actions such as partial termination may be taken. Surveillance is conducted primarily through COR reporting to evaluate timely completion of drain and purge services.

Quality Assurance Surveillance Plan (QASP) for DLA Disposition Services Continental United States (CONUS) Drain & Purge
1. Purpose:
This document is to provide guidance on administering subject contract such that the best possible quality in performance can be assured through appropriate surveillance and addressing of any performance failures as appropriate. The Acceptable Performance Level (APL) is the standard the U.S. Government (USG) expects the contractor to meet throughout the life of the contract. In general, the DLA Disposition Services (DLADS) Drain & Purge contract will have two (2) APLs that will be used to measure contractor performance though additional ones may be identified depending on the contract requirements. The standard APLs are Compliance with contract as applicable to the task order (TO) and Certificates of completion submitted to COR.
2. Acceptable Performance Levels:
a. Compliance with contract as applicable to TO.
(1) Fluids drained, batteries removed, and/or refrigerants.
(2) Compliant containers used.
(3) Proper marking of containers.
(4) No comingling of different types of fluids.
(5) Clean up premises upon completion of work each day.
(6) The APL is measured by COR/Customer surveillance.
b. Certificates of completion submitted to COR.
(1) Certificates of completion submitted to the COR within 72 hours of TO being completed.
(2) The APL is measured per TO and surveillance is complete by the Customer/COR.
3. Surveillance:
a. The primary method of surveillance for evaluating compliance is by Contracting Officer’s Representative (COR) reporting. The COR is responsible for reporting preventive maintenance performance to the Contracting Officer (KO) promptly after the performance deadline has passed. The COR will provide when the action was required to be performed by the contractor and the date it occurred. The COR shall also include what the negative impact of the contractor’s failure to meet the APL was on the DLA Disposition Services site.
b. In instances where there are late completions of PM or CM, the COR shall determine if the late performance is caused by an occurrence beyond the reasonable control of the contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the USG either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. In such cases as there is an excusable delay, the contractor will be deemed to have made the APL for the period.
4. Reduction for Failed APL:
a. Throughout each performance period of the contract, including options, the contractor is allowed one (1) failure of exceeding the two (2) late performance standards. After the failures the KO may take consideration for each additional instance of the contractor not meeting the APL.
b. The government may use such measures as partial or full terminations under FAR 52.212-4, not exercising options, and ending a contract early without these measures as long as it is IDIQ and has met its minimum government obligation for the period and a plan for a timely replacement contract is secured.
