1.8.4 INSTALLATION/SITE ACCESS/SECURITY REQUIREMENTS

a. Installation/site access requirements vary for visitor badges and other access/security procedures for performing Contractor services at the sites. The Contractor is required to coordinate with the Government POC on the TO to obtain the necessary security/access procedures prior to commencing work at the site, and in such time as the performance timeframe for completion of the services is met. If coordination and/or access is delayed by the Government such that performance timeframes cannot be met, the Contractor must submit, in writing, their proposed reasons, including any supporting evidence, prior to the original due date of the TO such that an extension can be granted, if appropriate.

b. The Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.

c. Navy and Marine Corps installations now require that all Contractors and their representatives be credentialed via enrollment in the DBIDS to gain access to these installations. DBIDS replaces the former Rapid Gate access system and also requires a security background check for all Contractors and their representatives. The Contractor will plan accordingly.

d. For DBIDS enrollment information, go to: https://www.cnic.navy.mil/om/dbids.html.

1.9 ACCEPTANCE/CORRECTION OF WORK

All work performed under this contract shall be subject to the acceptance of the COR or designated inspector. If performance is found to be unsatisfactory and not in accordance with the requirements of this contract, the Contractor shall begin correcting unsatisfactory work as soon as possible but not later than the first three (3) hours of the following regularly scheduled Government workday. Work performed is at the expense of the Contractor.

1.10 PROPERTY LOCATIONS

Services under the contract will mainly be performed at DLA Disposition Services offices listed at www.dispositionservices.dla.mil by clicking on the DLA Disposition Services Location link. Services can be ordered at any location in CONUS, Alaska and Hawaii.

1.11 POINT OF CONTACT (POC)

POCs for each TO under this contract will be identified on the TO itself. POC information will include name, title, landline phone number, cell phone number, and email address. Field locations should include a primary and alternate POC.

1.12 ISSUANCE OF TASK ORDER

a. In accordance with Federal Acquisition Regulation (FAR) Clause 52.216-18 Ordering: The Contracting Officer may issue TOs against this contract by facsimile or by electronic commerce methods. TOs may be for a specific one-time need, or if required by a particular site, TO may be for funded service over an extended period of time, with call orders issued under the TO via written (e.g. email) or verbal notice (e.g. phone contact). The Order Limitations clause at 2.5 applies to each call order, and only the designated call order COR/POC or the KO can issue these call orders. The Contractor may bill for call orders against the funded TO as work is performed throughout the TO period. Only work specifically requested by the designated KO/COR/POC is to be performed under these call orders, the Contractor is not to take direction from any other Government personnel.
b. When written/oral call orders are placed against the funded TO, an estimated dollar value will be established between the parties making the call order using the best estimate of hours required to complete the service. The Contractor shall not exceed the call order cost without prior notification to and approval of the designated KO/COR/POC. In no case, may the total cost exceed the funded TO without prior notification to and approval of the KO. After performance of the call order, the Contractor shall submit an invoice against the TO. The amount of funds available under the funded TO will decrease by the amount spent on the call order.

1.13 ACCEPTABLE PERFORMANCE LEVELS

a. Acceptable Performance Levels (APLs) are the minimum performance levels of specific requirements, which the Contractor must achieve, or risk having the Government considers performance unsatisfactory, resulting in monetary consideration from the Contractor. While the Specification of an acceptable performance level does not allow the Contractor to knowingly provide defective service, it recognizes that it may occur unintentionally. As long as performance does not fall below the specified acceptable level, the Government will not take consideration for poor performance. If performance falls below the specified performance level, consideration may be taken at the Government’s discretion. Consideration decisions will take into account the impact on the Government as a result of the failure to meet the performance requirement and the number of times the failure has occurred throughout the contract period. The Government will use a Quality Assurance Surveillance Plan (QASP) to monitor compliance with the contract terms and conditions and identify nonconforming services. The QASP sets forth the method and manner by which the Government intends to conduct surveillance of work under the contract and is subject to unilateral change by the Government without modification to the contract. All work required by the contract is subject to surveillance whether or not specifically included in the plan.
b. Performance incentives for the Contractor shall include, but are not necessarily limited to, favorable impact on option exercise decisions, future awards of the same requirement, and future awards of similar requirements by the DLA Disposition Services as well as other Government and non-Government entities that may review performance of this contract.

1.14 ENVIRONMENTAL MANAGEMENT SYSTEM (EMS)

DLA Disposition Services implemented Environmental Management System (EMS) IAW ISO 14001:2004(E), DOD and DLA requirements at all DLA Disposition Services appropriate facilities. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining the environmental policy of an organization. The DLA Disposition Services EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities and authorities while supporting the DLA Disposition Services mission. The DLA Disposition Services EMS program is explained in agency EMS Core Instruction. Site supplements may detail information required by EMS at a local level such as local, state and host environmental regulations as well as local emergency procedures and operating procedures unique to the location. Site supplements also contain information concerning the local interaction between the DLA Disposition Services tenant appropriate facility and the DOD/DLA host facility EMS program. Contractors and their personnel are required to be aware that each DLA Disposition Services appropriate facility has an EMS and to be aware of EMS policies to perform work and/or gain access to an installation. Each DLA Disposition Services appropriate facility maintains EMS awareness posters that identify the DLA Disposition Services Environmental Management Representative (EMR) and Host facility EMR for specific guidance concerning an individual facilities’ EMS program. Contractors may request current copies of EMS information identified in this paragraph by contacting the local KO's Representative (COR).

1.15 CONTRACT MINIMUM/MAXIMUM

The contract minimum is $1,000.00 and the contract maximum contract value is 200% of the cumulative estimated contract amount for all locations for all periods of performance.
