About this file

This is a Performance Work Statement (PWS) for generator and transfer switch installation, startup, and testing services at the Newman Peak microwave site located near Picacho, Arizona (Pinal County, coordinates 32°43'08.1"N, 111°24'01.2"W). The Western Area Power Administration (WAPA) Desert Southwest Region requires a contractor to install a new Cummins 45kW propane standby generator, Cummins automatic transfer switch (ATS), manual transfer switch (MTS), and associated electrical and propane infrastructure. Key installation tasks include demolition of existing generator, ATS, panels, and conduit; installation of new ATS, panels, disconnect switches, and conduit; routing of branch circuits; installation of propane lines and regulators; and installation of an outdoor receptacle rated for a 100kW rolling generator. The contractor must transport the new generator and ATS from WAPA's Phoenix office to the site and return the old equipment to Phoenix.

The startup and testing phase requires the contractor to verify human interface functionality, test all emergency stops, simulate loss and return of AC power to confirm generator operation and transfer switch performance, validate voltage/current/power supply at all points, and verify all input/output points communicate correctly with the remote terminal unit (RTU). All testing must be witnessed by a WAPA employee, documented, and reported with results provided to WAPA. The contractor must submit a Safety Plan and employee list within 10 calendar days of contract award and obtain Western's approval before commencing work. Normal work hours are 7:00 a.m. to 4:30 p.m., Monday through Thursday, with on-site WAPA escort required. The contractor is responsible for furnishing all materials, equipment, and supplies; maintaining off-site storage; complying with OSHA guidelines and all federal, state, and local regulations; and warranting workmanship and parts against manufacturer defects.

The Desert Southwest Region is one of four regions of the Western Area Power Administration. Desert Southwest customer service region markets federal hydroelectric power to nearly 70 municipalities, cooperatives, federal and state agencies, and irrigation districts.

Most power sold by the Desert Southwest Region is generated from power plants operated at Hoover, Parker, and Davis dams. Power is also marketed from hydroelectric projects in the Bureau's Upper Colorado Region and the federal portion of power generated at Navajo Generating Station near Page, Arizona.

The Desert Southwest Region also operates and maintains more than 40 substations and 3,100 miles (4,950 kilometers) of transmission lines to keep the system running reliably.
