About this file

This Performance Work Statement (PWS) outlines timber management services for Dobbins Air Reserve Base, involving the removal of approximately 240 trees and 20 shrubs across four distinct locations. The contractor will be responsible for cutting down trees, removing stumps by grinding to a minimum of 8 inches below grade, backfilling with topsoil, and completely clearing debris within three workdays of tree removal. Locations include the main gate area (50 trees, 20 shrubs), family camp area (100 trees), an area north and west of B 560 (40 trees), and the airfield between the access road and perimeter fence (50 trees).

The project will follow specific tree care standards, including ANSI A300 and ANSI Z133.1, and requires coordination with Airfield management and Civil Engineering personnel, particularly for the airfield location. The period of performance is set at 90 days, with the start date to be determined. Tree removal sites are documented in exhibits (A-D) and include areas around buildings, camping sites, and the airfield, with special considerations such as preserving soil within 25 feet of the "Big Lake" waterway and ensuring all trees/shrubbery have identifiable markings before removal.

PERFORMANCE WORK STATEMENT (PWS)

FOR

Dobbins Timber Management

Sept 3, 2025

PERFORMANCE WORK STATEMENT (PWS)

Task Title: Dobbins Timber Management

1.0 SCOPE OF SERVICES

The contractor shall provide equipment and crew to cut down and remove trees on Dobbins ARB. The estimate shall be supplied in accordance with the marked areas. Service shall include stump and perimeter roots removal by completely cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall begin to be ground within three (3) workdays of tree removal date. Trees and all stump-grinding debris shall not be allowed to accumulate and be completely removed from the base when tree removal work at each site is completed. The contractor shall backfill with topsoil, compact, and match existing grades. All trees/shrubbery to be removed shall have identifiable markings on them (tape/ribbon/paint).

The main gate, B 806, B 833, B 922, B840 are combined to make up the first location. The main gate area shall remove trees and shrubbery. The other locations are trees only. There are approximately 50 trees and 20 shrubs in the combined locations.

The fam camp area is the second location. This area has 18 individual camping sites which should have the trees within 5ft of each site removed, trees impeding access within the campground area, and along the horse-shoe area. The horseshoe area is adjacent to the “Big Lake” waterway, and thus requires the soil within 25ft of the waterway to remain as it is. There are approximately 100 trees in the fam camp combined areas to be removed. This location is indicated on Exhibit B.

The third location is North and West of B 560. There are approximately 40 trees in this location. This location is indicated on Exhibit C.

The fourth location is on the airfield between the access road and airfield perimeter fence. This is an area where animals tend to reside should they breach the airfield fence. This location shall require coordination with Airfield management and Civil Engineering personnel as escorts may be always needed in this location. There are 50 trees to be removed in this location. This area is indicated on Exhibit D

1.1 STANDARDS OF WORK

The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest edition, unless otherwise directed by the CO.

ANSI A300 - Standard Practices for Tree Care Operations including referenced Combined Federal Regulations (Utility Pruning and Emergency Service Restoration)
