About this file
This document contains a pricing template and statement of work for a federal contract solicitation. The solicitation is seeking proposals for professional and administrative services to support various rule of law and counternarcotics projects in Mexico City managed by the Department of State's Bureau of International Narcotics and Law Enforcement Affairs. Offerors must propose fully burdened hourly rates for over 70 labor categories of subject matter experts, analysts, and support staff to perform work in areas such as anti-money laundering, corrections, law enforcement professionalization, and border security. The template also requires pricing for potential lease expenses, travel, and other direct costs. Final proposals are due by December 6th. This appears to be a total small business set-aside opportunity.

| In this example, if G&A is the only proposed indirect cost rate description applicable to Lease expenses, the offeror would multiply, for Contract Year 1 for example, the proposed |
| direct cost from cell D90 ("Dir $" column under Contract Year 1) in Pricing Table 4 by the 7.05% in cell C4 above, and the resultant amounbt would be entered into cell E90 ("Ind $" column |
| under Contract Year 1) in Pricing Table 4. |
This example blends the sample offeror fiscal year with the following IDIQ effective period, which is specified in "Instruction Pricing Table 4 Buildup" in Section L of the solicitation:
| Contract Year 1: | March 30, 2021 through March 29, 2022 |
| Contract Year 2: | March 30, 2022 through March 29, 2023 |
| Contract Year 3: | March 30, 2023 through March 29, 2024 |
| Contract Year 4: | March 30, 2024 through March 29, 2025 |
| Contract Year 5: | March 30, 2025 through March 29, 2026 |
| Six-Month Option to Extend: | March 30, 2026 through September 29, 2026 |
| Pursuant to the formulas in columns C through H accordingly: |
| 1. For Contract Years 1, 2, 4, and 5 there are 277 days from March 30 through December 31, and 88 days from January 1 through March 29. |
| 2. For Contract Years 3, there are 277 days from March 30 through December 31, and 89 days from January 1 through March 29. |
| 4. Contract Year 3, which runs from March 30, 2023 through March 29, 2024, has 366 days because February 29 occurs in 2024. |
| 5. Each other contract year, except the Six-Month Option to Extend Period, has 365 days. |
| 6. The Six-Month Option to Extend Period has 183 days. |
