ATTACHMENT 2 – EVALUATION CRITERIA

EVALUATION FACTORS FOR AWARD
Only the lowest priced proposal will be reviewed for technical acceptability. If it’s found to be technically acceptable, award will be made to that offeror without further evaluation of the other proposals received. If the proposal is technically unacceptable, then the next lowest priced proposal will be evaluated for technical acceptability until a technically acceptable proposal is found.
The Government will award a Purchase Order resulting from this solicitation to the offeror whose proposal is the Lowest Price Technically Acceptable (LPTA). The following factors shall be used to evaluate technical acceptability of offers:
Non-Price Factors:
· Factor 1: Technical Capability
The Government will evaluate the Technical Acceptability of the proposal by verifying the offeror provided the following:
The offeror provided an organization structure, including the organizational chart and supporting narrative description of offeror’s proposed installation personnel, and any major subcontractor(s) and their key personnel assigned to performance of this project.
The proposal must demonstrate how the offeror will meet and perform every aspect of Section 4.0 in the SOW.
· Factor 2: Past Performance
The Government may seek relevant performance information on all responsive and otherwise Technically Acceptable Offerors through sources such as Contractor Performance Assessment Reporting System (CPARS), or other government data bases and other sources that are available. The government shall not be limited in its search for performance data. The offeror shall not submit performance data for this factor. When performance is evaluated, the outcome is either Acceptable or Unacceptable. Unacceptable performance will disqualify an offeror from award.
Price Factor:
· Factor 3: Price
If more than one proposal is received, competition will determine price reasonableness and a price evaluation will not be completed.
If one proposal is received, price evaluation will proceed. The purpose of the price evaluation is to provide an assessment of the reasonableness of the submitted price in relation to the solicitation requirements.
Price will be evaluated based upon the following:
· Material – Will be compared to commercially available pricing.
· Labor – Will evaluate labor categories, hours, and rates to verify they match the complexity of the requirement and meet market value for similar labor rates.
· Travel – Will be evaluated based on market pricing and GSA rates.
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Only the lowest priced proposal will be reviewed for technical acceptability. If it’s found to be technically acceptable, award will be made to that offeror without further evaluation of the other proposals received. If the proposal is technically unacceptable, then the next lowest priced proposal will be evaluated for technical acceptability until a technically acceptable proposal is found.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
EVALUATION PROCEDURES
Acceptable/Unacceptable Rating
Offeror’s Technical Capability and Past Performance will be rated using an Acceptable/Unacceptable rating system.

Price Analysis
If more than one proposal is received, competition will determine price reasonableness.
If only one proposal is received, the price evaluation is to provide an assessment of the reasonableness of the proposed price in relation to the solicitation requirements.
Price Evaluation: The total price will be evaluated by the Contracting Officer.
