15A00024R00000087 - Questions & Answers
1. We respectfully solicit the provision of the following information: Panel drawings and visual documentation, Site layout plans, Any notable design limitations, Availability of existing PLC code.
· See attached document titled “PLC Upgrade Project Site Details.”
2. Will HMI or Panel views be required?
· No
3. Our understanding of a perpetual license is that it is restricted to version 36 with no upgrades. Can you clarify if this is your understanding as well and that you do not have any concerns with this constraint?
· We were not aware of this, however, if the ATF requires some function or capability not available in ver. 36, we will seek a solution at that time.
4. Is there a desire/requirement for spare parts?
· There is no requirement for spare parts. We are moving away from discontinued hardware and expect any replacements needed to be readily available.
5. Will the contractor have access to drawings? Is there a requirement to update drawings?
· We can supply the paper copies we have after award. We will expect updated drawings, both paper and electronic at the completion of the project.
6. The materials list does not include a UPS, is there one in place, or should this be included as an additional item?
· The building has multiple UPS units, and our equipment utilizes circuits tied to these UPS units. Standalone UPS for the PLCs will not be required.
7. The instructions indicate that no Past Performance information is required/desired and that CPARS and other databases will be used; however, not all projects have a CPARS on file. It is unclear how the government will know what clients/projects to research/reference if no past performance information is provided. It would seem beneficial to have at least agency name, project name, contract number, and point of contact provided. Please clarify if this information can be included for Past Performance to ensure all relevant experience is appropriately considered.
· You may include any past performance information you deem relevant.
