About this file
This document is an Evaluation Criteria attachment for a federal solicitation (15A00025Q00000117) for a Lowest Price Technically Acceptable (LPTA) contract award for physical fitness equipment, flooring, and related installation services. The government will evaluate offers using two primary factors: Technical Capability (Factor 1) and Price (Factor 2), with an Acceptable/Unacceptable rating system for technical submissions. Offerors must demonstrate ability to meet Statement of Work requirements and submit firm-fixed pricing for equipment purchase, onsite flooring and installation, and estimated freight. The pricing will be compared against commercially available pricing and the Government's Independent Government Cost Estimate (IGCE). The solicitation indicates the government intends to award without discussions, requiring offerors to submit their best initial terms, though they reserve the right to conduct discussions if deemed necessary by the Contracting Officer.
