About this file

Attachment 2 – Evaluation Factors for Solicitation FA4419-25-Q-0033 details the evaluation criteria for a vertical storage unit procurement by the 97th Contracting Squadron at Altus Air Force Base. The document outlines two primary evaluation factors: Price and Technical Acceptability. For price evaluation, the total evaluated price will be determined by CLIN 0001, and the contracting officer must verify price fairness. For technical evaluation, the two lowest quotes will be assessed against technical requirements and rated as either "acceptable" or "unacceptable" based on whether they meet the solicitation's salient physical, functional, and performance characteristics. If the lowest quotes are unacceptable, subsequent quotes will be evaluated until two acceptable quotes are found, with preference given to a Small Business concern if only one acceptable quote exists.

Solicitation – FA441925Q0033

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

(Jan 2025)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Price

2. Technical Acceptability

(End of provision) ADDENDUM

Most advantageous to the Government is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1: Price

(a)The total evaluated price will be determined by the total of CLIN 0001 Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. No telephonic responses will be processed.

Factor 2: Technical Acceptability

(a) The purpose of the technical factor is to assess whether the vendor’s quoted item meets all the provided salient characteristics for the required item. The two lowest vendors’ quotes will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”

(b) Rating Description: “Acceptable” - Quote clearly meets the items specifications of the solicitation. “Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation. The quote will be determined technically acceptable if it reflects the salient physical, functional, or performance characteristics specified by the customer.

If one or both two lowest quotes are determined to be “Unacceptable”, the next lowest quotes will be evaluated. The next lowest quotes will be evaluated until there are two acceptable quotes. If there is only one acceptable quote, an award will be made to that Small Business concern.

NOTES:

O erors are responsible for ensuring their proposals include all necessary documentation to demonstrate compliance with the solicitation requirements.
