About this file

Attachment 2 – Evaluation Factors is a solicitation document for a Vertical Storage Unit procurement by the 97th Contracting Squadron at Altus Air Force Base. The document outlines two primary evaluation factors for potential vendors: Price and Technical Acceptability. The total evaluated price will be determined by the total of three Contract Line Item Numbers (CLINs), and the contracting officer must confirm the price is fair and reasonable per FAR 13.106-3.

For technical evaluation, the lowest two vendor quotes will be assessed against technical requirements and assigned either an "acceptable" or "unacceptable" rating. Vendors must submit a work plan detailing how they will complete the Statement of Work objectives, which will be reviewed by the end user. The solicitation is a 100% Small Business Set Aside, and vendors must be registered in the System for Award Management (SAM) Database to be eligible. Quotes will be evaluated based on meeting the salient physical, functional, and performance characteristics specified by the customer, with the most advantageous quote expected to be the technically acceptable quote with the lowest evaluated price.

Solicitation – FA441925Q0037

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

(Jan 2025)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Price

2. Technical Acceptability

(End of provision) ADDENDUM

Most advantageous to the Government is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1: Price

(a)The total evaluated price will be determined by the total of CLIN 0001, 0002, and 0003. Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. No telephonic responses will be processed.

Factor 2: Technical Acceptability

(a) The purpose of the technical factor is to assess whether the vendor’s quoted item meets all the provided salient characteristics for the required item. The two lowest vendors’ quotes will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”

(b) The offeror will also be assessed on the ability to complete the work in the SOW (Statement of Work). The offeror is required to submit a work plan detailing how they will complete the objectives in the SOW. The work plan will be reviewed by our end user and will factor in to “technical acceptability”.

(c) Rating Description: “Acceptable” - Quote clearly meets the items specifications of the solicitation. “Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation. The quote will be determined technically acceptable if it reflects the salient physical, functional, or performance characteristics specified by the customer.

If one or both two lowest quotes are determined to be “Unacceptable”, the next lowest quotes will be evaluated. The next lowest quotes will be evaluated until there are two acceptable quotes. If there is only one acceptable quote, an award will be made to that Small Business concern.

NOTES:

O erors are responsible for ensuring their proposals include all necessary documentation to demonstrate compliance with the solicitation requirements.
