About this file

This is an application template and data sheet for the Transportation Security Administration (TSA) Law Enforcement Officer Reimbursement Program (LEORP), issued under Solicitation Number 70T01026TLEORP001. The template is designed for eligible airports to apply for partial reimbursement of law enforcement officer (LEO) costs associated with dedicated support of TSA passenger screening operations at commercial airports.

The application requires airports to provide comprehensive participant and operational details, including airport identification information, authorized representative contacts, and current LEO resource deployment data. Key operational information must include the total number of LEOs assigned to the airport, the number dedicated to checkpoint support, checkpoint operational hours, the number of checkpoints and lanes, daily departure flight volumes, and daily LEO staffing hours at and near checkpoints. Applicants must explain why existing resources cannot adequately fulfill airport security mandates and justify their specific security posture (Fixed, Flexible, or Hybrid). The project narrative section requires detailed descriptions of supplemental LEO support during TSA screening operations, specific response times for calls for assistance, and a comprehensive budget justification that includes the number of supporting LEOs, their salary and benefits by rank, shift schedules, and hours worked. Eligibility is limited to Part 139 Airport Certificate holders and state, local, or public institutions responsible for commercial airport operations. Awards are structured as Other Transaction Agreements (OTAs) providing approximately one year of reimbursement, with rolling applications accepted beyond the stated closing date, subject to fund availability and TSA Federal Security Director concurrence.

Section 3: Project Narrative

1) Supplemental Requirements – describe the specific LEO support to be provided under this Agreement which supports TSA screening activities. Such support, based on the specific characteristics and security requirements of the airport, could include (but is not limited to) LEO patrol of a particular area, or unique assistance to local TSA. Note that such additional activities should only include those which are being performed during periods of TSA screening operations, and which do not interfere with the LEOs’ ability to provide immediate response to incidents at the screening checkpoints. If utilizing Flexible or Hybrid Stationing, Participant must include specific LE response times to non-emergency/routine TSA calls for assistance and details of LEO support being provided in support of passenger screening:

2) Budget Request and Justification – provide details regarding the number of LEOs to support the project, salary & benefits of those supporting the project (include rank/position), number of shifts per officer and hours. A brief justification is required to support the requested budget. If additional supporting documentation is required, it may be included as an attachment to this document.
