About this file
This document is an Other Transaction Agreement (OTA) template for the Law Enforcement Officers Reimbursement Program (LEORP) administered by the Transportation Security Administration (TSA).
The agreement establishes a reimbursable arrangement between TSA and airport authorities to provide qualified law enforcement officer (LEO) services at airport security screening checkpoints. Under the individual agreement structure, each airport authority participant agrees to maintain a specified number of LEOs on a reimbursable basis to provide visible law enforcement presence in the vicinity of TSA screening checkpoints during checkpoint operating hours. The stationing arrangement—whether fixed, flexible, or hybrid—is determined in consultation between TSA's Federal Security Director and the participant airport authority. The agreement is subject to a Parent Agreement (70T01026TLEORP001), which controls in case of any conflicts with individual agreements. The program operates under NAICS code 922120 (Police Protection) and PSC code S206 (Housekeeping – Guard), with a 12-month period of performance from the date of award. Specific LEO support requirements are documented in each participant's project narrative submitted with their application. The primary contact for TSA is Robert Farrell (Robert.Farrell@tsa.dhs.gov) located at the Springfield, Virginia office.
