About this file

This is a Questions and Answers document for Solicitation 70T01026TLEORP001, the Law Enforcement Officers Reimbursement Program (LEORP) administered by the Transportation Security Administration (TSA). The document addresses applicant inquiries regarding eligibility, application requirements, and program parameters for airports seeking reimbursement of law enforcement officer (LEO) costs.

Key program requirements include: all airports with prior LEO Reimbursement agreements must reapply, as all prior agreements were closed out in 2024; applications must be submitted to LEORPApplications@tsa.dhs.gov; the LEORP and K-9 reimbursement programs are separate and require individual applications; budget submissions should cover a one-year period, though the Order to Acquire (OTA) may be extended for multiple years; and the budget justification must be detailed with itemized tables showing salary, benefits, and ranks for dedicated LEOs. LEO personnel must be dedicated to screening checkpoints through Fixed, Flexible, or Hybrid postures during checkpoint operations; those responding on a call basis only are ineligible. "Close proximity" for additional posts is defined as within sight and sound of the TSA security checkpoint. Eligible personnel must possess all qualifications of a LEO per 49 C.F.R. § 1542.217, though TSA will consider waivers from this requirement for Category III and Category IV airports only for Armed Security Guards or individuals not meeting full LEO qualifications. Unarmed security personnel do not qualify, and Aviation Worker Screening costs are ineligible. Airport diagrams are not required for initial applications but may be requested during later evaluation phases if Flexible or Hybrid postures are selected. The hybrid model combines fixed checkpoint presence during peak hours with flexible patrolling of nearby areas during slower periods while maintaining sight and sound of the checkpoint with a five-minute or less response time.

Question Response

Do Airport who previously had a LEO Reimbursement that was cancelled need to apply again through this application program, or will their previous agreement be reenacted?

All Airports will need to reapply as all prior agreements were closed out in 2024

Will we submit our application/pacakge to the email address or somehow through Sam.Gov?

Please submit the application package to LEORPApplications@tsa.dhs.gov

We are in the process of putting together an application for the Law Enforement Officers reimbursement program. Is this program covering the old k-9 reimbursement program too or is that a separate application?

The Law Enforcement Officers reimbursement program and the K-9 reimbursement program are separate programs. You will need to submit a separate application for each program.

We are in the process of putting together an application for the Law Enforcement Officers reimbursement program. The application says we can get reimbursed for additional posts in proximity to the TSA checkpoint posts – what does proximity mean?

Also, I assume we should be sending a budget for a 1-year period, but the OTA could be multiple years. Is that correct?

For the purposes of the Law Enforcement Officers reimbursement program, "close proximity" means within sight and sound of the TSA security checkpoint, providing a highly visible deterrent. The primary focus for the LEO is to provide a consistent, highly visible presence during operational hours.

The OTA is initially slated for a 1-year period, but it can be extended for multiple years. Please submit a budget for a 1-year period as part of your application.

Your application process does not require airport diagrams, as has been the case in the past. Are diagrams of the airport terminal needed for this application process?

Airport diagrams and additional details are typically requested during the next phase of application processing if Flexible or Hybrid postures are selected. For your initial application, diagrams of the airport terminal are not required.

How much detail are you seeking in the budget justification?

Are you looking for an airport budget table with itemized costs or a simple, layman's explanation to answer the question outlined in the project narrative?

For the budget justification, please provide as much detail as possible. This should include an itemized table showing salary, benefits, and ranks for the LEOs dedicated to the Law Enforcement Officers Reimbursement Program (LEORP).

Questions & Answers Solicitation - 70T01026TLEORP001 / Law Enforcement Officers Reimbursement Program (LEORP)

Your project narrative question on supplemental requirements is straightforward and can be answered in a paragraph. Past applications have required two pages of detail. Help me understand the level of detail you seek in order to be awarded a grant?

The project narrative should also be as detailed as possible to clearly describe your proposed activities and needs. We have provided the documentation in Microsoft Word format to allow you flexibility in including as much information as necessary.

For the project narrative question on supplemental requirements, a clear and concise paragraph is sufficient, unless additional detail is needed to fully explain your response.

In terms of the required documentation, what is meant by the hybrid model?

The hybrid model refers to a form of on-site LEO stationing that combines both fixed and flexible stationing. It provides a combination of highly visible LEO presence at the checkpoint and in the vicinity or close proximity to the checkpoint, within sight and sound, and providing a highly visible deterrence with a response time of 5 minutes or less.

For example, an officer may be assigned to remain at the checkpoint during peak hours (fixed), but during slower periods, may patrol nearby areas while remaining within sight and sound of the checkpoint and able to respond within 5 minutes.

Does reimbursable LEO support include law enforcement officers who respond to the airport on a call basis rather than through a dedicated contract or assignment?

No. In order to be eligible for reimbursement, the law enforcement officer (LEO) must be dedicated to the screening checkpoint through a Fixed, Flexible, or Hybrid posture during checkpoint operations. LEOs who only respond on a call basis and are not assigned to the checkpoint in one of these dedicated capacities are not eligible for reimbursement.

Are costs associated with Airport Liaison Officers eligible for reimbursement? Regardless of position or title, in order to be eligible for partial reimbursement under the Agreement an individual must provide law enforcement support and possess all of the qualifications of a LEO set forth at 49 C.F.R. § 1542.217 while on duty at the airport. TSA will consider requests for a waiver from this latter requirement- from Category III and Category IV airports only- so that participants may be eligible for reimbursement for their provision of support from individuals who do not fully meet all of the LEO qualifications.

Are unarmed/non-armed security personnel eligible, or is eligibility limited to sworn law enforcement officers? It sounds like armed security personnel performing LEO functions for the airport may qualify.

In order to be eligible for partial reimbursement under the Agreement, an individual providing law enforcement support must possess all of the qualifications of a LEO set forth at 49 C.F.R. §

1542.217 while on duty at the airport. TSA will consider requests for a waiver from this requirement-from Category III and Category IV airports only- so that participants may be eligible for reimbursement for their provision of Armed Security Guards who do not fully meet all of the LEO qualifications. Non-armed personnel do not qualify.

Are costs associated with Aviation Worker Screening (AWS) eligible under this program? No, costs related to Aviation Worker Screening are not eligible under the Law Enforcement Officer Reimbursement Program (LEORP).

Could you please clarify whether the solicitation is asking for the active number of individuals currently working the passenger screening checkpoint(s), or the total number of individuals that are assigned to it (including current vacancy)?

Please provide the number of LEOs that are or will be dedicated to the screening checkpoint via fixed, flexible, or hybrid posture for purposes of the program.

Since all of my guards are armed private security, I understand I must submit a waiver. Does this need to be all sent in when I send attachment 2?

Yes, the request for waiver and justification for Category III/IV airports must be submitted as part of the application package with Attachment 2.

Do I need to do anything with Attachment 1 and 3 at this moment?

No action is needed on Attachment 1 and 3 currently. However, by signing an Individual Agreement, Participants are agreeing to all terms and conditions detailed in the Parent Agreement (Attachment 3). Attachment 1 is provided as an example template of an Individual Agreement once evaluations are completed.
