About this file
This is a Contractor Responsibility Verification template based on FAR 9.104-1 standards that contracting officers use to assess whether prospective contractors meet minimum qualification requirements before contract award.
The template requires contractors to demonstrate responsibility across six key factors: (a) adequate financial resources or the ability to obtain them, supported by profit/loss statements, balance sheets, lines of credit, or financial institution letters; (b) capability to meet required delivery or performance schedules considering existing business commitments; (c) satisfactory performance record within the past three years, evidenced by minimum two past government contracts or a capability statement for new entrants, with exemptions for contractors with prior CPARS and SPRS ratings; (d) satisfactory business integrity and ethics, verified through current SAM.gov Responsibility/Qualification section information; (e) adequate organizational structure including experience, accounting controls, operational controls, and technical skills; and (f) necessary production, construction, and technical equipment and facilities. The template includes checkboxes and signature lines for company representatives to certify that submitted information is correct and accurate, along with options to confirm compliance or provide supporting documentation for each responsibility factor.
