About this file

This document is a Determination & Findings (D&F) for a sole source acquisition by the 86th Aircraft Maintenance Squadron at Ramstein Air Base. The procurement is for the Amerex Model 775 150-pound Stored Pressure Wheeled Novec 1230 Fire Extinguisher, justified under RFO 11.204(a)(2)(ii) (Brand Name) authority.

The justification for sole source procurement is based on four primary factors: (1) USAFE-Wide Mandatory Standardization per Air Force Joint Technical Order T.O. 00-25-172, which mandates the Amerex Model 775 (NSN 4210-01-610-6985) as the standard flightline fire extinguisher for USAFE operations, with Halon 1211 extinguishers prohibited as of 2016 for environmental reasons; (2) Technical Order Compliance, as operation, testing, and servicing instructions are standardized under T.O. 13F4-4-121 and Amerex manuals, making non-standard brands non-compliant; (3) Equipment and Tooling Compatibility, as the 86 AMXS owns specialized maintenance tools, recharge systems, and Amerex-specific spare parts (including Amerex PN 05155 and PN 05078 recharge adapters, collar O-rings, and valve stem assemblies) that would become obsolete with brand deviation; and (4) Personnel Training and Organic Support, as maintenance technicians are certified exclusively on Amerex wheeled systems, and switching brands would require costly retraining and delay critical flightline support capabilities while introducing safety risks. The D&F was approved by Sortie Support Flight Chief Justin A. Gann on July 8, 2026, and by Contracting Officer Jennifer Arnett on July 9, 2026.

recharge systems, and spare parts specifically engineered for Amerex systems (including Amerex PN 05155 and PN 05078 recharge adapters, Amerex collar O-rings, and valve stem assemblies). Procuring a different brand would render this extensive tooling infrastructure obsolete, requiring duplicative and wasteful purchases of brand-specific support equipment.

Personnel Training & Organic Support: AMXS maintenance technicians are certified exclusively on the Amerex wheeled system. A brand deviation would force widespread retraining, delaying the restoration of critical organic flightline support capabilities and introducing unnecessary safety risks during aircraft emergencies.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
