About this file
This is a State of New Hampshire Usage Report template designed by the Department of Administrative Services to track quarterly statewide contract spending and green procurement metrics in compliance with waste reduction, recycling, and sustainable purchasing principles aligned with U.S. EPA Comprehensive Procurement Guidelines. The document serves as a standardized reporting mechanism for vendors under state contracts to document product and service transactions, including detailed information on items delivered, quantities purchased, unit costs, and extended costs across all state agencies and eligible participants. The usage report requires vendors to complete quarterly submissions (Quarter 1: July 1–September 30; Quarter 2: October 1–December 31; Quarter 3: January 1–March 31; Quarter 4: April 1–June 30) and submit them via email to Lincoln.J.Adams@das.nh.gov with subject lines containing the vendor name, contract title, contract number, and quarter number. The template includes 24 data columns spanning invoice information, product specifications, material composition, and environmental certifications.
The usage report emphasizes comprehensive green procurement documentation, requiring vendors to report post-consumer recycled content percentages, total recycled content percentages, manufacturing waste recycling rates, and compliance with U.S. EPA recycled content recommendations across numerous product categories including office supplies, construction materials, janitorial products, electronics, furniture, and food service items. Vendors must identify applicable environmental certifications such as Forest Stewardship Council (FSC), Energy Star, EPEAT, Green Seal, Cradle to Cradle, BIFMA Level, RoHS compliance, and other recognized standards, with the State reserving the right to request documented verification of claimed certifications. The report includes detailed reference tables listing EPA-recommended recycled content percentages for specific products categorized as construction products, landscaping products, miscellaneous products, nonpaper office products, and commercial sanitary tissue and paperboard products, establishing clear benchmarks for green procurement compliance and environmental attribute tracking across the state's vendor network.

OVERVIEW
| STATE OF NEW HAMPSHIRE USAGE REPORT |
| Overview |
| The State of New Hampshire's Usage Report was designed to help track statewide contract spend. The State of New Hampshire is committed to practicing interdependent principles of waste reduction, recycling, and recycled products purchasing. The Usage Report has been amended to track green procurement metrics. Below is some helpful information to assist you in completing this report. |
| TAB | DESCRIPTION & USE |
| Overview | Introductory explanation |
| Instructions | Step-by-step instructions for each column of the usage report |
| Usage Report | Usage report template used to track quarterly, statewide contract spend and green procurement metrics. |
| Example Applicable Products | The usage report asks about Green Certifications. This tab contains some examples of types of products that are typically applicable for each certification. This is not a comprehensive list of certifications or products, but rather an overview. |
| EPA Recycled Content | A list of the recycled content recommendations by the U.S. EPA. You can filter by category and product type. The list can also be found on the EPAs website here. |
| NOTE: | Quarter 1 = July 1st through Septermber 30th. |
| Quarter 2 = October 1st through December 31st | |
| Quarter 3 = January 1st through March 31st | |
| Quarter 4 = April 1st through June 30th | |
| Every Quarter a successful vendor wil submit a Usage Rerport via e-mail TO Lincoln.J.Adams@das.nh.gov |
E-mail subject line shall contain: vendor name, contract title description, contract number & quarter number https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program

| Construction Products | Modular Threshold Ramps | Rubber | 100% | 100% | |
| Construction Products | Modular Threshold Ramps | Steel | 16-67% | 25-100% | The recommended recovered materials content levels for steel for construction products reflect the fact that the designated item may contain steel manufactured in either a BOF or an EAF, or a combination of both. Steel from the BOF process contains 25–30% total recovered steel, of which 16% is post-consumer. Steel from the EAF process contains 100% total recovered steel, of which 67% is post-consumer. According to industry sources, modular threshold ramps containing a combination of BOF and EAF steel would contain 25–85% total recovered steel, of which 16–67% would be post-consumer. |
