About this file

This is a Specification for Drydock Repairs for the USCGC ANVIL (WLIC 75A), a 75-foot Coast Guard cutter with an associated 68-foot barge, scheduled for FY2027 drydock maintenance at a commercial contractor facility. The specification outlines 70 work items encompassing hull inspection and preservation, structural repairs, propulsion system maintenance, and vessel systems restoration.

Key work items include underwater hull plating inspection and ultrasonic testing (250 measurements required), complete or partial preservation of underwater body surfaces using epoxy and copper antifouling coating systems, propulsion shaft removal and inspection, rudder assembly maintenance, stern tube replacement, sea valve and strainer overhaul, zinc anode renewal for cathodic protection, and drydocking services. Additional work encompasses superstructure and freeboard preservation, deck repairs, watertight door renewal, ventilation flange replacement, lead-based paint and asbestos abatement, independent NACE Level 3 inspection services, tenting provision, sea trial support, and bilge piping renewal. The specification mandates compliance with Surface Forces Logistics Center Standard Specifications (SFLC Std Spec 0000, 0740, 5550, 6310, 8634, and 8635) covering general requirements, welding and allied processes, fire prevention and response, ship structure preservation, and drydocking services. Contractors must provide fire watch personnel, environmental protection measures including hazardous waste management, and quality assurance documentation including coating thickness measurements and surface profile inspections. Government-furnished property includes propellers, rudders, keel coolers, transducers, bearing components, and miscellaneous hardware totaling approximately $227,000 in estimated costs. Critical inspection items requiring completion within the first 25% of the contract period include hull plating ultrasonic testing, underwater body preservation, void leak testing, propulsion shafting inspection, rudder assembly work, and bilge preservation. The quotation deadline is November 13, 2026 at 10:00 AM Eastern Time, with quotes valid for 120 days; submissions should be sent to delarue.s.shelton@uscg.mil and Sandra.a.martinez@uscg.mil.
