Statement of Work for Hurco VMX42SRTi 5-Axis Computer Numerical Control (CNC) Milling Machine

July 16, 2021

Introduction This document defines the required configuration, performance, delivery, setup, testing, and support of Hurco VMX42SRTi 5-Axis Computer Numerical Control (CNC) Milling Machine.

The system is for the Federal Aviation Administration (FAA) Office of Aerospace Medicine’s Aerospace Medical Research Division (AAM-600) at the Civil Aerospace Medical Institute (CAMI) located on the FAA Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma.

Background The Axis CNC Milling Machine is part of the Aerospace Medical Equipment Needs (AMEN) Sustainment 3 acquisition program, which was established to continue to provide urgent upgrades to the aging and obsolete laboratory equipment at CAMI.

The 5-Axis CNC Milling Machine supports the work of the Division’s Engineering Sciences Laboratories, Biodynamics and Cabin Safety. These laboratories conduct research activities that investigate the numerous advancements in materials, structures, aircraft configuration, equipment, and emergency procedures that affect aircrew, cabin crew, and passenger safety, particularly as it relates to crashworthiness and survival issues. Researchers conduct studies to assess how these advances affect human safety and to achieve a better understanding of crash environments including head impact, seat deformation, occupant restraint performance, safety device effectiveness and emergency evacuation, all of which are key issues in the aircraft certification process.

The Engineering Sciences branch requires a new 5-Axis CNC Milling Machine, with conversational programming capabilities. This milling machine will allow the research team to more rapidly fabricate new and complex parts, or modify existing parts, that are needed to conduct crash testing using the CAMI impact sled. Currently, in some cases, there may be a six-month lead-time on these replacement parts and such delays can lead to a work stoppage for researchers. An updated machine is needed to quickly design, modify current design, or duplicate a part that needs to be replaced.

The system will be installed at CAMI located on the FAA Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The 5-Axis CNC Milling Machine will replace the existing 3-axis machine.

Requirements

1. Provide a Hurco VMX42SRTi 5-Axis Computer Numerical Control Milling Machine system consisting of the following components:

a. Minimum number of blocks of commands: 10,000

b. Machine control software must be provided as part of the package. The software must run on a Windows 10 operating platform with .dxf post processing capabilities

c. Machine must have ability to manually move tools out of holes or pockets at off angles without damaging part or tools

d. Minimum hard drive: 650 GB

e. Minimum travel 40 inches by 20 inches by 20 inches

f. Minimum table dimensions 42 inches by 24 inches

g. Table must have rotary capabilities

h. Machine must have the ability to call a Numerically Controlled program into a conversational program without having to rewrite the program

i. Machine must have the ability to do rigid tapping

j. Machine must have a graphical user interface for machining input at machine

k. Machine must have tool and part probing

l. Machine must have an interrupt cycle

m. Minimum High Spindle Speed: 12,000 revolutions per minute

n. Minimum spindle horse power: 48 HP

2. The Contractor must provide a list, in detail, of any spare parts (with part numbers) that are likely to be needed during the operational lifetimes of the item.

3. The product must be provided by the OEM or an authorized distributor of the OEM (https://www.hurco.com/en-us/contact/pages/Distributors.aspx).

4. The vendor must deliver the system to CAMI, install into final position, and connect to existing power outlet, in accordance with OEM specifications.

5. The vendor must provide operating and maintenance manuals, delivered upon completion of the system installation.

6. The vendor must provide a 1 year warranty for the system hardware and software.

Upon completion, the contractor must test functionality of the system to make sure it is working in accordance with the Approved Test Procedures (ATP in accordance with Contractor (OEM) Operating/Maintenance Instruction Manuals). If any deficiencies are found during testing the contractor must correct and the system affected will be retested prior to Government Acceptance.

Program Management:

The Contractor must appoint a project manager to coordinate all site visits/work performed and to serve as a central point of contact for the FAA regarding this effort.

Quality Assurance:

The Contractor must perform services in accordance with OSHA requirements.

Security:

The contractor will be granted access to the facility under escort by FAA/CAMI government personnel during all times. The contractor understands that the factory representative performing installation and training must be a citizen of the United States of America and have a government issued picture ID to gain access to the Mike Monroney Aeronautical Center.

Contract Deliverables:

The contractor must contact the requiring office to coordinate/establish delivery schedule within ten (10) days from Contract Award.

Estimated Completion Date: 60 days from award date

The Contractor will provide the labor, tools and materials necessary to design, develop, fabricate, install, setup, test, and support a new LCMS-QTOF in accordance with the specifications.

Contracting Officer’s Representative:

Contracting Officer (CO) may delegate a representative in writing who will coordinate with the contractor for performance of services outlined in the SOW. The COR does not possess authority to change the provisions of terms of the contract, or otherwise commit the Government.

The COR is not authorized to make changes that affect cost or change in scope. The CO is the only individual authorized to make these changes.
