About this file
This is an Administrative Requirements document issued by the California Department of General Services (DGS), Procurement Division, detailing contractual obligations for envelope suppliers responding to a state solicitation for assorted envelopes. The document outlines mandatory pre-production performance testing requirements, whereby contractors must supply up to 2,500 sample envelopes of each line item within fifteen working days of notification for machinability testing on standard mail equipment. Performance testing must include no fewer than 8,000 letter or 5,000 booklet envelopes run through three passes, with any jam resulting in test failure. Contractors have ten working days to remedy failures, with failure to resolve issues within three attempts constituting potential breach of contract. Delivery must be completed in full after receipt of order (ARO) to the Department of General Services, OSP facility located at 1000 Riverside Parkway, West Sacramento, California 95605, with contractors required to coordinate delivery schedules with OSP representative Daniel Silva.
The State reserves the right to conduct random sample compliance reviews on products after contract award, with non-compliant products replaced free of charge by the supplier. All products offered must comply with California's Environmentally Preferable Purchasing requirements and the Federal Trade Commission's Guidelines for Environmental Marketing Terms. Specific packaging requirements are mandated based on envelope classification, including shelf box configurations, shipping carton specifications, and palletization standards, with maximum carton weights of fifty pounds and loaded pallet heights not exceeding five feet. All shipments must include packing slips and proper marking with manufacturer information, lot numbers, and purchase order details using a minimum 3/8-inch uppercase lettering. Contractors must certify compliance with all stated requirements by signing the Agreement Cover Letter.
