About this file
This document outlines the technical specifications for a floating boat dock system as part of a state contract opportunity with the Illinois Department of Natural Resources (IDNR). The contract requires the provision of a fully pre-fabricated floating dock system, including walkway ramps, bridges, and all necessary components. Key specifications include structural steel or aluminum framing, 1.1 PCF polystyrene flotation units, Southern Yellow Pine decking, telescoping pipe anchors, and vinyl bumpers. Contractors must submit detailed design calculations and construction drawings sealed by a Registered Professional Engineer licensed in Illinois. Prospective contractors must have at least 5 years of experience in the design, manufacture, and installation of floating marina structures. The contract includes warranty requirements of 1 year for the general contractor and 8 years for the float and flotation material. The floating docks must meet specific load, freeboard, and slope requirements.
The document provides a list of pre-approved dock manufacturers that have confirmed they can meet the IDNR's technical specifications. Contractors proposing alternative manufacturers must verify that they can comply with the stated requirements. Pricing details, funding sources, and other commercial terms are not included in this technical specification document.

1-06. DESIGN LOAD CONDITIONS.
A. Dead loads shall consist of the entire weight of the floating structure including all accessories and appurtenances.
B. Deck surface and structural frame live load shall be equal to 30 PSF
(pounds per square foot), applied to the full surface area of the deck.
Concentrated 300 pounds plus 33% impact (total 400 pounds) applied over an area 12 inches x 12 inches.
C. Loads applied to flotation units shall include all bridge and walkway loads.
D. Horizontal Loads:
1. 20 PSF horizontal wind load on all projected surfaces.
2. Impact load, 10,000 lb. craft, with a velocity of three (3) feet per second striking the end of a finger dock at 10 degrees to the centerline of that dock.
E. The bridge/gangway shall be designed for 100 PSF load applied to the full surface area. Bridge handrails shall be designed for a 250 pound load applied in any direction and at any point along the handrail.
F. Under dead load conditions, the freeboard (top of deck) shall be 16-
IDNR #3-21-025 35 51 00-3
20 inches. In addition, the structural frame shall not float less than two (2) inches above of the water. The lower freeboard (16") is desired for most installations.
G. Under full uniform live load (30 PSF), the minimum freeboard shall be six (6) inches. At those locations with significant wave action, the live load freeboard should be increased to prevent the dock from getting wet.
H. Slope and Height Differences under Dead Load:
1. For main or header docks, the slope shall be no more than ½ inch per 6 feet length in any direction. For finger docks, the outer end of the dock shall not be more than 2 inches higher than where it attaches to the center dock. In addition, finger docks shall not have a cross slope greater than ½ inch per 3 feet width.
2. The height difference between two (2) adjacent dock units shall not be greater than 1/8 inch.
I. In order to prevent torsion, racking, and twisting, sufficient built-in torsional resistance shall be installed such that no more than three
(3) inches variation in normal freeboard per 100 feet of length, as measured in any direction, under any possible combination of specified loads, excluding wave action loads.
J. Where bridges/gangways/ramps attach to the floating structure, there shall be floats attached either under the bridge or under the end of the structure, so that the structure remains level under dead load conditions, and that there is no excessive deflection under live load conditions.
K. Structures are to be factory assembled in the largest possible shippable units. Modular structures must be designed for quick and easy assembly and disassembly, with a minimum of bolts and connections.
2. PRODUCTS.
