About this file
This document contains staffing plan templates and instructions for offerors responding to Solicitation Number 89233120RNA000089 from the Department of Energy National Nuclear Security Administration for the Fourth Generation Escort Vehicle (EV4) in support of the Office of Secure Transportation. The templates require offerors to provide details on labor categories, responsibilities, experience, education, and direct productive labor hours for personnel involved in designing, producing, and supporting the first article and production of two variants, the EV4-U unarmored and EV4-A armored escort vehicles. Offerors must complete the templates and calculators with yellow highlighted cells and ensure consistency across documents. Labor categories include program manager, engineers, technicians, and general shop labor/crafts. The solicitation seeks the EV4 system to transport Department of Energy assets and has requirements for staffing plans to evaluate offeror qualifications and technical approach.
