About this file

This document contains revisions to technical requirements and design verifications for the Fourth Generation Escort Vehicle (EV4) procurement. Key details include:

  • The Department of Energy National Nuclear Security Administration is soliciting proposals for the EV4 to support the Office of Secure Transportation. Revisions to the technical requirements matrix specify a maximum speed of 75 mph for range testing purposes, safety netting or other restraints in the sleeper berth capable of withstanding 6000 lbs of force, and door opening forces not to exceed 20 lbs on a 5% grade.

  • Additional design verifications were added regarding documentation demonstrating the sleeper berth restraint meets force requirements, estimates for door weight and opening force on a 5% grade, and an analysis of door forces during preliminary design review. Government testing may include driving on curbs or steps to simulate various longitudinal or lateral grades.

Changes to EV4 Technical Requirements Matrix, 4/29/2021
RequirementChangeCellNew Text
6.4Added max speed to FPU PVTH113The vehicle will be tested for required threshold range during operational testing. The test will be performed on the interstate highway system over a course that travels 200 miles out-and-back over relatively level roads and on a day with minimal winds at sustained speeds of up to 75 mph; the test will also include 4 hours of idling.
8.4.9Added Force Limit to Sleeper Safety RestraintB151The sleeper berth shall be protected using safety netting, upholstery, and/or other means in order to prevent injuries in the event of an accident. The restraint mechanism should be able to withstand a distributed force of up to 6000 lb in any direction in accordance with Federal Motor Carrier Safety Regulation 393.76.
8.4.9Added Force Limit to Sleeper Safety Restraint VerificationE151 (Checked), F151 (Checked), H151The vehicle's sleeper berth will be inspected for safety features as indicated in the design proposal. The manufacturer will provide documentation or analysis showing the restraint material and supporting structures are rated to the restraint force requirement.
11.2.1Clear up some verbiageB191Revised the end of the third sentence to state, "to within one inch of the edge of the cavity."
11.2.5Added a new requirementnewThe force required to open the doors shall not exceed 20 lbf when the vehicle is parked on a 5% grade in any orientation. Additionally, the doors will be equipped with a detent mechanism that prevents the door from closing under its own weight when opened on a grade of 2% in any orientation.
11.2.5Added a new Design VerificationnewThe contractor should provide estimates for the door weight and the force required to hold the door open on a 5% grade.
11.2.5Added a new FPU PVT VerificationnewThe contractor should provide an analysis showing the door forces on a 5% grade during the Preliminary Design Review. The government may choose to test the requirements (force and detent) by driving up onto curbs or other artificial steps that simulate the desired grades in either the longitudinal or lateral directions.
