About this file
This document contains a Project Program for the replacement of the existing Osceola Ranger District administrative offices on Forest Service-owned land. The project involves building a new office and work center at a different site to meet the current and future functional and operational needs of the staff. Key details include:
The new facility will be approximately 12,000 CGSF for the office and 4,500 CGSF for the work center/warehouse. It will be designed to be net zero for energy use and achieve a green building certification. The project is fully funded through the Great American Outdoor Act. A Categorical Exclusion is anticipated for the NEPA analysis.
The related federal contract opportunity is for commissioning services to support the building design, construction, and operation of the mechanical, electrical, plumbing, and renewable energy systems. The objective is to ensure the facility meets Forest Service needs, reduces operating costs, and is resilient to climate change. The quote submission deadline is November 22, 2024.

1.0 INTRODUCTION
This project involves replacement of the existing Osceola Ranger District administrative offices. The current office building does not meet the full function and operational needs of the staff, both currently and for the future. The intention of this project is to build a new office and work center buildings at a different site, located on Forest Service owned land. This project is in response to long-term Forest Service facility needs documented in the Facility Master Plan.
1.1 About Ranger Districts
Ranger District Offices are the most public facing and field going of all locations. These facilities house about 30 employees, generally located in small, rural communities and are about 5,000 to 10,000 square feet.
Less than half of the staff is eligible for regular telework and very few people telework on a regular basis. Office utilization changes with the season, weather, time of day, and emergency response situation.
RDOs regularly host meetings and trainings with other Forest Service and Federal employees, state and local governments, contractors, and other cooperators. Depending on the District and season, they receive a lot of drop-in visitors or people wanting information about the National Forests.
Work Centers are “back-of-house” compounds containing shops, storage, and staging areas for districts to perform direct forest management work. Typical elements include about 4000 square feet of heated warehouse and shop, 3000+ square feet of open air covered storage, secure storage for timber marking paint and hazardous materials, seedling coolers, heavy equipment and light truck parking, filling stations for fire engines, and open uncovered storage. In the Southern Region, they are typically associated with Ranger Districts, and the Region’s preference is for consolidated administrative sites with both the District Office and the Work Center.
1.2 Project Background
The current Osceola District Administrative Site was originally established in the early 1960s as the Naval Stores Laboratory. The Forest Service took over the site and expanded it in the early 1980s.
Other small buildings have been added since initial establishment. Major renovation of the buildings to correct accessibility and improve function have been planned since the early 2000s but not fully implemented.
2.0 PROJECT INFORMATION
2.1 Preliminary Project Analysis (PPA)
Osceola Ranger District Program for Administrative Site Replacement
Revised 7 November 2024 Page 2 of 18
A. A PPA was completed in August 2021.
2.2 National Environmental Policy Act (NEPA)
A. A NEPA analysis is pending.
B. A Categorical Exclusion [36 CFR 220.6 (e) (21) (i)] is anticipated at the proposed site as the OSCF Work Center Site Land Unit is still categorized as an Administrative Site in NRM (the Forest Service database of record), provided the proposed development does not exceed the previously developed area.
C. The location of the former OSCF Work Center Site was archeologically surveyed in advance of the Findley Timber Sale in 2011 with negative results. A report of investigations was prepared as accessioned report OSCF00298 recommending that proposed timber operations proceed in the vicinity of the former OACF Work Center Site. This Section 106 consultation document was forwarded to SHPO/THPO consulting parties for review and comment. All parties concurred with USFS recommendations, and the project was recommended to proceed as planned. No subsequent heritage surveys were determined necessary prior to the demolition and relocation of the former structures present at the site, and therefore no heritage surveys should be required prior to reconstruction of structures at the site.
D. There are federally-listed threatened or endangered species or designated critical habitat within the entire project area.
E. There may be proposed species listings or proposed critical habitat within the entire project area.
F. No other extraordinary circumstances are anticipated within the project area.
2.3 Project Funding
All work at the Osceola Administrative Site is fully funded through the Great American Outdoor Act.
2.4 Development Considerations
Site development plan: To be developed as part of the design.
The Forest Service will not occupy the site until after Substantial Completion. Use of the existing district office and work center will continue until occupancy of the new site occurs.
