STATEMENT OF WORK (SOW): Replacement of Diseased Ash Trees with Honey Locust Trees at Conte Research Lab, Turners Falls Massachusetts
1. Project Overview
This Statement of Work (SOW) outlines the scope requirement for the removal of diseased ash trees and the installation of replacement honey locust trees at the Conte Research Lab (CRL).
The Contracting Officers Representative for this project is Marty Garcia, facility manager at
CRL.
The north lawn of the facility is ringed with 11 Black Ash trees, planted in 1990. The trees are infested with Emerald Ash Borer beetles and need to be removed. Thornless Honey locust trees will be planted in their place.
2. Objectives
• Safely remove and dispose of diseased or declining ash trees.
• Enhance landscape health and aesthetics through the installation of honey locust trees.
• Ensure proper planting techniques to promote long-term tree health and growth.
3. Scope of Work
3.1 Tree Assessment and Marking
• Identify and confirm all ash trees designated for removal.
• Mark trees in coordination with COR.
3.2 Tree Removal
• Cut down designated ash trees using industry-standard safety practices.
• Grind stumps to a depth of 6–12 inches below grade.
• Remove all debris from area, cut up or chip all logs and branches and remove from site or stockpile in designated area on CRL campus.
3.3 Site Preparation
• Inspect planting locations for soil quality, drainage, and underground utilities.
• Complete soil chemistry analysis.
• Amend soil as necessary to support healthy tree growth.
• Ensure planting sites meet spacing and layout requirements.
3.4 Tree Installation
• Supply and plant thornless honey locust trees (size/specifications to be defined, e.g., 2–3 inch caliper).
• Install trees in accordance with ANSI A300 planting standards.
• Backfill shall be a combination of compost, peat moss and loam to ensure proper drainage and root health.
• Stake trees and apply mulch rings (2–3 inches deep, avoiding trunk contact).
3.5 Watering and Initial Maintenance
• Water trees immediately after planting.
• Provide initial establishment care (e.g., watering schedule for first 30–90 days).
• Inspect for transplant shock or damage.
4. Deliverables
• Complete removal of 11 ash trees.
• Installation of 11 healthy Thornless Honey Locust (Gleditsia triacanthos f. inermis).
• New trees will be a minimum 6 feet in height.
• Clean and restored worksite upon completion.
5. Schedule
• Period of performance shall be 60 days from date of award.
• Work hours: Mon-Friday 7am-4pm. No work shall be performed outside these hours, on weekends or Federal holidays without written permission from contracting officer.
Timeline may be adjusted due to conflicts with ongoing research projects, weather or unforeseen site conditions.
6. Standards and Compliance
• Follow ANSI A300 standards for tree care operations.
• Comply with OSHA safety regulations.
• Adhere to local municipal codes and environmental guidelines. All regulations for the removal and disposal of trees infested by Emerald Ash Borer must be followed.
8. Acceptance Criteria
• Trees are removed without damage to surrounding property.
• Replacement trees are planted correctly and show no signs of immediate stress.
• Site is free of debris and restored to acceptable condition.
9. Warranty
• Contractor shall provide a one-year warranty period covering tree survival, contingent on proper maintenance.
