About this file
This is a Questions and Answers document for Solicitation 140G0126Q0260 (PR 0044044909), addressing clarifications on tree removal and replacement services at the Conte Research Laboratory.
The Q&A clarifies key contractual requirements and project scope. The replacement tree standard is a minimum height of 6 feet, not the referenced 2–3 inch caliper specification. The contractor will perform initial establishment care for approximately 30–90 days within the 60-day period of performance, with the government assuming responsibility for watering and maintenance thereafter; the contractor retains a one-year tree survival warranty obligation. Regarding debris removal, the preferred method is complete removal of logs and wood chips from the property, though stockpiling is permitted if necessary due to site accessibility constraints. The contractor must arrange and pay for utility location services to identify underground utilities; existing drawings are available but recent soil testing data is not. This is a new requirement with no incumbent contractor or prior contract history at the facility. The contracting officer will determine whether questions submitted without a specified deadline warrant responses or solicitation amendments, with a note that last-minute submissions may go unanswered.

Q&A Solicitation 140G0126Q0260
PR 0044044909
1. The solicitation does not identify a deadline for submitting questions. Could you please confirm the final date and time by which questions must be received?
Answer: There is no specified deadline. However, last minute questions may go unanswered. The CO will determine if a question warrants a response or an amendment to the solicitation.
2. Section 3.4 of the Statement of Work references a replacement tree size of “to be defined, e.g., 2–3 inch caliper,” while the Deliverables section specifies a minimum height of 6 feet. Please confirm whether a 2–3 inch caliper is a mandatory requirement or whether the 6-foot minimum height is the required size standard.
Answer: The line that contains the following wording should be ignored: “to be defined, e.g., 2–3 inch caliper,”. The six-foot minimum height is the standard that should be met.
3. The Statement of Work calls for approximately 30–90 days of initial establishment care and also requires a one-year tree survival warranty, while the stated period of performance is 60 days. After the period of performance ends, who will be responsible for routine watering and maintenance, and what maintenance conditions must be met for the one-year warranty to remain applicable?
Answer: The government will be responsible for watering the trees after the period of performance ends, and that maintenance will be recorded. In case any trees do not survive the one year warranty period that data will be provided to the contractor if requested.
4. Section 3.2 allows removed logs and branches to either be removed from the property or stockpiled at a designated location on the CRL campus. Will USGS determine which method is required, or may the contractor select either compliant option?
Answer: The preferred option is to remove the logs and wood chips. The area of the facility where the debris can be stockpiled may be difficult to access for the vehicles and equipment typically used in tree removal.
5. Does USGS have existing underground utility drawings, recent soil test results, or other site information that will be made available to the successful contractor, or should offerors include all utility-location and soil-testing costs in their quoted price?
Answer: There are drawings available, but the contractor shall use utility location services. No recent soil analysis in that area is available.
6. Has similar tree removal and replacement work previously been performed at the Conte Research Laboratory under a federal contract? If so, could USGS provide the prior contract number, incumbent contractor, and prior award value, if available
Answer: There has never been a contract for a tree removal project at the facility.
7. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
Answer: This is a new requirement. There is no incumbent vendor.
8. If not brand new, could you please provide the current / previous contract number?
Answer: This is a new requirement. There is no incumbent vendor/contract number.
