This Statement of Work (SOW) outlines mowing and grounds maintenance services required at Carlsbad Caverns National Park for the period of June 1, 2026, through May 31, 2027. Three distinct areas require mowing services: (1) Picnic Area – Developed Landscape (84,291 SF), requiring up to six mowings annually between April 15 and September 15, with careful attention to 63 mature cottonwood trees and completion between 8:00 AM and 4:00 PM; (2) Main Entrance Road and Walnut Canyon Road – Roadside Shoulders (7 miles × 2 sides), requiring two mowings annually (June/July and October/November) with a consistent 4-foot cut width, full traffic control measures including safety vehicles with flashing amber lights, proper signage, MUTCD compliance, and high-visibility PPE for all personnel; and (3) Historic Pond, Orchard, and House Landscape (237,800 SF), requiring up to six mowings annually with no mowing between June 15 and July 1, using lightweight or low-impact equipment while protecting historic landscape features, irrigation components, tree root systems, and historic structures.

Performance standards require turf height of 2.5–4 inches after mowing, with no scalping, rutting, turf damage, or debris left on surfaces, and all equipment must be well-maintained and free of fluid leaks. Environmental protection measures prohibit fuel or oil spills, mowing during saturated soil conditions, and disturbance to wildlife, with special restrictions at Rattle Snake Springs limiting power tool use to 8:00 AM – 4:00 PM between April 15 and September 1. Prior to commencing work, contractors must submit a work schedule, equipment list, traffic control plan, proof of insurance, and safety plan. Heavy equipment must be washed and inspected at mile marker 16 on Highway 62/180 prior to park entry to prevent transmission of non-native plant species. The contractor shall account for travel time, fuel, mobilization, and logistical planning in pricing, and coordinate all work with the designated Park Representative with advance notice prior to each mobilization.

Statement of Work (SOW) Grounds Maintenance – Mowing Services Carlsbad Caverns National Park

1. GENERAL INFORMATION

The contractor shall provide all labor, supervision, equipment, fuel, materials, tools, transportation, and incidentals necessary to perform mowing services at Carlsbad Caverns National Park.

All work shall be performed in accordance with National Park Service (NPS) standards for landscape preservation, safety, and environmental protection.

Heavy equipment and vehicles shall be washed to ensure all rocks, gravel, soil, or other materials are removed before entering the park. Heavy equipment will be checked at mile marker 16 on Highway 62/180, prior to entrance into the park to ensure that non-native plant species or parts or seeds are not transmitted. The COR shall inspect the equipment prior to entering the park.

Carlsbad Caverns National Park is in a remote location. Contractors shall account for travel time, fuel, mobilization, and logistical planning in their pricing.

2. LOCATIONS AND SCOPE OF WORK

A. Picnic Area – Developed Landscape

Area: 84,291 SF

Frequency: Up to six (6) mowings annually, as needed, between April 15 and September 15. Work shall only be performed between 8:00 AM and 4:00 PM.

Work includes:

• Mowing all turf areas within the picnic grounds. The width of one mower deck (6 ft) will be mowed of the earthen ditch on the south side of the picnic area.

• Careful mowing around approximately 63 mature cottonwood trees.

• Trimming around tables, grills, walkways, and site furnishings.

• Removal of clippings from hard surfaces.

• Avoid scalping or root damage to established trees.

B. Main Entrance Road, Walnut Canyon Road – Roadside Shoulders

Extent: 7 miles × 2 sides

Frequency: Two (2) times per year; one mowing shall occur in June or July and one mowing shall occur in October or November.

Work includes:

• Mowing road shoulders along both sides of the entrance road.

• Maintaining a consistent 4-foot cut width.

• Preventing encroachment that impacts visibility or drainage.

• Removing clippings from pavement where necessary.

Traffic Control Requirements:

• This is the only road in and out of the park.

• The park receives significant daily visitation.

• Contractor shall provide:

o A dedicated safety vehicle with flashing amber lights.

o Proper signage and traffic control devices.

o Compliance with Manual on Uniform Traffic Control Devices (MUTCD) standards.

o High-visibility PPE for all personnel.

• Work may be restricted to specific time windows to reduce visitor disruption.

C. Historic Pond, Orchard, and House Landscape

Area: 237,800 SF

Frequency: Up to six (6) mowings annually, as needed. No mowing shall occur between June 15 and July

1. Work shall only be performed between 8:00 AM and 4:00 PM.

This area includes:

• Historic pond setting

• Historic Orchard

• Historic house grounds

Work includes:

• Mowing turf areas while protecting historic landscape features.

• Avoiding disturbance to pond banks and aquatic buffer areas.

• Protecting orchard tree trunks and root zones.

• Preventing rutting or soil compaction.

• Use of lightweight or low-impact equipment where necessary.

Contractor shall exercise extreme caution to protect:

• Cultural landscape features

• Irrigation components

• Tree root systems

• Historic structures

Mowed areas will be maintained to a height of 3-5 inches. Trim grass, brush, and other vegetation along the roads’ shoulders edge to a width not exceeding 3 feet.

3. PERFORMANCE STANDARDS

• Turf height after mowing: 2.5–4 inches unless otherwise directed.

• No scalping, rutting, or turf damage.

• No debris left on sidewalks, roads, or parking areas.

• Equipment should be well-maintained and free of fluid leaks.

• Damaged Park property caused by contractor negligence shall be repaired at contractor expense.

4. ENVIRONMENTAL PROTECTION

Contractor shall:

• Prevent fuel or oil spills.

• Avoid mowing during saturated soil conditions.

• Protect sensitive ecological areas.

• Avoid disturbance to wildlife.

• For areas at Rattle Snake Springs:

Between April 15 and September 1, use of power tools (mowers, weed trimmers, chain saws, etc.) should be limited from 8 a.m. to 4 p.m.

Mowed areas will be maintained to a height of 3-5 inches. Mowing should take place as needed in intervals in which no more than 1/3 height is being mowed to establish height, to the extent possible.

For the pond area, no equipment shall enter designated buffer zones.

5. SCHEDULING

• Work shall be coordinated with the Park Representative to be determined at the time of award

• Advance notice required prior to each mobilization.

• Roadside mowing may be restricted during peak visitation periods.

• Weather delays must be coordinated.

6. EQUIPMENT REQUIREMENTS

Contractor shall provide:

• Commercial-grade mowers appropriate for terrain.

• String trimmers for edge work.

• Safety/escort vehicle for roadside mowing.

• All traffic control devices.

• PPE meeting OSHA standards.

7. SUBMITTALS

Prior to work commencement, contractors shall provide:

• Work schedule

• Equipment list

• Traffic control plan (for roadside mowing)

• Proof of insurance

• Safety plan

8. PERIOD OF PERFORMANCE

Services shall be performed annually during the growing season in accordance with the frequencies outlined above. 6/1/2026 – 5/31/2027
