PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.0 Contractor Furnished Items and Responsibilities:

4.1 General: The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed under Section 5 of this SOW.

4.2 Materials: The Contractor shall furnish all supplies and materials. Since sand cannot be used on stone surfaces, the surfaces should be pre-treated with magnesium chloride or propylene glycol before the snowfall or freezing precipitation occurs. To ensure the safe and effective removal of ice and snow from the premises, only specific materials are approved for use. These include magnesium chloride, calcium chloride, urea, propylene glycol, and sand or cinders. These substances help maintain traction and prevent hazardous conditions during winter weather.

However, special care must be taken when treating steps, landings, and any stonework areas near the buildings. In these locations, only magnesium chloride and propylene glycol should be applied. Sand and abrasives, while useful on other surfaces, should be avoided here, as they can cause damage to delicate stone or masonry surfaces over time. This policy helps ensure both safety and the preservation of building infrastructure during the winter months.

4.3 Equipment: The Contractor shall provide all snow removal equipment to include handling heavy snow falls if required. Front end loaders or similar heavy-duty equipment must be available for clearing the BEP's truck entrance driveways in the event of heavy snowstorms.

The contractor shall clear and treat all surfaces for snow and ice within the scope of the call to provide safe access and egress from the facility. Small quantities of snow may be pushed away from the sidewalks, steps, driveways, and parking areas as long as it does not block these areas. If greater accumulations occur such that snow cannot be pushed away without impeding on sidewalks, steps, driveways, and parking areas;

it shall be removed from the premises. The Office of Facility Support is authorized to direct removal of snow from the premises that cannot be pushed away without impediment. All walkways, driveways, and parking areas shall be reasonably clear of ice and snow and safely useable.

5.2 Chemical Treatment: The contractor shall submit surface treating materials SDSs for review and approval.

Only magnesium chloride and propylene glycol shall be used on the steps, landings, and any other stonework to the buildings. Sand and abrasives shall not be used in these areas. 5.3.1 Three Inches or Less: For accumulations of three inches or less, where snow fall is three Inches or less, assure removal of snow and the prevention of any ice buildup from the melting and subsequent freezing of the snow. Snow shall be pushed away from the sidewalks, steps, driveways, and parking areas.

5.3.2 Three to Six Inches: For accumulations of three to six Inches, where snow fall is between three to six

Inches, assure removal of snow and the prevention of any ice buildup from the melting and subsequent freezing of the snow. If snow cannot be pushed away and allow unimpeded access to sidewalks, steps, driveways, and parking areas; it shall be removed from the premises as required.

5.3.3 Six to Ten Inches: For accumulations of six to ten inches, where snow fall is six to ten inches, assure removal of snow and the prevention of any ice buildup from the melting and subsequent freezing of the snow. If snow cannot be pushed away and allow unimpeded access to sidewalks, steps, driveways, and parking areas; it shall be removed from the premises as required.

5.3.4 Ten Inches or More: For accumulations of ten inches or more, where snow fall is ten inches or more, assure removal of snow and the prevention of any ice buildup from the melting and subsequent freezing of the snow. Large enough quantities of snow such that it cannot be cleared from the sidewalks, steps, driveways, and parking areas as a result of repeated or large accumulations shall be removed from the premises.

5.3.5 Continuing Snow: In the event that the snowfall continues and accumulates more than an additional 3 inches, the Contractor shall make another pass of snow removal equipment to prevent pedestrians from slipping. This process shall be repeated until the snowfall accumulation diminishes.

5.3.6 Snow Removal and Hauling from BEP: Large quantities of snow such that it cannot be cleared from the sidewalks, steps, driveways, and parking areas as a result of repeated or large accumulations shall be removed from the premises. The Government may require the snow be plowed from all sidewalks, parking lots, concrete walkways, steps and building entrances and then loaded onto trucks and hauled off the BEP premises to a location determined by the Contractor.

5.4 Access: Care shall be taken to maintain clear and unobstructed paths in the following areas from snow or snow removal activities.

BEP operations require the removal of snow or the spreading of chemicals to allow the sidewalks, steps, building driveways, emergency exits, and handicapped ramps to be traversed safely.

Crews shall be on site and working within two hours after snow fall begins.

5.5.2 Non-Snow Removal Response Time: The Contractor shall return phone calls from the Contracting

Officer, Contract Administrator, or the Authorized Caller, within twenty-four hours, excluding recognized

Federal holidays and weekends.

5.6 Prioritization: Work shall be prioritized according to attached drawings for primary and secondary clearing priorities.

Arrangements will be made by the Bureau's Police Operation's Center to relocate cars to allow the Contractor to perform their work.
