About this file

This document is a Statement of Work for the selective replacement of severely damaged pickets, king posts, and walers in the palisade walls at Fort Vancouver National Historic Site. The project includes options for replacing additional components such as the south gate posts and panels. The king posts and pickets are 19 feet long and made of coastal Douglas-fir treated with pentachlorophenol. The contractor is required to submit information on the lumber source, treatment plant, and work plan prior to construction. The performance period is 150 days after notice to proceed, with work generally limited to normal business hours Monday through Friday. The contractor must comply with detailed safety, quality control, and closeout requirements. This work is part of a larger federal contract opportunity solicitation numbered 140P2124R0075 issued by the National Park Service.

SUMMARY OF WORK

SECTION 01 11 00

PART 1 – GENERAL

1.1 SUMMARY

A. This project is for the selected replacement of severely damaged pickets, king posts, walers identified in the attached drawings for the palisade walls at Fort Vancouver National Historic Site. Options include the replacement of the South Gate Posts, Gates, Also to be included as Options are: the selected replacement of additional King Posts, Pickets, South gate panels, gate posts (GPSW1, GPSW2, GPSE1, & GPSE2), and resetting one existing King Post.

B. The current palisade is a replica of the historic Hudson Bay fort. The current palisade was constructed in two phases: the north wall was constructed in 1966 using Douglas-fir poles and the remaining three sides in 1977 with Lodgepole pine. All timber received an initial treatment of pentachlorophenol with the bark on. Soon after, the bark fell off leaving the palisade with little protection. An inspection conducted in 1979 indicated widespread decay.

In 1982, the palisade was treated with Chloropicrin (trichloronitromethane) liquid poured into drilled holes near ground line at an angle. Since 1987, periodic inspections were performed by the Oregon State University Department of Wood Science and Engineering to assess the condition of and residual of chloropicrin in the pickets and king posts. In 1990, the pickets were treated with MITC-Fume (methylisothiocyanate) placed in the same angle holes that were drilled for the Chloropicrin. An external preservative paste was also applied to the below ground portion of the pickets. Again in 2013, MTIC-Fume treatment was once again applied to pickets and king posts. It is expected that there is residual MITC-Fume in the wood with large variations in concentration.

C. The king posts and pickets are typically 19 ft long and are buried 4 ft in an open-bottom concrete trench with compacted gravel backfill between the logs and the concrete trench.

D. Hardware (straps, hinges, connectors, etc.) shall be reused. Contractor shall furnish new fasteners.

E. Project will be constructed under a single contract.
