About this file
This document is Amendment 0003 to Solicitation 140P2124R0075 for the HPTC Selective Replacement of Palisade project. The Department of the Interior National Park Service is the issuing agency for this civilian contract opportunity.
The amendment provides updates to the Statement of Work, including revisions to the contractor's requirements for project site inspection, equipment staging, and the sequence of work activities. It also extends the proposal due date to October 3, 2022 and the anticipated award date to November 15, 2022. Pricing for this project is based on a fixed-price contract. No small business set-asides are specified. The amendment does not contain a detailed Performance Work Statement or Statement of Objectives, but rather focuses on revising the existing solicitation requirements.

Question :
1. Can you provide photos of the replaced walers installed between the old king posts?
Answer : YES, See Photos.
2. Are modifications to the tenon design permissible to accommodate the replacements?
Answer: NO – Tenons to match appearance of components replaced in 2016. (See photos)
3. Log Surface Finish: The original logs have a smooth‐faced finish, while replaced logs have a lathe‐turned finish similar to telephone poles. Our proposed log material will be peeled. Is there a specific requirement for the surface finish?
Answer: Surface finish to match 2016 replaced log elements.
4. Wood Treatment Options: Pentachlorophenol treatment is costly but achievable. We are considering copper naphthenate as a more cost‐effective alternative and potentially compliant with future regulations, as Pentachlorophenol is being phased out. Would this alternative treatment be acceptable?
Answer: Treat with Pentachlorophenol as specified to match existing.
1. Performance Timeline: The 150‐day performance timeline does not align with the treatment, kiln drying, and installation requirements. We estimate approximately 22‐25 weeks on site for completion and an additional 12‐16 weeks for material procurement. Can the performance timeline be adjusted to reflect these requirements?
Answer: YES
