The lease includes full insurance coverage, registration, and comprehensive maintenance responsibilities for the contractor, with a 25,000-mile annual allowance per vehicle. Specialized security requirements include cargo cages constructed of 16-gauge metal, welded locking mechanisms, and the ability to secure vehicles with combination locks. The government will be responsible for fuel, daily operations, and basic fluid level maintenance, while the contractor must provide 24/7 emergency support and vehicle replacement within a specified timeframe if repairs exceed 72 hours.
