NEZ PERCE NATIONAL HISTORICAL PARK,
BIG HOLE NATIONAL BATTLEFIELD,
AND WHITMAN MISSION NATIONAL HISTORIC SITE
Statement of Work
Development of Strategic Plan
1. BACKGROUND
Nez Perce National Historical Park (NEPE), Big Hole National Battlefield (BIHO), and
Whitman Mission National Historic Site (WHMI) are units of the National Park Service
(NPS). The units are referred to as NEPE, BIHO, and WHMI, respectively, in this document.
NEPE was established as a unit of the NPS in 1965 and consisted of 24 sites. In 1992, NEPE expanded to include 14 additional sites across Idaho, Montana, Oregon, and
Washington, for a total of 38 sites. As part of this expansion, BIHO, a distinct unit of the
National Park Service, was added to NEPE as an administrative unit. NEPE protects and facilitates interpretation of historical and cultural landmarks that hold profound cultural and spiritual value for the Nez Perce people. NEPE sites also illustrate the historic role of the Nez Perce people in the westward expansion of the United States. Sites include historic buildings, missions, battlefields, cemeteries, archaeological sites, cultural landscapes, geologic features, and trails. NEPE sites continue to be used by modern Nez
Perce people. NEPE consults and collaborates with the Nez Perce Tribe, Confederated
Tribes of the Umatilla Indian Reservation, and the Confederated Tribes of the Colville
Reservation – Chief Joseph Band of Nez Perce.
Originally established as a Military Preserve in 1883, BIHO was designated a National
Monument in 1910. The battlefield came under National Park Service (NPS) administration in 1933 and was designated a National Battlefield in 1963. In 1992, BIHO was legislatively added as an administrative unit of NEPE. The battlefield is managed as a sacred site that preserves and memorializes the location of the battle between the Non-
Treaty Nez Perce and the 7th US Infantry that took place on August 9-10 of 1877.
WHMI was established as a national monument and unit of the National Park Service in
1936 and became a National Historic Site in 1962. WHMI preserves a sacred piece of
Weyíiletpuu homeland, interprets the tragic events surrounding the early 19th-century
Christian mission, memorializes those who died at the site, promotes a deeper understanding of the lasting impact of the site’s history, and seeks to heal the associated trauma together with the Confederated Tribes of the Umatilla Indian Reservation.
Cultural resources at the park include the historic mission grounds, restored millpond and irrigation system, Great Grave, pioneer cemetery, Memorial Shaft and hill, a replicated section of the Oregon Trail, and more than 10,000 artifacts uncovered by two archeological excavations. WHMI consults and collaborate
NEPE-BIHO-WHMI have a requirement for a contractor to facilitate development a strategic action plan that includes a clear set of overarching priorities for the three units, site specific issues and opportunities, and a roadmap to integrate a new tribal consultation division into park operations.
NEPE-BIHO-WHMI have undergone significant structural changes and transitions and is looking to develop a strategic action plan that includes a clear set of overarching priorities for all three unites, integrates site specific issues and opportunities, and provides a roadmap to integrate a new tribal consultation division into park operations.
Transition dynamics include:
• Transition from one Superintendent at each park to one Superintendent for all three parks (2017-2019)
• New Deputy Superintendent position established and filled in 2019
• Four different Superintendents guided the park units between 2019 and 2023 with a combination of permanent and acting roles
• A joint Management Team for all three parks was developed between 2019-2020
• Substantial turnover of Division Managers has occurred. All Division Managers are new since 2022 or are being filled by employees on acting assignments.
• Significant upheaval of park operations occurred during the COVID-19 pandemic
• A permanent base funding increase of $300,000 was received in fiscal year 2023 to establish a Tribal Consultation Division
The three NPS sites, each of which had their own Superintendent, have been consolidated under a joint management team primarily located at NEPE. The consolidation has allowed for greater efficiencies, but it also presents challenges related to maintaining positive communication, collaboration, and focus for staff scattered over multiple locations and large distances. With the substantial turnover of the Management Team, current members are invested in working collaboratively to overcome challenges and capitalize on opportunities.
The parks are looking for assistance to develop a clear set of overarching priorities for all three units to provide focus and cohesiveness for park staff. Site specific issues and opportunities need to be recognized within the framework of the larger plan. In addition, the park is looking for assistance on how to integrate a new Tribal Consultation Division into park operations and set initial direction for new staff positions.
2. PURPOSE
The purpose of this contract is to provide external facilitation to NEPE, BIHO, and
WHMI, with the input of and feedback from tribal partners, in developing a comprehensive strategic plan for management of the three park units. The contract will accomplish the following goals:
• Develop a Vision Statement for the three parks based on input from park staff, tribal partners, and Management Team.
• Through consultation with tribal partners, determine the direction of the parks’ Tribal
Consultation and Compliance Division.
• Translate the Vision Statement into goals that can be measured, tracked, and incorporated into divisional work plans based on input from the park staff and management team
• Create a working timeline for the following five years that balances specific new strategic action plan objectives against existing and anticipated workload.
• Provide finalized Strategic Action Plan and debrief management team on final contents and implementation plan.
3. SCOPE OF WORK
The contractor shall provide the National Park Service with a series of strategic planning sessions, both in-person and remote. The series shall consist of three sessions with park staff and one with tribal partners. Between each planning session the contractor will provide detailed guidance to park leadership for purposes of review and vetting of session work with park staff and tribal partners that could not attend sessions. The contractor will provide the park with notes of each session. In instances where meeting attendees participate remotely NPS will provide virtual meeting access via Microsoft Teams.
The contractor shall structure a milestone plan after award that shall be collaborated with the Contracting Officer’s Representative (COR), that aligns with the following sessions:
Milestone Task #1 - Session One: Development of Draft of Vision Statement
October 2023: Hold a 3.5 day in-person session, at Nez Perce National Historical Park
Spalding Unit or Whitman Mission National Historic Site, to solicit input from park staff and the Management Team on what unites the three sites in terms of values, themes, opportunities, and challenges. From this input, develop an initial draft vision statement.
After the planning session, the initial draft Vision Statement will be provided to staff and tribal partners to review and respond to. Staff feedback will be incorporated into the
Vision Statement before the third planning session.
Additionally, the contractor shall allocate time during the planning session to work directly with the Management Team on effective management team practices.
Milestone Task #2 - Session Two: Consultation with Nez Perce Tribe, Confederated
Tribes of the Umatilla Indian Reservation, and Confederated Tribes of the Colville
Reservation Chief Joseph Band of Nez Perce
November 2023: Hold a one day in-person session (location to be determined) with representatives of Nez Perce Tribe, Confederated Tribes of the Umatilla Indian
Reservation, and Confederated Tribes of the Colville Reservation Chief Joseph Band of
Nez Perce. This session will serve as venue for tribal partner feedback on the initial vision statement developed in Session One, and for the park to hear tribes’ priorities and concerns for park management. A central focus of this session will be creation of the parks’ Tribal Consultation and Compliance Division and tribal input regarding development of the division.
Milestone Task #3 - Session Three: Development of Goals, Objectives, and Strategic
Action Plan
February 2024: Hold a 3.5 day in-person session, at Nez Perce National Historical Park
Spalding Unit or Whitman Mission National Historic Site, with park staff and
Management Team to formulate a Strategic Action Plan that translates the Vision
Statement vetted in Session One and Session Two into practical goals and objectives that can be measured, tracked, and incorporated into division work plans and programming.
The draft goals will be presented to all staff for discussion and feedback.
Milestone Task #4 – Session Four: Development of Working Timeline
May 2024: Hold a 3.5 day in-person session, at Nez Perce National Historical Park
Spalding Unit or Whitman Mission National Historic Site, with park staff and
Management Team to create a working timeline of Vision Statement and Strategic Action
Plan implementation for FY24-29. The timeline will consider existing and anticipated workloads alongside the Strategic Action Plan developed in Session Three.
Remote Staff Sessions
To aid the parks in staff engagement and support, the contractor shall hold sessions at
Whitman Mission National Historic Site and Big Hole National Battlefield. The contractor shall conduct four three-hour feedback sessions. Because of the time of year, travel considerations, and potential for inclement weather, the sessions may be held either in-person or remotely via Microsoft Teams.
Optional Additional Meetings. The project may require the contractor to plan and facilitate additional in-person meetings with Nez Perce Tribe, Confederated Tribes of the
Umatilla Indian Reservation, and Confederated Tribes of the Colville Reservation Chief
Joseph Band of Nez Perce. Refer to Item #5 below.
4. DELIVERABLES
The contractor shall submit documents (inclusive of meeting notes, Vision Statement, and Strategic Action Plan) produced in Sessions One, Two, Three, Four, Remote Staff
Sessions, and Optional Additional Meetings with Nez Perce Tribe, Confederated Tribes of the Umatilla Indian Reservation, and Confederated Tribes of the Colville Reservation
Chief Joseph Band of Nez Perce, to the park Management Team and COR review and written approval before proceeding onto the next task/session.
The contractor shall submit all document submittals to the parks via upload to a dedicated
Microsoft Teams file sharing site provided by NEPE/BIHO/WHMI.
5. ADDITIONAL WORK/OPTIONAL ADDITIONAL MEETINGS
Should additional meeting(s) or additional work within scope need to occur contractor shall provide to the Contracting Officer (CO) a written change order request for the additional meeting(s) that shall include a written explanation of circumstances that warrant the additional meeting(s) or additional work within scope, timeframe for meeting(s) or completing additional work within scope – if requesting contract completion date be extended, and all associated costs.

Only the CO has the authority to agree to any additional meetings or additional work within scope. Should a change order request be approved, COR shall be responsible for ensuring funds are provided via a new FBMS purchase request in the agreed upon change order amount. Upon receipt of the approved purchase request, the CO will prepare and route for signature a bilateral modification, per mutual agreement of the parties.
6. TRAVEL
The contractor shall be responsible for all travel necessary to successfully perform the work outlined herin, specifically a minimum of three trips to:

Prices shall be calculated in accordance with the Federal Travel Regulations. Prices shall be calculated based upon anticipated commercial rates at the time and location of travel.

Contractor shall include copies of travel receipts as part of request for payment (submittal of invoice) for invoices that include billing amounts for any travel that occurred.
Government shall only pay for travel costs in accordance with the Federal Travel
Regulation.

7. PERIOD OF PERFORMANCE
All work, including review and approval shall be completed on or before December 31, 2024.
8. PERFORMANCE BASED PAYMENTS PER PROJECT MILESTONES
Contract allows for performance-based payments in accordance with FAR 32.1004
(https://www.acquisition.gov/far/part-32#FAR_32_1003). Contractor shall submit invoiced only for actual work performed and accepted by the COR. Invoices shall be prepared with sufficient detail to show phases of the work/tasks per the following established project milestones:
