Attachment 10 Questions & Answers (rev 8/25/2023) NEPE, BIHO, WHMI

The following are questions/answers to supplement the Statement of Work in the solicitation, and in some cases may provide some different information than what is stated in the Statement of

Work. Where there are differences, quoters shall make pen and ink changes in those sections in the Statement of Work with the information provided in this Q and A.

QUESTION 1: Will the NPS be responsible for securing a facility for the in-person sessions?

ANSWER: Yes

QUESTION 2: Please clarify if the contractor is responsible for covering the cost of travel and should include that amount in the proposal or if travel costs will be reimbursed by NPS as outlined by FTR?

ANSWER: Quoters should include estimated travel costs for the in-person meetings in their quote, however, actual cost will be paid by the Government from invoices submitted with travel receipts per the FTR. Government cannot pay more than the GSA published per diem/travel costs for lodging, meals, and incidentals.

QUESTION 3: Please provide an estimated number of people who will be participating in the following:

Session 1 –

Session 2 –

Session 3 –

Session 4 –

Remote Staff Sessions –

ANSWER: Session 1 – 30 participants

Session 2 – 20 participants

Session 3 – 30 participants

Session 4 – 30 participants

Remote Staff Sessions – 12 participants (BIHO/WHMI staff plus

Management Team)

QUESTION 4: Will all Management Team Members including the Superintendent be participating in Sessions 1, 3, and 4?

ANSWER: Yes

QUESTION 5: 06 Quote Contents – Please confirm that the (6.2) SF18 with the Lump

ANSWER: Quoters shall state their total lump sum price for the project in Line Item

00010 on the SF-18.

Solicitation Terms/Provisions/Clauses, Section 6, Item 6.8.5 which states, “Provide a detailed product budge inclusive of costs itemizing the work to be provided as stipulated in the Statement of Work.” We apologize that statement is not clear. What we should have stated was for quoters to include in their quote itemized pricing for each milestone task in the

Statement of Work, Tasks #1 through 4. This will assist our evaluators at being able to compare quoter’s milestone pricing to the government estimate. Each price provided per the milestone task should include any travel related costs for in-person meetings.

QUESTION 6: Is there a maximum dollar value for this work, and if so, what is it?

ANSWER: Acquisitions for services are not required to disclose a magnitude of the project like construction contracts are required to disclose. While we can’t disclose the government estimate for the project, we can let quoters know a general ballpark amount. Government anticipates this project is valued at about $100,000. Please be advised that this amount is not the government estimate.

QUESTION 7: What type of contract will this be (e.g., firm fixed, time & materials, etc.)?

ANSWER: In the SAM.gov combined synopsis/solicitation page, in Description section, 3rd paragraph states, “This solicitation is a 100% total small business set-aside and will result in a firm-fixed price contract to a single contractor/vendor determined to be responsive and responsible.” The answer is firm-fixed price contract.

QUESTION 8: Will the Contractor need to budget for audio/visual equipment for any of the four in-person meetings, and if so, which ones?

ANSWER: Government expects that for the in-person meetings contractor arrives with all necessary presentation/meeting write-up/documentation that should include their own laptop. Any presentations/documents/website links that require projection at an in-person meeting need to be provided to the park prior to the meeting via the park’s required file sharing system, as contractor supplied laptops and thumb drives cannot be connected to government systems. Contractor cannot expect to be provided with

WiFi/internet access either.
