SECTION 01009 – GENERAL INFORMATION AND REQUIREMENTS

Weston Hills Road Grading and Reclamation 2022 01009-1

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Furnishing labor, equipment, supplies, and materials to blade approximately

4.7 miles of roadway on Weston Road. Road blading shall be performed in the summer of 2022.

The Contractor shall coordinate the blading of the road with BLM to allow for temporary road closure if necessary. Blading (roadway surface and ditch slopes), filling all ruts and mud holes, building water bars using BLM provided borrow source -3” fill material, and +/- 300 linear feet of road reclamation. The borrow area need not be screened but aggregate greater than 3” diameter will be removed from roadways. The contractor shall provide at least one week notice to the BLM before starting work on the road. The road has aggregate surfacing. A Pre-award site visit will occur at the Weston Road.

B. Location: Work under this Contract is located in Campbell County, Wyoming. The blading/grading work locations are referenced by latitude and longitude coordinates. (+/- 4.7 miles total) estimate of 2 miles actual grading.

1.3 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.4 PROJECT/SITE CONDITIONS:

A. Access to the Work: Access is via Wyoming State Highways and County roads.

1.5 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule for the upcoming season shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.1 PROJECT MEETINGS:

A. Pre-Work Conference:

1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor and the persons responsible for coordination of the work shall be present at the meeting.

3. The Contractor shall be prepared to summarize and explain procedures planned for the project [and present the submittals requested in the specifications].

B. Progress Meetings:

1. Meetings shall be held at the project site, or as determined by the Contracting Officer.

2. Meetings may be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda.

C. Final Inspection:

1. Meeting shall be held at the project site, or as determined by the Contracting Officer.

2. The Contractor shall notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.

3. The Contractor shall require the superintendent to be present during this inspection.

3.2 PREPARATION:

A. Work Layout: If requested, the Government will set construction stakes to give the Contractor measurements, lines, and grades necessary for the work executed under the Contract. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the

Contractor at the Contractor's expense.

B. Work Limits and Control Points: None needed.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The

Contractor shall include consideration for this item in the bid price for other items of the Contract.

SECTION 02311

ROAD GRADING

PART 1 GENERAL

1.1 SUMMARY

A. Description of Work: Furnishing labor, equipment, supplies, and materials to grade and restore gravel and dirt roadways as specified on the plans, maps, exhibits, and as specified herein. Work shall be performed in accordance with the specifications and contract. The road sections include multiple areas equaling approximately 2 miles and are not continuous. Installation of water bars. Reclamation of 300 feet of roadway. Weston Road is located in Campbell County, Wyoming.

B. Contractor shall ensure there is no additional disturbance to the road, shoulder, or adjacent landscape while moving equipment and motor grader between the road sections. The Contractor shall coordinate the grading of the road sections with the BLM in order to best determine when to perform work with precipitation and moisture conditions.

All road sections are primitive two-track, user created, and have minimal aggregate surfacing. The road sections shall be restored to a usable condition.

1.2 DEFINITIONS

A. Fill Material: Pit run material shall be mineral soil free from peat, frozen material, brush, trees, roots over 50 mm (2 inches) in diameter and rocks over 100 mm (3 inches) in greatest diameter.

1.3 QUALITY ASSURANCE

A. Failure Criteria: Not limited to the following:

1. Formation of pools of moisture where positive drainage is indicated on the drawings or as specified herein.

2. Settlement of fill.

1.4 PROJECT/SITE CONDITIONS

A. Environmental Conditions: Do not attempt to grade frozen or saturated material. The

Contractor shall coordinate the grading of the roads with the BLM in order time the work with precipitation and moisture content. Work will be postponed until conditions are favorable to minimize damage.

PART 2: PRODUCTS

2.1 EQUIPMENT AND MATERIALS

A. General: See definitions.

1. Road Grading Equipment: The Contractor shall provide a motor grader with a minimum 150 horsepower and twelve-foot blade. The cutting edges of the blade shall be in good condition, free from deformation due to excessive wear. All

WESTON HILLS GRADING 2022 02311 - 2 of 3 controls, including brakes, shall be in proper working condition to allow full control of the grading at all times.

PART 3: EXECUTION

3.1 PERFORAMANCE STANDARDS AND INSTALLATION

A. Grading

1. When not otherwise indicated, material shall be level, or uniform slopes between points where elevations are given, or between such points and existing finished grades. Abrupt change in slopes shall be rounded and blended. Finish grading shall match and blend into existing topography and promote positive drainage away from road surface with water bars. Site drainage shall be considered of prime importance.

2. Maximum graded side slope: 3H:1V B. Compaction Methods: Fill material shall be spread over the full area of the cross section of the fill to a maximum layer thickness of 6 inches (150 mm). Wheel tracking the fill may be used to obtain the required degree of compaction.

C. Water Bars: To be installed at various locations per Project inspector. See typical details.

D. Traffic Control:

1. The Contractor shall conform to MUTCD requirements for control of traffic in the work zone.

3.2 FIELD QUALITY CONTROL

A. The Owner reserves the right to conduct testing at any time.

B. Unless otherwise specified on the plans, provide positive drainage. The contractor will grade and compact such that no ponding greater than 4” deep nor larger than 1 sq. ft.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Measurement of topsoil stripping and replacement, grading, scarification, compaction, seeding shall be made per section of road grading completed in place as identified on the drawings, exhibits, figures, and as identified herein.

4.2 BASIS OF PAYMENT

A. Payment for each item shall be considered as full compensation for furnishing all labor, materials, tools, equipment, and other incidentals necessary to complete each component of the Work described in this Section.

B. All components of the Work described in this section not called out as pay items shall be considered subsidiary items of Work. No separate measurement and payment shall be made for subsidiary items.

C. Payment for Work described in this Section shall be based on the Contract unit price for each component of the Work in place, complete, and accepted as shown below:

AGGREGATE SURFACING & IMPORT MATERIAL

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Importing geotechnical backfill material, i.e. gravel, pit run, topsoil, etc.

1.4 SUBMITTALS:

A. Gradation: The Contractor shall provide a sieve analysis of the proposed material. The material shall be 4” minus pit run with less than 20% fines. The Contractor shall allow five (5) days for review.

B. Weight Tickets: The Contractor shall provide copies of weight tickets from a certified scale at the time of delivery.

PART 2: PRODUCTS

2.1 MATERIALS:

A. All pit run material shall be free from vegetative matter and lumps or balls of clay. Furnish a homogenous mixture of naturally occurring material that has at least 50 percent by weight retained on the 1 1/2 sieve, with the remaining material composed of sand with a nominal quantity of silt/clay. The maximum size of an individual piece cannot be more that 2/3 of the specified individual layer thickness. Obtain material from a department-approved source substantially free of topsoil, organic materials, and other deleterious materials.

PART 3: EXECUTION

3.1 AGGREGATE INSTALLATION:

B. Pit Run Placement: The pit run shall be placed the rutted and damaged portions of the roadway or “hole” and tapered in to blend and match existing contours. The material shall be graded to blend and match to the existing contours and shall promote positive drainage. The Contractor shall make a minimum of three passes with a loaded end-dump or other heavy equipment to compact the previously graded surface.
