Statement of Work January 27, 2022 Warehouse Racking Program Office: LMD / DMD / DC Hawaii
STATEMENT OF WORK
WAREHOUSE RACKING
Federal Emergency Management Agency
1.1 PURPOSE:
The purpose of request is to purchase / install new double deep warehouse racking in support of the Federal Emergency Management Agency (FEMA) emergency response mission at Building 6041 East Range DC Hawaii. The contract of this service will augment FEMA’s capability in executing DC Hawaii’s mission to support national disasters, daily operations as well as overall preparedness by increasing life-saving, life sustaining commodity storage in Hawaii. The DC Hawaii has a requirement to provide life-sustaining commodities for rapid deployment to disaster-stricken area, Incident Support Bases and staging areas when a disaster is declared or forecasted. This service will be specific to: Building 6041 East Range DC Hawaii.
1.2 SCOPE:
The contractor shall install all new fixed-height, double deep racking at a warehouse facility located at 1944 Higgins Road, Building 6041 Wahiawa, Hawaii. This SOW presumes:
1. Provide (385) double deep bays, including tunnels. All bays include in-rack wire decking. Total pallet position count is ~3,386 pallets.
a. Includes (41) 3 beam level bays.
b. Includes (94) 4 beam level bays.
c. Includes (222) 5 beam level bays.
d. Includes (28) tunnel bays with 2 beam levels.
2. Provide end of row guards and post protectors.
3. Provide spare parts.
4. Includes estimated freight for all racking system components.
5. Includes installation labor and equipment rental.
6. Includes rack load signs.
7. Includes engineering and wet seals for Hawaii.
8. Does not include building permits, high pile storage analysis, fire suppression system or permits.
Contractor will complete all work within 240 days after receipt of an executed contract. Final racking position layout and pallet position shall be approved by FEMA.
Warehouse Racking, Racking Installation in accordance with the specifications identified in section 1.4 and delivery terms as identified in section 1.3 of this Statement of Work.

Delivery / Pick-up Service Schedule:
• All parts and material delivery will be the responsibility of the contracted company.
• Safeguarding and safe keeping of materials will be the responsibility of the contracted organization.
• Disposal of all packaging / debris will be properly disposed of by the contracted company in accordance with local laws and regulations.
• Contracted company will supervise and control the construction process and upon completion will undergo an inspection with FEMA Representation.
• Construction and completion date will be coordinate with FEMA DC Hawaii Facility
Manager.
• Construction will begin no later than 60 days after the awarding of the contract and completed within 240 days after the contract award date.
1.4 SPECIFICATIONS:
The contractor shall provide / install new racking in accordance with the following specifications:
• Constructed at the DC Hawaii location (1944 Higgins Road, Building 6041, Wahiawa, HI 96786) in the specific location as identified by DC Hawaii Facility Manager
• The installation of double deep selective racking, maximizing space while meeting seismic height and weight requirements.
• Provide a seismic engineering report that demonstrates racks meet seismic weight and height requirements.
• Validate Design Intent Drawings (DID) is feasible and is logical approach to achieve desired outcome of increase storage capacity.
• The purchase of spare rack material that will not be installed and match requirements listed in “Technical Specifications” section. Spare rack material includes:
a. (6) 138” Posts, 3x3x13ga, 6x6x3/8 BP
b. (20) 258” Posts, 3x3x13ga, 6x6x3/8 BP
c. (4) 258” Posts, 198” Backer Tunnels, 3x3x13ga, 6x6x3/8 BP
d. (20) 32” Tube Brace, Tunnels
e. (10) 38” Tube Brace
f. (50) 108” Beams, 44160TYP, 5,200 lbs./level, 4-pin connector
g. (10) 144” Beams, Tunnels, C 5x6.7, 7,800 lbs./level, 4-pin connector
h. (6) 8” Row Spacers
i. (6) 16’ Row Spacers
j. (20) 3”x24” Column Protectors
k. (10) Wire Decks, Inside Waterfall, 44”Dx52”W 2,750lbs. UDL
l. (6) Wire Decks, 44”Dx46”W 2,750lbs. UDL
Technical Specifications:
• All storage rack equipment must be new.
• Rack product to be new Hannibal TubeRack that meets all other weight /stability requirements identified in SOW.
• Installers must be properly trained by manufacturer in proper installation of selected racking product.
• Rack system is double deep storage rack with a combination of both 3 level, 4 level and 5 level pallet position racking. Rack uprights must possess the strength and capability to be changed from 4 high to 5 high or from 5 high to 4 high without additional modifications.
• Pallets are 40”W x 48”D; Product is 44”W x 52D with varying heights.
• Rack system dimensions:
• See attached diagrams. Rack system must be engineered and meet seismic requirements for location. Drawings must be Professional Engineer (PE) stamped by licensed engineer.
• Wire mesh decking must be an inside waterfall with four screws installed per deck with capacities that match beam weight capacity and should have a maximum 2 ½” x 4” mesh spacing.
• Rack system frames must be closed tube posts, per Hannibal TubeRack product specifications, for greater impact protection than open roll-formed columns.
• Columns, column protectors, beams, wire mesh decking and all parts of frames must be electrostatically immersed in epoxy paint, powder coat painted, or hot-dipped galvanized on all surfaces.
• Floor mounted end of row guards are required at ends of rows adjacent to travel aisles and inside both sides of tunnels, minimum 12” high. Must not protrude into pallet space area.
• All rack frame posts must be anchored down to the concrete floor as described by the manufacturer’s installation specifications using their recommended bolts.
• All rack frame posts facing aisles must have deflector style post protectors, minimum 24” high from floor, bolted to frame posts.
• Rack load beams must have built-in mechanical safety locks for each beam connector.
• All racking must be teardrop style beam to frame connections.
DETAIL:
After validating feasibility of the DIDs, the contractor will purchase and install all new fixed-height/double deep selective racking sufficient to meet the rack layout shown in the design intent drawings. The contractor shall use all new rack material that fully complies with manufacturer’s recommendations, seismic and for double deep racks, ANSH MH 16.1:2012, "Specification for the Design, Testing, and Utilization of Industrial Steel Storage Racks” and recommendations as indicated in FEMA Directive 9.831-1, “Basis of Calculation for Storage and Retrieval Machines
– Tolerances, Deformations, and Clearances in the Storage System Part 1: General, Single Deep and Double Deep Beam Pallet Racking”. The contractor shall provide copy of the manufacturer’s specifications, seismic analysis of storage racks to include seismic calculations, engineer stamped schematic and technical specifications, and local permits to the Site Manager for quality assurance/quality compliance.
The contractor design shall arrange rack storage to maximize the open warehouse space. The contractor design shall fully support 4-wheel counterbalanced forklift with a capacity rating of up to 6,000 lbs, and stand-up counterbalance forklifts, and double deep selective racking will require minimum aisle widths of 10ft 6in for right angle stacking of standard 48” long pallets.
The contractor shall provide load capacity signs and install on all aisles adjacent to forklift traffic.
The contractor shall provide one-year warranty on parts and labor, excluding racking parts damaged by end user.
The contractor will provide contract service information and warranty forms.

Security Requirements: Contractor shall adhere to current installation security policies. Work will be completed on a Federal Installation.
Government Furnished Property (GFP) and Services: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
