Statement of Work For

Overhead Door Replacements for Lot 75 Tension Fabric Structures

DLA Distribution Warner Robins, GA

(DDWG)

1. Scope: This Statement of Work (SOW) covers the removal and disposal of existing doors and the purchase and installation of eight (8) new overhead doors for DLA Distribution Warner Robins, GA (DDWG). Work to be performed under this contract is for replacing existing sheet type light duty overhead doors that have been damaged by strong winds and pushed in-ward. Five of the existing eight doors that need to be replaced are stuck in various position partially or fully open in the door frames. The contractor shall supply all labor and miscellaneous support equipment such as scissors lifts, ladders, forklifts, etc. All materials, and accessories furnished shall be new, complete, and of a quality necessary to meet the requirements as described herein. All work, materials, and services not expressly called for in this SOW or shown on the drawings, but which are necessary for complete and proper installation of new doors shall be performed and furnished by the contractor at no increase in cost to the Government. Opening preparation, miscellaneous or structural metal work, access panels, finish or field electrical wiring, wire conduit, fuses, and disconnect switches are also in the scope this work.

1.1 Site: The site of work is located at the DLA Distribution Warner Robins (DDWG) located at Robins Air Force Base in accordance with this SOW and drawings. DLA Distribution Warner Robins, GA is located at 450 Martin Luther King Jr. Blvd., Robins AFB, GA 31098-1887. The building sites are at Lot 75 off Macon Boulevard. The four tension fabric structures were installed in FY15. They are 200 ft. long, 110 ft. wide, 37.5 ft. overall height with an eave height of 23.33 ft.

1.2 Quantity: The Contractor shall demo, dispose and replace eight, 18 ft. wide x 18 ft. high sheet type overhead doors with eight minimum 22 gauge coil type overhead doors with new electric door operators. To date, five of the eight overhead doors being replaced are damaged structurally from wind gusts and are stuck open.

2. Applicable Documents: The following documents of the issue in effect on the date of award form a part of this SOW to the extent specified within:

2.3 Reference Standards:

a. ANSI/DASMA 203 – American National Standards Institute Specification for non-rated fire rolling doors published by Access Systems Manufacturers Association International.

b. ASTM A123 – Zinc (hot dip galvanized.)

c. ASTM A229 – Steel wire, oil-tempered for mechanical springs.

d. ASTM A-653-94 – Steel sheet, zinc-coated (galvanized) by hot dipped process, commercial quality.

e. ASTM E330 – Structural performance of exterior windows, curtain walls, and doors by uniform static air pressure difference.

3. Requirements:

3.1 General Requirements:

3.1.1. Components, Accessories, and Materials: Unless otherwise specifically stated, all items shall be new and of the most suitable grade for the intended purpose. All components shall be manufactured to such standards as will permit replacement or adjustment without modification to the installed components. The overhead doors shall be capable of operating in an industrial warehouse environment impacted by extremes of temperature from 0 to 105 degrees Fahrenheit and humidity from 5 to 95 percent relative (non-condensing) and able to withstand sustained winds of 85 MPH without deformation.

3.1.2 Dimensions and Quantities: Where required to install replacement components, dimensions shall not be taken from drawings but shall be taken in the field from measurements at the site location. All dimensions and quantities given in this specification and on the drawings are given in nominal values; therefore, the Contractor will be required to make on-site measurements.

3.2 Special Provisions and Installation Requirements:

3.2.1 Interruption of Operations: Production operations will work around the door installation to give the contractor uninterrupted access to the work area during the installation period.

3.2.2 Utilities Available for Contractor use During Installation. Electricity (120v, 15a, 60 Hz receptacles as a minimum) will be furnished by the Government from existing sources. The Contractor shall provide compressed air and any additional power requirements.

3.2.3 Working Hours: The principal period of access to Buildings in lot 75 for this contract is 10 1/2 working hours per day, Monday through Friday, from 6:00 AM through 4:30PM, excluding federal holidays and base closures. The Government observes the following federal holidays:

If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. The Contractor shall not be required to be onsite on these days. Also, in the event an Executive Order issued by the President of the United States that declares Agencies of the Federal Government closed on a Contractor-scheduled work day, the COR will advise the Contractor on whether work should be performed for that day or it should be rescheduled.

The Contractor may be allowed, as required to minimize interruption of production operations, to perform work outside of regular hours. Where work is desired to be performed other than during regular hours, the Contractor shall request permission from the Contracting Officer or his representative at least 24 hours in advance to allow for the necessary arrangements to be made.

3.2.4 Installation Schedule:

3.2.5 Government Furnished Supplies and Equipment: N/A

3.2.6 Contractor Equipment and Material: The Contractor shall furnish all the necessary personnel and special equipment (MHE, cranes, etc.) and shall be responsible for unloading of all Contractor furnished equipment and material delivered to the site. The Contractor shall give the Contracting Officer Representative 48 hours advanced notice of all Contractor material and equipment deliveries to work site.

3.2.7 Safety Requirements: It is the responsibility of the Contractor to be aware of the safety requirements of personnel, equipment and products during the installation.

All necessary protective coverings, shields, protective barriers, warning signs, etc., shall be furnished and installed by the Contractor where a hazard or potential hazard exists. The Contractor shall coordinate with the Government Inspector prior to installing protective coverings, shields, barriers, signs and barricades for concurrence and approval. The Contractor shall comply with all pertinent provisions of OSHA standards 29 CFR 1910 and 29 CFR 1926 when applicable. The Contractor will not be excused from requirements of all generally accepted safety standards, practices, rules and regulations as well as those established by this Statement of Work and/or the Contracting Officer. The Safety and Health office personnel may inspect the worksite at any time for compliance.

3.2.8 Personnel Protection. Personal protective equipment such as hard hats, safety shoes, safety glasses, etc., shall be worn in all areas and on all jobs as required by the Safety and Health Office. All hard hat areas shall be indicated by Contractor furnished signs.

3.2.9 Contractor Material. Housekeeping shall be maintained at a high level at all times. Scrap, waste and spoil material shall be removed on a daily basis.

3.2.10 Smoking is prohibited except in designated areas.

3.3. Overhead Door Replacement. The Contractor shall replace eight overhead doors as shown in the contract drawing no. 19-6-1. Specifications are as follows:

3.3.1 Modifications Required to Each Structure: The Contractor modify the door jams to accept the new heavy duty coil doors by adding 3.5” x 2.5” x .250” structural angle HDG steel to be welded to the existing jams. All frame components will be hot dip galvanized to ASTM 123 post fabrication.

3.3.2. Overhead Doors: The contractor shall supply eight coil type 18 ft. wide by 18 ft.

high overhead doors and each shall be supplied with a new 3 phase door operator. The locations are shown in attachment 1.

a. Curtains: Curtains will be composed of interlocking 22 gauge galvanized steel slats, roll-formed per ASTM standards and designed to withstand a 20 PSF windload. Ends of alternate/continuous slats will be fitted with metal endlocks/windlocks. Bottom bar will consist of two equal steel stainless or aluminum to form a slot of achieve angles, .121” minimum thickness, to stiffen curtain with astragal.

b. Guides: Guides will be roll-formed steel channel bolted to angle or structural grade, three angle assembly of stainless steel or aluminum to form a slot of sufficient depth to retain curtains in guides to achieve 20 PSF windload standard. Guides may be provided with integral windlock bars and removable bottom bar stops.

c. Brackets: Brackets will be of 3/16” or 1/4" minimum thick steel plates with permanently sealed ball bearings designed to enclose ends of coil and provide support for counterbalance pipe at each end.

d. Hoods: Hoods will be minimum 24-gauge aluminum or 22 gauge B&S galvanized stainless steel sheet metal, flanged at top for attachment to header and flanged at bottom to provide longitudinal stiffness. Hood will enclose curtain coil and counterbalance mechanism.

e. Finish: Shop coat of rust inhibitive primer on non-galvanized surfaces and operating mechanisms. Guides and bracket plates will be coated with a flat black prime paint. Aluminum finish to be mill 204R clear anodized or bronze anodized. Curtain color shall be galvanized gray painted steel.

f. Operation: Door will be operated by means of manual, lift-up chain hoist with gear drive reduction wall crank box motor operation. Either an electrical or pneumatic sensing edge will be attached to bottom bar to stop and reverse the door when it contacts an object during the closing cycle.

g. Weather Stripping: Doors will include flat slats, bottom astragal, surface guide weather strip, and internal hood baffle weather strip.

h. Windload: Minimum 20 psf per DASMA 102-2003 and as required by local codes.

i. Installation:

1. Install doors in accordance with manufacturer’s instructions and standards. Installation shall be by an authorized Shelters Structure representative.

2. Install door complete with necessary hardware, jamb and head mold strips, anchors, inserts, hangers, equipment supports and electric door operator in accordance with final shop drawings and manufacturer’s instructions..

3. Fit, align and adjust rolling door assemblies level and plumb for smooth operation and fabric trim to be restored as necessary after installation of new coil doors.

4. Upon completion of final installation, lubricate, test and adjust doors to operate easily, free from warp, twist or distortion and fitting for entire perimeter.

4 Quality Assurance Provisions:

4.1. Inspection: Inspection of the overhead door installation will be performed the COR or the designated representative to insure materials and services conform to this Statement of Work. Failure of the system to pass inspection shall be cause for rejection.

4.2. Partial Acceptance & Government Occupancy: Government warehousing and this contracted project work will co-exist within each building.

4.3. Final Acceptance: Final acceptance will be granted after the Contractor has completed all provisions contained in this specification.

5 Personnel

5.1 Contract Manager

5.1.1 The Contractor shall provide a Contract Manager who shall be responsible for the performance of the replacement service. The name of the person and alternate(s) who shall act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer.

5.1.2 The Contract Manager or alternate shall have full authority to act for the

Contactor on all contract matters relating to the performance of this contract.

5.1.3 The Contract Manager or alternate shall be available during normal duty hours within 1 hour of notification to meet on the installation, if necessary, with Government personnel designated by the Contracting Officer to discuss problem areas. The Contractor shall provide telephone numbers of the Contract Manager and alternate(s) who shall be available within 2 hours after normal working hours.

5.2 Contractor Personnel

5.2.1 All references in this SOW to “Contractor Personnel” include both Contractor employees and subcontractors. Contractor personnel shall wear required Government furnished badge, and be easily recognized. This may be accomplished by Contractor personnel wearing distinctive clothing bearing the name of the company and/or by wearing appropriate badges which contain the company name and employee’s name.

5.2.2 The Contractor shall not employ any person who is an employee of the United States

Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of Defense, either military or civilian, if such employment would be contrary to the policies contained in Defense Logistics Agency Regulations (DLAR) 5500.1, STANDARDS OF CONDUCT.

5.2.3 Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles while on RRAD.

5.2.4 The Contractor shall assure that Contractor personnel completely understand the requirements of this Statement of Work.

6 Security Requirements

6.1 DDWG uses DBIDS for all security access vetting and registration. The general process steps are: 1) Contractor submits a security affidavit to the COR at least one week in advance of work. 2) The employee will arrive at Robins Air Force Base and submit to a security check. The contractor must bring an original social security card and driver’s license for identification. 3) Once the employee is approved, he or she will report to Bldg.

385 for to DDWG Security for a visitor’s pass. 4) The employee attends a safety briefing from the DDRT Safety Office prior to start of work. Contractors are reminded that only valid REAL ID ACT credentials will be accepted to access DOD facilities.

6.2 The roster of personnel and vehicles shall be furnished to the COR at least 7 days prior to the start of work. As Contractor personnel changes occur, the Contractor shall provide an updated roster to the COR within two (2) working days. The prompt submission of this information will keep to a minimum any delay and inconvenience to the Contractor and Contractor personnel in performance of the contract.

6.3 Contractor personnel must bring personal identification and all completed forms to the Robins Air Force Base Pass and ID Office at the Main Gate for badge photographs and identification. Contractor personnel operating motor vehicles on the installation shall provide a valid Driver’s License, vehicle registration, and proof of insurance. All contractor vehicles driven onto the installation will be required to have current state registration and proof of insurance. These vehicles are required to be registered for vehicle decals and/or passes with the Pass and ID Office before access is granted to the installation. The Pass and ID Office hours of operation are 6:00 AM to 4:00 PM Monday through Fri. After receiving a vehicle pass and badge to DDRT, the Contractor shall access the installation only through the Front Gate. Trucks or vans with tools may be required to enter the truck gate prior to being granted access to the base.

6.4 The Contractor and Contractor personnel shall comply with all security requirements imposed by DDWG and Robins Air Force Base at all times while on base. Contractor personnel involved in civil crimes and/or other incidents of misconduct may be restricted entry to the installation. The Contractor is responsible for insuring the badges and vehicle passes are returned within three days of employee termination or contract completion.

6.5 The Contractor shall prohibit the use of Government issued Access Cards by any persons other than DDRT approved Contractor personnel.
