STATEMENT OF WORK
Fence and Erosion Work
Las Cruces District Office Las Cruces, New Mexico
GENERAL PROVISIONS
1. SUMMARY: The work covered by this contract includes installation of fencing at four locations and erosion work at two locations of government furnished materials. Fencing for enclosures and erosion work will be performed at Toby Hole (32º47’43.81” N, 107º07’3.87” W) and Lost Tank (32º54’20.89”N, 106º54’18.14”W). Fencing for vehicle barriers will be performed at Dripping Springs well off of Baylor Canyon Road (32º20’18.42”N, 106º37’9.36”W) and along Dona Ana County Road B059 road at the base of Pena Blanca Mountain(32º13’7.00”N, 106º35’45.30”W).
Toby Hole- work includes the removal of ~850’ of existing fence, construction of ~6200’ of new fence. Old wire, t-posts would be pulled out and hauled off site, old wooden posts may be cut down to ground level. New fences would be four strand wire fences with smooth wire on the bottom strand and barbed wire on the top three strands. Spacing for each wire from the ground up are as follows, 18”, 22”, 28”, and 40”. Green topped t-posts would be placed 16.5’ apart with a wire fence stay in between each set of t-posts. Corners are prefabricated, adjustable pipe that will be set in concrete. Braces will be built out of welded metal pipe. Corners and braces should be set to 48” and allowed to rust and form a natural patina or be painted gray. The fence work would include four 12’ post and wire gates. With wire spacing to match the rest of the enclosure.
Erosion work at Toby Hole will follow the Range Technical Note No. 40, May 2018 Hand-Built Structures for Restoring Degraded Meadows in Sagebrush Rangelands from U.S. Department of Agriculture State of Colorado Natural Resources Conservation Service. Work would include the installation of 5 rock rundowns (One rock dam, see Figure 1.), 3 V-Net wire checks (see Figure 2 & 3.), and 2 straw wattles. Rock rundowns are rock structures that are keyed into the banks of small gullies. Rocks are placed in several tight-fitting rows that are arched with the arch pointing downstream (see figure 1). They are only one rock high (under 12” in height). The downstream side should have 1 row of footer rocks that are installed under the top layer of rocks. Wire checks would be installed across the drainage in the badland erosion area. They would be made by securing 12” inches of v-net fencing, folded at a 90° angle with 6” on the ground on the downstream side, and 6” vertical. Rebar or other metal stakes will be driven into the ground and clipped to the vertical portion on the upstream side and rocks will be set on the 6” of wire that is along the ground on the downstream side (See profile view and aerial view of wire checks below in Figures 1 and 2. Straw wattles would be installed using wooden or metal stakes, along contours, parallel to the drainage.
Lost Tank- work includes the removal of ~2500’ of old fencing, and the installation of ~5080’ of new fencing. Fence specifications are the same as the fence at Toby Hole. This fence would include the installation of two 12’ post and wire gates.
Erosion work at the Lost Tank location will be done in the northwestern side of the enclosure where head-cuts and gullying are beginning. Construct 5 rock rundowns and 5 Zuni bowls in locations marked by Government. Zuni bowls are in-channel head cut control structures where rocks are stacked along the face of a head cut to the elevation at the top of the head cut. Larger rocks anchor a rock splash apron or bowl below the head cut to create a step pool. Multiple step pools may be created, as necessary. (see Figure 4).
Baylor Canyon Well Barrier Fence- install ~600’ of three strand smooth wire fence with two Government furnished 21’ steel gates and one pedestrian walk through along Baylor Canyon Road. Spacing for each wire from the ground up are as follows, 16”, 26”, and 38” 40”. Green topped t-posts would be placed 16.5’ apart with a wire fence stay in between each set of t-posts. Walk thru will be steel pipe that will be set in concrete.
Braces will be built out of angle iron. Steel pipe and braces should be set to 48” and allowed to rust and form a natural patina or be painted gray.
Pena Blanca Barrier Fence- install ~5,280’ of three strand smooth wire fence with 2 openings 4’ for cattle. Fence specifications are the same as the fence at Dripping Springs Well.
