About this file
This is a Specification Section document for the Multi-Building Remediation and Reconstruction project at Trapper Creek Job Corps Civilian Conservation Center in Darby, Montana. The project comprises multiple specification sections detailing work requirements, product standards, and execution procedures for comprehensive building remediation and reconstruction activities.
The project includes two primary base items: (1) asbestos remediation and flooring reconstruction in mechanical rooms of dormitory buildings 10, 11, 12, and 13, involving removal of approximately 600 square feet of asbestos tile, removal and reinstallation of mechanical equipment, and installation of new commercial-grade glue-down resilient vinyl sheet flooring with low-VOC adhesives; and (2) mold remediation and reconstruction in building 11, involving removal of mold from walls, floors, and crawlspaces, installation of new gypsum board, finished surfaces, and carpet tiles. Work must comply with OSHA regulations (29 CFR Parts 1910 and 1926), EPA standards including NESHAP (40 CFR Part 61.140-156), and Montana Department of Environmental Quality requirements. The contractor is responsible for all labor, materials, equipment, utilities, licenses, and disposal of hazardous materials including asbestos-containing debris transported to approved landfills. Work hours are 8:00 AM to 4:00 PM Monday through Friday, with 48-hour advance notice required to Center Point of Contact Kristoper Johnson (406-821-2168). A pre-construction conference is required within 10 days of award, bonds are due 10 days after award, and action/informational submittals are due 12 days after Notice to Proceed. The project requires specialized certifications for abatement supervisors and workers, comprehensive safety plans, emergency procedures, and clearance air monitoring for both asbestos and mold remediation. Additional work includes gypsum board installation and finishing to Level 3 standards, resilient wall base and sheet flooring installation, carpet tile installation, interior painting, water heater reinstallation with copper piping and ball valves, and cabinet unit heater reconnection.

GENERAL REQUIREMENTS
PART 1 – SUMMARY OF WORK
1.1 DESCRIPTION
A. The Trapper Creek Job Corps Center has identified the need for asbestos remediation in mechanical and storage rooms in dormitory buildings 10, 11, 12, 13 after a site inspection finding of asbestos tile underneath the current carpet tiles. After remediation, new resilient vinyl sheet flooring is to be installed. To fully access the floor, the existing water heaters and furnace units will have to be uninstalled prior to removal and reinstalled after the new flooring has been laid.

B. The need for mold remediation has also been identified in building 11 (dorm 2). The plumbing leaks that caused the mold issue have already been addressed and the wall opened up, but remediation in the wall, on the floor, and in the crawlspace is still required. After remediation new gypsum board also needs to be installed, finished, and painted; and new carpet tiles laid in area where flooring is to be removed for remediation.
