About this file
This document is a Questions and Answers (Q&A) file from the USDA Forest Service addressing contractor inquiries regarding a dormitory flooring and mechanical equipment project. The project has an estimated value between $25,000 and $100,000 with a 90-day performance period following Notice to Proceed. The work involves removing and replacing flooring in multiple dormitory buildings while managing mechanical equipment reinstallation and testing.
Key project requirements include: bonding provisions contingent on final award amount (irrevocable letter of credit or certificate of deposit if under $150,000; bid, performance, and payment bonds if exceeding $150,000); revised pricing validity of 90 days instead of the originally solicited 180 days; phased work allowing one building at a time to accommodate student movement between dorms; on-site storage of removed mechanical equipment; mechanical equipment testing after reinstallation; and equipment downtime limited to the duration of work in each building before being brought back online. The Government will remove all furniture and personal items prior to work commencement. No office space, lodging, or additional site visits are available to contractors. No liquidated damages apply to the contract. Limited documentation is provided—only photographs in the drawing package are available, and no equipment list with installation dates or maintenance scope has been compiled, as all equipment is currently functioning.

Item Question USDA FS Response
1 Is there a bonding requirement for this project?
The award is expected to be well below $150,000, so an irrevocable letter of credit or a certificate of deposit will meet the bonding requirement. However, if an Offeror proposes a price exceeding $150,000, then a bid bond and performance and payment bonds will be required in accordance with FAR Part 28.
2 What is the valuation range of this project? The estimated range of magnitude is between $25,000 and $100,000.
3 Is office space available for contractor use? No.
4 Is lodging available for contractor use? No.
The solicitation states to hold pricing for 180 days. This is an extremely long request to hold material pricing for. Would the Government consider dropping this requirement to 60 or 90 days?
Yes, Contractor's submitted pricing should be good for 90 days. The solicitation will be amended to reflect this change.
6 Please confirm all furniture moving and personal items will be removed by the Government prior to mobilization.
The government will move all furniture and personal items prior to work.
7 Can photos be provided inside each building in the work areas please? The photos included in the drawing package are the only ones available.
8 What is the period of performance for this contract? 90 days after Notice to Proceed.
9 Are there liquidated damages? No.
10 Does mechanical equipment require any testing after being re-installed? Yes.
Can the removed mechanical equipment be stored onsite in an adjacent space during flooring removal and replacement, or does the contractor need to provide a connex for storage?
The removed equipment can be stored on site.
What are the phasing requirements of this project? Can all rooms in each dorm be done at once? Can all buildings be done simultaneously, or do they need done 1 at a time?
There will be phasing, at this time one entire building can be worked on at time, allowing form shuffling students between dorms.
13 How long can the mechanical equipment be offline? For the duration of work in that building, but will have to be brought back online to allow students to move into that dorm so work can move to another building.
14 Would it be possible to schedule another site visit? No.
Could you please advise if there is an available equipment list, including the installation dates, general condition of the equipment, and the scope of maintenance required?
There is no list. At this time all equipment is functioning.
