About this file
This is a Statement of Work (SOW) for the Building 2-3 Roof Replacement project at the USDA Agricultural Research Service's North Central Soil Conservation Research Laboratory (NCSCRL) in Morris, Minnesota, dated December 19, 2025.
The scope includes complete removal of the existing roofing system and replacement with a new EPDM (Ethylene-Propylene-Diene-Monomer) roofing system. The contractor must demolish the existing roof assembly down to the metal deck, including removal of rubber membrane, coverboard, Styrofoam insulation, substrate board, particle board, flashing, coping, fascia, trim pieces, and accessories. The existing roof was installed 25-30 years ago. The new installation must be weather-tight, manufacturer-warranted, and performed in accordance with Minnesota State Building Codes and current Morris codes. Specific requirements include substrate preparation, installation of vapor barrier and roof insulation with coverboard, replacement of all flashing and coping installations, vent pipe flashing assemblies (fourteen assumed), equipment curb modifications for HVAC units, and potential disconnection and reinstallation of a Sterling rooftop HVAC unit (HVAC-1) on the northwest side if height adjustments are needed. The project also requires dust containment, a pre-demolition meeting with detailed minutes, waste diversion to recycling, daily construction reports with photographs, and final cleaning to broom-swept quality. The Midwest Area Engineer is Kurt R. Duggins at (309) 236-1038. Basis-of-design products are specified to convey quality standards but contractor-proposed equals will be considered, subject to government approval and validation of equal characteristics.

3. Interested parties are strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify those submitting a proposal. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a proposal) will be reviewed by the CO and evaluated accordingly.
4. For bidding, offerors shall assume existing roof construction, generally, consists of a rubber membrane, coverboard, Styrofoam insulation, substrate board, approximately ½” particle board, over a metal roof deck. Photos of the roof are in Attachment 3. The existing roof membrane was installed 25-30 years ago. Contractor shall assume that the thickness of existing roof insulation meets the thickness that required was required by the State of Minnesota building and energy codes at that time.
5.
