UNDERGROUND UTILITIES REPLACEMENT AND

DESIGN BUILD SOW

I. BACKGROUND. The underground mechanical utilities that serve the Denver Air Route Traffic Control Center (ARTCC), ZDV, are aging, with some beyond their expected lifespan and others that were installed when the building was constructed in the early ‘60s. The Bipartisan Infrastructure Law (BIL) provides a unique opportunity to perform lifecycle replacement of these utilities to reduce the risk of failures and ensure uninterrupted facility service. The work includes utility investigations to survey and locate all subsurface utilities in the work areas. Additionally, the Federal Aviation Administration (FAA) will use this opportunity to renovate the facility parking areas and sidewalks.

II. CONTRACT TYPE. This project is a design-build task to provide design-engineering and construction services to complete underground utility infrastructure replacement and refurbish limited facility parking areas and sidewalks in accordance with the requirements provided herein.

III. SCOPE OF WORK. Provide underground utility investigation, site survey, engineering design, subcontractor procurement, and construction to complete the following work.

Provide utility investigation and evaluation to determine extent of replacement based on service life.

Based on investigation results, replace underground site utilities installed prior to the year 2000 and/or with a remaining service life of less than 20 years: gas, storm, sanitary, domestic water, manholes, fire water loop and hydrants.

Refurbish limited facility parking areas and sidewalks.

A. Design Criteria. Conform to the latest edition of the following Codes, Regulations, Orders, Standards, and Policies in effect prior to the project design completion date. Contact the FAA for direction if a conflict exists between applicable regulations, or between regulations and FAA requirements.

FAA Regulations, Orders, Standards, and Policies.

Federal, State, municipal and local Codes.

National Fire Protection Association (NFPA) Codes and Standards.

Occupational Safety and Health Administration (OSHA) Regulations.

Architectural Barriers Act (ABA) Accessibility Standards.

International Building Code International Plumbing Code

B. Design Considerations. Ensure that the design is based on the following conditions.

1. ZDV will remain operational throughout the project, providing continuous Air Traffic Control operations. Ensure that facility operations, security, mechanical systems, and personnel are protected from adverse impacts during the work.

2. Operational Risk Management factors and design considerations to mitigate and minimize the risks to the National Airspace System.

3. Investigate, reconfigure, redesign, and/or relocate underground utilities to minimize future operational risk and improve operational performance.

4. Provide the best utility layout to properly and easily maintain the facility equipment, including ease of access for preventive and corrective maintenance, and replacement.

5. Use past projects as-built data, facility condition assessment, topographical surveys and other documentation included with the solicitation to assist with proposal development and utility investigation. See attachments.

6. Contact the FAA regarding conflicts identified within this task order and document the resulting resolutions.

7. Obtain approval from the Contracting Officer (CO) and/or Contracting Officer’s Representative (COR) to begin each phase of construction. Every phase must be reviewed and approved for acceptance by the by the CO and/or COR.

A Notice to Proceed will be issues to the contractor prior to the start of the onsite construction work.

i. Survey surface features of subsurface utility facilities and systems, if such features have not already been surveyed by a registered professional. If previously surveyed, review survey data for accuracy and completeness.

j. Repair all materials and objects at test holes to original condition or better. Use flowable fill in paved areas where proper compaction of replaced soil, bedding, aggregate, etc. is not possible.

k. Perform condition assessments of piping. Inspect utility piping to determine condition and wall thickness.

Utilize video, ultrasonic, visual techniques, or other methods as necessary to determine the feasibility of connection points between new piping and existing piping.

l. If abandoned subsurface utilities of unknown function or status are found, then obtain, record, and depict information on such utilities to a quality level commensurate with the assigned task.

m. Coordinate with local utilities owners (electrical company, city water department, fire department and appropriate municipal organizations) for utility locate permitting, tie-ins, and work outside of ZDV property.
