a. Yes

29) If the GC is allowed to use onsite water, will the GC be required to meter the water usage?

a. Yes – meters are required for water use from hydrants. Hose bibs will not require metering.

30) The Design-Build Statement of Work dated April 2024, section 3.d. states comm, electrical raceways, duct banks, conductors, fuel tanks, and fuel piping are excluded, however, it was observed existing parking lot lighting in the ZDV facility parking lot. Con irm all electrical, Comm, and fuel utility work will be excluded from this project.

a. All electrical, comm and fuel utility work is excluded from this project.

31) The Design-Build Statement of Work (SOW), Section D, Design Submittal Requirements section 1.b lists Basic Civil, Structural, Mechanical, Electrical, etc. design drawings. The SOW states the replacement of exterior underground site utilities, refurbish limited facility parking areas and sidewalks, utility investigations, guidance for FAA project design requirements. The SOW is geared towards civil design requirements. Clarify if additional design disciplines will be required for the design submittal requirements.

a. Underground utilities projects at other FAA sites have typically required civil, electrical, and mechanical disciplines. Any discipline necessary to complete a full design will be required.

32) Amendment 0001 revised the bid submission date to Monday, June 17th, by 5:00 pm. It has been historically noted that suppliers are reluctant to provide inal pricing until the day the bid is due to the subcontractors and the necessary obligations for the beginning of the week duties the supplier may have thus delaying subcontractors to inalize their pricing for the bid. Would FAA consider revising the bid submission date to another day (Tues – Fri)?

a. Due to the number of questions received, the offer deadline date will be extended to allow additional time for answering questions and for contractors to consider answers to questions raised.

33) The current construction industry is very busy and has been known to cause delays that relate to late bid submissions or no responses to bids due to necessary obligations to ful ill. To facilitate positive bid responses for this acquisition, will the FAA consider extending the bid submission deadline two weeks after all questions are answered to allow enough time for subcontractors to appropriately review any updated project information and answers to the submitted questions?

a. Additional time (at least two weeks) will be provided after questions & answers are posted via amendment to give contractors suf icient time to consider answers.

34) The West and East parking lot area was noted to be in good condition at the site visit, in addition, noted in the condition assessment (CA) report, the parking lot was undergoing a renovation during the site investigation. Provide clari ication on the refurbishment of the facility’s parking areas, i.e., seal & coat only, full depth asphalt removal & replacement, asphalt overlay, etc.

a. See Attachment 1 REV. 1 – Statement of Work for clari ication.

35) Has a Geotechnical report been performed for this solicitation? If so, provide a copy.

a. No geotechnical report has been done. A topo survey was made available.

36) If a Geotechnical report has not been performed for this project, will the Geotechnical report be required for this solicitation?

a. No, a geotechnical report is not required.

37) Will new parking lot signage, i.e., handicap signs, stop signs, etc., be required?

a. Yes

38) It was noted at the site visit that the sidewalks were non-compliant with ADA accessible sidewalks. Will the contractor be required to add ADA compliant sidewalks or replace sidewalks in kind?

a. Any new sidewalk will need to be ADA compliant.

39) The childcare center is not part of this project; however, it was noted at the site visit that the retention pond north of the childcare center is deteriorating and needs to be replaced. Clarify if the outlet for the stormwater located north of the childcare center is to be replaced.

a. Stormwater outlet at the childcare center is not included.

40) Provide the newly paved western & eastern parking lot drawings/as-builts for reference.

a. No drawings/as-builts are being provided because previous work was de icient and is not being used for reference.

41) Will the replacement of the handicap ramps be required for this project?

a. If any ramps are impacted by this project, they will require replacement.

42) Will the contractor be required to replace all gas and water meters?

a. Replace all gas and water meters that are removed as part of the project.

43) Will the contractor be required to only replace gas and water meters needing to be replaced? If so, clarify which gas and water meters are to be replaced.

a. Replace all gas and water meters that are removed as part of the project.

44) Leaking and staining was observed in the CA report. Is there any action required to correct this?

a. No building work is part of the scope of this project.

45) CA indicated need to replace all existing steel pipe that provides domestic water service. The location and extent is unclear. Provide location and expected replacement of these water lines.

a. All outside waterlines installed prior to the year 1990 and/or with a remaining service life of less than 20 years is to be replaced. See revised Attachment 1 REV. 1 - Statement of Work and Facility Condition Assessment Report (CA).

46) CA recommends replacement of a steel domestic waterlines and all remaining carbon steel and galvanized steel piping in the industrial water system. Does this extend outside the buildings?

a. Underground utility work is outside. However, the piping should be replaced up to the irst connection point inside the facility with the exception of the ire water line which will be replaced just past the system double check valves inside.

47) FAA staff report no known issues with outside water supply system or laterals supplying the site, therefore, only material age would govern replacement. Con irm.

a. All outside waterlines installed prior to the year 1990 and/or with a remaining service life of less than 20 years is to be replaced. See Attachment 1 REV. 1 – Statement of Work.

48) Line 16 on page 132 of the facility condition assessment (page 136 of the attachment 4) shows that a 24” pipe should be increased to 30” but has no capacity issues indicated. Clarify the required location and required size of the pipe.

a. Location and size of piping will be determined during the design phase of the design-build process.

49) Con irm all ire protection issues are within the riser pumps and on inside of building and no action to the ire water system is needed outside the building.

a. No, all ire waterline work is outside, however, the ire piping should be replaced just past the system double check valves inside the building. Per revised Statement of Work, all ire waterlines installed prior to the year 1990 and/or with a remaining service life of less than 20 years is to be replaced.

50) CA indicates storm drain lines in a few instances connected without structures to provide access typical with storm drain installation. Does the ARTCC want structures installed at these locations? If so, where?

a. The FAA’s intent is to have all piping installed per code. Access points will be determined during design, as required by code.

51) CA (condition assessment) report page 755 of Attachment 4 states that 4 of the 5 ire hydrants were established in 2003. The SOW speci ically states the replacement of utility systems prior to the year 2000. Clarify if the ire hydrants installed after 2000 are in good condition and are not to be replaced.

a. The SOW has been updated and all utilities installed prior to the year 1990 and/or with a remaining service life of less than 20 years is to be replaced. Hydrants are included in the terms “all utilities”.

52) Will FAA allow dual-hatted positions for the onsite Quality Control Manager & Site Safety Health Of icer management positions?

a. See RFO, page 72, under Criteria #3. NOTE.

53) The SOW dated April 2024, page 5 of 8, item 4.f states “install bollards around select equipment de ined by the COR. For bidding purposes, provide the quantity of bollards to be installed.

a. 12 Bollards total – 4 around the security camera in the North parking lot. 4 around the critical transformer behind the Power Services Building. 4 at the exit of the building on the East side leading to the Guard House.

54) Clarify if the bollards identi ied by the COR per SOW, page 5 of 8, item 4.f are existing and to be replaced, or, new bollards to be installed.

a. Four (4) bollards will be replaced and eight (8) new bollards will be installed.

55) The CA, page 124, recommendation for the west parking lot area to be in good condition and recently replaced. The SOW dated April 2024, page 5 of 8, item. 4.c. states the west section of the parking lot to be repaved. Clarify if the west section of the parking lot shall be repaved and the extent of the replacement, i.e., mill/overlay, seal/coat, full depth replacement of subbase/asphalt, etc.

a. Full-depth repaving will occur throughout the West Parking Lot to remediate subbase and drainage issues.

56) The design deliverable schedule outlined in the SOW dated April 2024, page 6 of 8, item F, items 1-6 equate to a 11-month design schedule. If the project was to be awarded after the 60-day hold stated on the SF-1442, the construction schedule would begin the summer of FY2025, thus losing good weather construction days. The primary SOW will be utility replacement and pavement refurbishment. Pavement work is seasonally available from April – October and utility replacement is typically performed when the utility shutdowns have least impact on building users and “good weather months”. Considering the constructability good-weather day schedule, would the FAA allow an accelerated design schedule for the design deliverable by eliminating a design deliverable (survey, 10%, 75%, IFC) or shorten durations design submittal reviews, i.e., 14 calendar days in lieu of 30 days?

a. No, an accelerated design schedule will not be considered for this project. The construction schedule will be determined after 100% design is approved. There will not be any time of “least impact” on building users because utility shutdowns will require temporary services. See SOW for design timelines.

57) The childcare center (Junior Jets) is out of scope, however, there is a concrete pavement in the north entry that impedes into the childcare center. Clarify the demarcation of the concrete pavement replacement and con irm the square footage of the area outlined in the CA report on page 124.

a. This section of pavement is not included in this scope of work.

58) Provide clari ication for the mill and overlay areas as show on Appendix K2 – Recommended Repair Areas, i.e., does the mill & overlay require scarifying the grading below? Shall the grading below be removed and recompacted? The additional clari ication is pertinent to providing the appropriate improvement for the newly milled / overlayed asphalt.

a. Grading below the milled asphalt must be inspected and pass density testing. Any areas that do not pass density testing or will result in poor asphalt conditions must be removed and recompacted.

b. As mentioned in page 10 of the Kimley Horn report, reconstruction strategy (full depth replacement) requires replacement or reworking of underlying subgrade or aggregate base materials. Work would include scarifying and possibly importing new soil if the existing subgrade is determined to be unsuitable for proper compaction. For mill and overlay repairs, fully excavate only localized areas where full-depth cracking and severer damage is evident.

Otherwise, mill 2-inches minimum and install new overlays as needed to proper drainage grades.

59) Clarify for the mill & overlay to be replaced shall include the subbase removal and replacement.

a. Grading below the milled asphalt must be inspected and pass density testing. Any areas that do not pass density testing or will result in poor asphalt conditions must be removed and recompacted.

b. Only localized areas exhibiting structural failure (i.e., full dept cracking or other major damage) will require subbase removal and replacement. Also see answer to question 58 above.

60) If the subbase material underneath the asphalt is to be replaced, please provide the material and material depths to be replaced.

a. For full depth repairs perform the following:

i. 4” asphalt (may vary increase in some places to achieve drainage slopes)

ii. 4” thick of ¾"-minus well-graded and road base

iii. 6” excavated soil removed and re-compacted to 95% dry density (ASTM D698 or

D6938)

61) The existing parking lot is noted to be 3” in areas of the parking lot. It is very dif icult to overlay & mill 3” asphalt. Con irm the subbase materials is to be replaced in addition to the overlay and milling of the asphalt.

a. Subbase materials are to be fully removed where full depth repair and excavation is required, such as the west parking lot and where utility lines are being replaced. For pricing purposes, assume no other areas require subbase material removal. Refer to answer to Question #60 for material types and depth of each layer.

62) SOW III.C.3a requires replacement of “…all system devices (i.e., piping, valves, cleanouts, manholes, hydrants, etc.).” SOW III.C.3c suggests replacement only of utilities “installed prior to the year 2000 and/or with a remaining service life of less than 20 years.” The Jacobs report provides limited recommendations for replacement, for example, undersized storm sewer. Can FAA provide year of installation for water, sanitary, storm, ire, and natural gas systems, and/or provide FAA intention regarding the replacement of portions versus replacement of the entirety of on-site underground utility runs?

a. Condition assessment report has most, if not all, year of installation for exterior underground utilities. If the year for any is not given, assume replacement is needed. See Attachment 1 REV. 1 Statement of Work (changed to utilities installed prior to 1990…).

63) No geotechnical investigations were performed according to the provided Jacobs report. SOW III.D.2.a bullets (4) and (5) reference soils reports and asphalt core studies. Can FAA provide existing reports or is the Contractor responsible to conduct these studies?

a. No geotechnical report is available.

64) Can the contractor assume the eastern third of the property (new paving with new striping) drains adequately and requires only seal coating and re-striping per Jacobs reports?

a. If referencing the eastern lot near the main facility the only drainage scope is to remove the concrete islands and restore proper stormwater drainage. If referencing the eastern lot near the childcare facility no drainage scope is required or expected. Seal coating and re-striping is required in areas that will not be disturbed by the underground utility work. All areas affected by the underground utility work will require repaving.

65) FAA’s SOW III.C.4 bullet (c) requires repaving the western parking area, even though that is less than one year old pavement and striping. Con irm this is correct.

a. This is correct. Repave the West parking lot.

66) Since there was no interior site walk, please provide details on the “…limited outdated interior lines…” to be included in the work.

a. Interior work is limited to the irst point of connection on all underground utilities. The only exception is for the ire line which will replace the piping assembly immediately inside the building.

67) Is the gas meter location inside the building or outside?

a. Gas meter and regulator are outside and adjacent to the administration wing in a CMU enclosure.

68) Is the water meter location inside the building or outside?

a. Domestic water line meters are inside the building.

69) Can FAA provide the utility videography performed by Jacobs for our review?

a. No videography available.

70) What other site electronic iles are available besides the two Wolpert drawings included in the RFP/O?

The SOW references Attachment 3 “REF Drawings.” Please provide any Autocad, GIS, or other existing electronic iles so we can evaluate their adequacy and completeness.

a. Additional electronic iles are not available. Reference drawings are attached to the RFP. A CAD drawing is available by emailing cindi.tjelde@faa.gov and requesting it. As stated in the RFO announcement, SAM.gov would not allow CAD drawings to be uploaded.

71) De ine “select equipment” requiring bollards, per SOW III.C.4.f.

a. See answer to question #53.

72) It appears from the Survey that the ire lines are part of the potable water system – please con irm. Lines labeled “F” show to be Fiber per the survey legend.

a. The ire and domestic water lines are fed from the same municipal water source.

73) What is the available water system pressure and volume?

a. Hydrant low for ire suppression is available in the facility condition assessment report.

74) Which portions of the parking area and/or sidewalks are anticipated to be re-graded? Please provide a graphic, if possible.

a. Asphalt full-depth repaving will occur in the immediate area where utility lines are to be replaced and throughout the West Parking Lot to remediate subbase and drainage issues.

Asphalt patching will occur in the East Parking Lot where the concrete islands are to be removed.

The concrete sidewalk on the Northeast side of the Power Services building must be replaced during grade restoration. The concrete islands in the East parking lot must be demolished.

75) Section III.D.3.e notes a “Final Commissioning Plan”. Which components is this related to?

a. Section deleted. No commissioning work anticipated.

76) Section III.D.4.b indicated Structural Engineering drawings. What scope is required for Structural?

a. Section revised. No structural engineering work anticipated.

77) SOW Section 3.a states “replace all system devices (i.e., piping, valves, cleanouts, manholes, hydrants, etc.)”. Con irm that the Government’s intent is to replace all existing underground utilities noted in 3.c regardless of age or remaining life span.

a. All utilities installed prior to the year 1990 and/or with a remaining service life of less than 20 years to be replaced. See Attachment 1 REV. 1 Statement of Work.

78) SOW Section 3.c. states “based on the results of utility investigation replace the following utility systems installed prior to the year 2000 and/or with a remaining service life of less than 20 years”. Con irm if the requirement is to replace all systems that meet both criteria, or, only the systems that meet one of these criteria. Identify in the scoping documents where this information is listed if all system devices are not to be replaced as stated in SOW Section 3.a.

a. Replace all utility systems installed prior to 1990. In addition, any utility installed AFTER 1990 with less than 20 years of remaining service left will also require replacement.

79) If the government intends to replace all system devices of the utility systems identi ied in section 3.c, where should the contractor end their work on the public side of the utilities? At the property line or at the connections in the right-of-way?

a. At the FAA property line.

80) SOW Section 3.b states “replace the system from a point-of-connection (POC) within the building (if accessible and possible) or at a feasible location nearest the building entrance (where interior POC is not possible). Coordinate with ZDV to determine the POC to ensure limited outdated interior lines are included in the work as recommended by the utility investigation.” Clarify POC for all utility systems identi ied for each building on the site.

a. First point of connection within the building envelope, except for the ire water system which shall be replaced to the irst connection past the irst double check valve.

81) Is it expected that all systems will be replaced with exact same size and capacity, or, should an analysis be completed as part of the investigative phase to determine any resizing needs to meet current codes? For example, the Facility Condition Assessments from March 2024 indicate some of the storm water inlets and catch basins are undersized for a 10-year event.

a. Perform analysis to verify proper sizing during the design phase.

82) If only the utilities meeting the criteria in 3.c are to be replaced as part of this project, is it the Government’s intent to only award the utility investigation scope currently? It appears that insuf icient information exists in the solicitation and the reference facility condition assessment to fully determine the utility replacement needs based on the criteria in section 3.c (utility age and remaining design life) at this time. No information is provided on the current condition or date of installation of the site underground water mains or laterals or the underground natural gas lines.

a. A full investigation into the status of the existing utilities is part of this project, but for offer pricing purposes, age & remaining service life are being used as a basis. See answer to question 62 for additional clari ication.

83) SOW section 4.a and 4.b state “investigate the existing pavement conditions, including the subbase, drainage, settling, heaving, subsurface water, etc.” and “include design solutions based on the investigation indings and existing conditions, including replacement of the pavement subbase, subsurface drainage, grading runoff detention, etc.” respectively. Con irm the Government’s intent/expectation on overall asphalt removal, patch, and replacement. Results of section 4.a and 4.b will inform the contractor of the overall scope for asphalt removal and replacement so how should the asphalt repaving be bid on? Patching will occur in the East Parking Lot where the concrete islands are to be removed. Any additional paving will be determined during the design.

128) Will security checks and background checks be required?

a. An appropriate number of workers will be badged for this project to ensure contractor has enough coverage to supervise and escort all unbadged workers (visitors). Background checks are required for all badged individuals. Visitors do not require a background check, but daily check in with the guards is required upon arrival and anyone working at the facility is subject to search at any time. Valid U.S. ID required.

129) Will each truck be subject to inspection every time it enters the property?

a. Yes – This will be done at the guards’ discretion.

130) Will security checks be required each time we enter and leave the site?

a. Unbadged employees will check in with the guards at the beginning of every shift and receive a visitor’s badge. If a visitor leaves the site and returns on the same day, they are able to keep their badge. When they return, they will check in with the guards and wait for their badged escort to pick them up for entry at the gate.

131) There is an existing topo from 2024 for the parking lots. We are assuming that a digital copy is available, and we would augment it with our survey of the cooling towers. Con irm this is acceptable.

a. A CAD version of the 2024 Topo survey by Woolpert is available upon request. Email cindi.tjelde@faa.gov for a copy.

132) There are utilities shown on the 2020 topo but they do not extend to the point of connection (POC) so we recommend redoing those and will include in our pricing. Is that acceptable?

a. Replace utilities to the irst POC inside the FAA property line.

133) How far will utilities need to be replaced beyond the parking area.

a. All utilities installed prior to the year 1990 and/or with a remaining service life of less than 20 years are to be replaced. This may or may not include up to the utility tie-ins just beyond the facility fence line.

134) Will pipe capacity need to be analyzed to ensure adequate sizing?

a. Location and size of piping will be determined during the design phase of the design-build process.

135) Redesign utility layout to minimize future operational risk and improve performance. How will the system be reviewed for best performance? What future operational risk do we need to be aware of?

a. Future operational risks will be mitigated by making the underground utilities accessible and separate from other building utilities so that during future repairs, there is less risk of multiple outages or damage to existing systems. For example, don’t run new piping close to existing iber lines to avoid disruptions during future repairs. Use best practice approach during design and installation.

136) Electric, Comm, Fiber, fuel tanks, and fuel are excluded from upgrades however the line marked as gas is not discussed in the exclusion or included in the replacement. Will the gas lines need to be replaced.

a. All gas piping installed prior to the year 1990 and/or with a remaining service life of less than 20 years is to be replaced.
