About this file
This is a Statement of Work for the Tonto National Forest's Tonto Basin Ranger District water leak repair project. The primary objective is to repair known leaks in the drinking water network and reduce potential for future leaks, with deliverables including as-built drawings upon project completion. The contractor must relocate 1- to 2-inch recreation hydrants from secondary pipes to main lines, abandoning the leaking secondary pipes in place. One known leak repair may require excavation under asphalt in the campground loop, requiring the contractor to backfill the trench, place new asphalt over the cut portion, and restore the loop to its original configuration. The contractor is also responsible for installing one priority valve and two pressure reduction valves at locations designated by the Contracting Officer's Representative to address potential future leaks.
The contractor must provide all personnel, equipment, tools, and materials necessary to complete the work in compliance with applicable codes and contract requirements. The contractor bears full responsibility for supervision, incidental costs, and all services required to perform the work as specified. The Department of Agriculture Forest Service is the contracting agency for this project.

I. OBJECTIVE AND BACKGROUND
The Tonto National Forest - Tonto Basin Ranger District - plans to repair leaks in its drinking water network. The main objective of the project is to eliminate the known leaks and reduce potential for future leaks. At the end of the project, the contractor shall provide as-built drawings of the project to the Forest Service.
Leaks were noticed on the secondary pipes that feed 1- or 2-inch recreation hydrants. The Forest Service plans to relocate the hydrants to the main lines, abandoning the leaking pipes in place. One known leak to be repaired may be under the asphalt of the campground loop. After backfilling the trench, the contractor must place new asphalt over the cut portion and make necessary adjustments to return the loop to its original shape.
The contractor shall install one priority valve and two pressure reduction valves at the locations indicated by the Contracting Officer's Representative (COR). These values are critical in reducing and addressing potential leaks in the future.
The contractor shall provide all personnel, equipment, tools, and materials to accomplish the project. The contractor is responsible for the supervision, incidentals, and services required to perform the work in strict accordance with the applicable codes and requirements and the contract document.
II. LOCATION
The project is in the Tonto Basin Ranger District (TBRD) of the Tonto National Forest. The water systems, object of the present project, are mostly situated at the Recreation Campgrounds along Roosevelt Lake. The following campgrounds and loops are where the water pipes are located:
· Cholla Campground
· Teddy Bear Loop
· Christmas Loop
· Staghorn Loop
· Jumping Cholla Loop
· Grapevine Group Site
· Grapevine Goose Loop
III. SUMMARY OF WORK
a) Teddy Bear Loop:
Relocate water hydrant closer to water main and abandon old hydrant lines in place. Cap off the T-fitting on the main line that supplies the leaking pipe. The new location of the hydrant shall be 6 feet away from the road edge. Connect the hydrant to the main pipe which is 4-inch Schedule 40 PVC. Main water line is located near road edge, install 1-inch PVC pipe from main to 1-inch curb stop isolation valve located within 5 feet of hydrant, 1-inch galvanized steel pipe from curb stop isolation valve to hydrant which requires a stationary base.
b) Christmas Loop:
Relocate water hydrant closer to water main and abandon old hydrant line in place. Cap off the T-fitting on the main line that supplies the leaking pipe. The new location of the hydrant shall be 6 feet away from the road edge. Main water line is located near road edge. Connect hydrant to the main pipe which is 4-inch Schedule 40 PVC: install 1-inch PVC pipe from main to 1-inch curb stop located within 5 feet of hydrant, and 1-inch galvanized steel pipe from curb stop isolation valve to hydrant.
c) Grapevine Goose Loop:
Locate and repair water line leak under asphalt pavement and repair asphalt. Leak is near or in existing underground utilities trench and will require Blue Stake.
d) Grapevine Group Site Install pressure priority valve on top of Grapevine Group Site that will shut Grapevine Group Site water supply off when the tank goes below half full or the pressure hits below a certain point 10psi.
Install pressure reduction valve at waterline entrance to Grapevine Group Site.
e) Cholla Campground Install a pressure reduction valve at waterline entrance to Cholla Campground
IV. LINE-ITEM DESCRIPTIONS
a) Mobilization This work involves moving personnel, equipment, materials, and incidentals to the project and performing necessary work before beginning work at the site. It also includes obtaining permits, insurance, and bonds.
b) Relocation of Hydrants at Teddy Bear and Christmas Loops At the Teddy Bear and Christmas loops located at Cholla Campground, the contractor shall remove the hydrants from their current location and install them on the water main pipes that feed the loop. (see Drawing # 1)
The hydrant at Teddy Bear Loop shall be placed perpendicularly 6 feet from the road edge closest to the loop water main line. The hydrant at Christmas Loop shall be placed 6 feet from the road edge closest to the loop water main line. The water branches that were feeding the hydrants shall be abandoned in place after capping the T-fitting on the main line. The hydrant relocation includes placing the hydrant in the ground with the government furnished concrete ring and filling the ring with gravel (see attached pictures). All work needed to re-position the 2 hydrants are considered incidental to the Line Item.
c) Leak Repair under pavement Grapevine Goose Loops The contractor shall locate and repair the leak located under the loop’s pavement. The leaks shall be repaired in place by cutting the asphalt as necessary with appropriate tools, digging to the pipe, fixing the leak, back filling the trench, and replacing a new asphalt layer. The Contractor may propose alternative materials and repair methods to the asphalt road (see Drawing #2) provided it meets Federal Highway Projects (FP-24) specifications.
At Grapevine Goose, the leak is located near a transformer. Before starting any work on that site to repair the leak, the contractor shall contact Arizona 811 (www.arizona811.com) to investigate and mark the location of underground utilities (electric and telecom lines in area).
d) Installation of a priority valve and a reduction valve at Grapevine Group Campground Install pressure priority valve at top of Grapevine Group Site (location designated by COR) that will shut Grapevine Group Site water supply off when the 50,000 gallon water tank goes below half full to prioritize water distribution to the administrative sites and supplies fire suppression systems. (see pictures) A reduction valve shall be added to the waterline feeding North Services. The diameter of those pipes on record (old as-builts) indicate 6 inch lines for the main pipe; material is likely PVC except for line in the Grapevine Group Site vault which is ductile steel that reduces to a 4” pipe (see pictures). Field verification for exact pipes as the drawings are 33 years old. The contractor may use 6 inches PVC pipe to estimate the installation cost of the priority valve and 4” for the pressure reduction valve. (see Drawing # 3)
e) Installation of a 4” reduction valve at Cholla Campground To reduce the high-water pressure and potential future leaks at Cholla Campground site, the contractor shall install a pressure reduction valve in a location designated by the COR. The pressure reduction valve that shall be installed on a 4” PVC pipe. (see Drawing # 4 and pictures)
V. PERFORMANCE PERIOD and PAYMENT Upon notice to proceed (NTP), the Contractor shall complete the base portion of the project in 60 days. Payment will be by units defined and determined according to the Schedule of Items for the project.
