About this file
This is a Statement of Work (SOW) for the demolition and odor control of fire-damaged larval rooms at Building 6418, a Mexican Fruit Fly Rearing Facility (MFFRF) located at Moore Air Base in Edinburg, Texas. The contract number is 12639526Q0130, with work anticipated for February 2026.
The contractor must provide all demolition services, materials, supplies, labor, equipment, trash bins, and debris removal and disposal. Demolition tasks include removing all burnt debris, damaged structural components (wall panels, metal bracing, wood framing), entire roof and ceiling systems (including metal joists, beams, roof paneling, insulation, lighting, electrical, pipes, and exhaust fans), main and sectional walls, and eight Trane six-ton air handlers with refrigerant evacuation. The contractor must de-energize and secure electrical systems and leave only metal columns and support bracing. The larval room hallway structure remains in place but must be re-sealed and reinforced with Hardie board siding to prevent fly escape and pest intrusion. Odor control and cleanup include pressure washing the hallway interior and exterior, columns, bracing, and floors, followed by application of EPA-compliant environmental odor mitigation solutions. Final cleanup requires debris removal from floors and asphalt areas and floor mopping. All work must comply with EPA requirements, manufacturer instructions, federal and state hazardous materials regulations, and Texas state and local codes. Work hours are Monday through Friday, 7:00 AM to 3:30 PM, with after-hours work requiring written approval from the Facilities Maintenance manager. The contractor must provide employees with valid identification, maintain proper vehicle insurance and registration, employ a qualified site superintendent, and provide portable restroom facilities for projects exceeding three working days. No government assistance is provided, and all debris must be removed from the base premises.
