36TH CIVIL ENGINEER SQUADRON
1. PROJECT DESCRIPTION
1.1 OVERVIEW: This is a “Design-Build” project to replace indoor power transformers with an outdoor type loop feed power transformer, NEMA 316L stainless steel enclosure and reinforced concrete enclosure for buildings 20011, 18004, 25001, and 25014 located at Andersen Air Force Base (AAFB). The work also includes replacement of main distribution panel, rewiring of medium voltage (15kV) primary cables, rewiring of secondary cables (600V), rewiring of existing branch circuit feeders and automatic transfer switches (ATS) as detailed in the scope of work below. Miscellaneous civil work is also included herein.
EXISTING OPERATIONS: The construction work activities will be performed in a manner as to NOT negatively impact the existing operational capabilities of the building occupants and adjacent facilities. Contractor shall minimize interruption to the on-going operations. Contractor shall coordinate for interruption of utility services. All other actions not involving interruption of services can be conducted during regular working hours. In the event work/project activities other than what is indicated in this project program is to occur simultaneously, contractor shall verify, coordinate and may be required to phase such work/project activities.
The existing buildings 20011, 18004, 25001, and 25014 are powered by individual existing indoor type pad mounted transformer and integrated main distribution panel. The existing transformer for buildings 20011 and 25001 is oil-filled type while 18004 and 25014 are dry-type.
The underground electrical system primary side for all buildings is rated 13.8 kV, 3-phase with a secondary voltage side 208/120 volts, 3-phase for buildings 20011, 25001 and 480/277 volts, 3 phase for buildings 18004 and 25014. Building 20011 has an existing emergency generator power system for selected areas and equipment.
1.2 LOCATION OF WORK: The project is located at Andersen Air Force Base (AAFB) compound Buildings 20011, 18004, 25001 and 25014. Refer to attached site map.
The electrical equipment are considered to be installed in accordance with National Electrical Code (NEC) up until the present. Caution must be exercised during site visit(s) for actual measurements and other activities at the area. Equipment loss of electrical connection must be considered during inspection while at the area for safety.
2. PROJECT OBJECTIVES
2.1 SCOPE OF WORK: The contractor shall provide all labor, materials, equipment, permit & clearances, architectural & engineering services, transportation, supervision, and other miscellaneous incidental work required to complete the work as described above. The new outdoor transformer enclosures are in NEMA 316L, equipped with AMI kilowatt-hour meter

The scope of work also includes replacement of existing main distribution panel including branch circuit breakers with sizes to match existing. Provide additional 12 spaces for future provisions of the new indoor type switchboard of each building. .
The new transformers shall have a rating equivalent to existing and new main distribution panel shall be rated to match transformer capacity. Existing branch circuit conduits and feeders shall be intercepted and extended to new main distribution panel. Provide temporary generator power to avoid power interruption during the construction and final cut-over to new electrical system.
Provide a topographic survey map. Coordinates must be in both Guam Geodetic Network and Universal Transverse Mercator (UTM) Zone 55 North, WGS84. Map must be certified by a Professional Land Surveyor and must at a minimum requirement include the following (see also paragraph G10 in the Engineering System Requirements for related survey work):
As-built survey must be in English units. Elevations of the concrete pads, concrete enclosure, transformers and associated components, and depths of pipe/duct bank and manholes (including rims of utility structures) must be shown to the nearest 0.01 feet (ft.). Show adjacent ground elevations on unpaved or pervious surfaces to the nearest
0.1 ft.
Provide existing spot elevations and existing contours to clearly indicate existing utilities grade elevations. Any existing utility needs to be accurately shown and noted on the topographic survey and as-built drawings including the elevations
Provide GIS data based on the standard coordinate system UTM Zone 55 North, WGS84 for the new the concrete pads, concrete enclosure, transformers and associated components, depths of pipe/duct bank and manholes, and appurtenances.
Provide Soil Report certified by a Geotechnical/Soil Engineer (See G10, ESR of this Part and paragraph 3.1 for geotechnical requirements)
The scope of work includes, but is not limited to, the following:
2.2 WORK PHASING AND RELOCATION WORK: The work shall be phased as the current building occupants are to remain in the building and will require minimal impact to their operations. The contractor shall provide phased temporary power supply for each affected building facility. Contractor shall provide a work phasing plan/schedule that includes the temporary power supply for each facilities. Provide estimate power outage for each pad-mounted switch to be removed and replaced. Provide at least 30 calendar days written notice to the building facility.
Planning & Coordination: Plan, coordinate and execute temporary power supply with emergency generators to affected building facilities during the removal and replacement of the pad-mounted switches.
Contractor shall provide a work phasing plan/schedule in accordance with UFC 3-501-01, 2-1.6 Scheduling and Sequencing Outages.
2.3 DEMOLITION AND REMOVAL:
The Contractor shall coordinate with BOS contractor and other utility agencies in locating all existing utilities prior to any excavation work and shall make necessary provisions to avoid
FY22 Replace Indoor Transformer at Building 20011, 18004, AJJY 22-1054 damage to these buried utilities during the course of clearing, grading, excavation, pipe removal if required, pipe laying, backfilling and paving, and other restoration. The Contractor shall be responsible for paying the BOS Contractor and respective local utility agencies for all coordination and permit costs.
Contractor shall protect all existing construction to include but not limited to parking areas, grass/landscaping, and buildings, from potential damage that may result from construction activity. Any damage caused by construction activities shall be repaired and restored to its original condition or better by the contractor at no expense to the Government.
The following work applies to all the buildings (20011, 18004, 25001 and 25014), except otherwise noted.
a. Disconnect, remove and dispose the existing indoor transformer & main distribution panel combination and branch circuit breakers, hardware, and all other related appurtenances except for building 25014’s existing High Resistance Grounding (HRG) equipment and the switchboard unit.
b. Pullout and dispose all existing medium & low voltage cables and termination kits.
Underground conduits to be abandoned in-place capped on both ends. Exposed raceways, supports and hardware to be removed. Refer to conceptual drawing notes.
Disposal fees shall be included in contractor’s bid price.
c. Provide temporary generator power before any removal or demolition of affected equipment to keep the existing electrical system operation uninterrupted for the entire duration of the project. Temporary mobile diesel-powered generator including fuel, including fees for coordinating and execution with BOS contractor, and other electrical related cost shall be included on contractor’s bid price.
d. Provide proper labels on all feeders that will be disconnected temporarily to the existing switchboard to be replaced.
e. Provide a Certified Industrial Hygienist (CIH) to evaluate, analyze and certify the safety hazard before and after removal of oil filled transformers for building 20011. Certified test reports including clean up must be submitted to the government for assurance. All cost incurred for testing, clean up and disposal shall be contactor’s responsibility.
2.4 REPAIR AND CONSTRUCTION WORK:
Perform all work according to all local and Federal safety and health regulations. In particular, the open excavation operation shall comply with the current Occupational Safety and Health Administration (OSHA) regulatory requirements.
All unforeseen utilities and appurtenances affected by the construction shall be protected.
Damage to existing utilities and appurtenances shall be restored to its original condition at no additional cost to the Government.
The attached conceptual drawing may not be accurate and is only to be used as reference for location and layout purposes. All drawings and shop drawings shall be based on actual

The contractor shall be responsible for field verification to verify on site all dimensions, elevations, utilities, power source, archive data, and all other requirements necessary for the successful completion, and satisfactory construction of the project. The contractor shall visit the project site; consult 36 CES drawing archives to collect all available data on the existing infrastructure and to verify actual existing conditions.
The following new work applies to all the building (20011, 18004, 25001 and 25014), except otherwise noted.
A. BUILDING 20011
1. Provide new primary underground duct bank encased in concrete with detectable warning tape from existing manhole MH-129 to new pad mounted transformer. Provide new 15kV XLPE cables and termination connectors from existing switchgear SW-129 to new pad mounted transformer shown on conceptual drawings.
2. Provide new secondary underground duct bank encased in concrete with detectable warning tape, exposed and overhead raceway (RAC) with stainless steel supports, brackets, hangers and clamps, new 600V rated secondary cables, stainless steel pull boxes and termination connectors from new pad mounted transformer to new main distribution panel as shown on conceptual drawings.
3. Intercept and extend all affected existing connected loads to new main distribution panel.
Contractor to provide temporary power to all existing load connected to maintain facility operation. Refer to sow 2.3 (c). Outages and downtime shall me coordinated with building user and kept to an absolute minimum.
4. Provide grounding system with ground ring and #4/0 Bare Copper Wire (BCW) as the counterpoise grounding on all new primary line duct bank and connect it to the existing counterpoise grounding system.
B. BUILDING 18004
1. Re-use existing underground duct bank from existing manhole MH-123-1 to new pad mounted transformer. Provide new 15kV XLPE cables and termination connectors from existing switchgear SW-123 to new pad mounted transformer as shown on conceptual drawings.

5. Provide a painted drywall enclosed electrical room for new MDP with double swing door as shown on conceptual drawings.
C. BUILDING 25001

5. Remove existing indoor switch/transformer/distribution panel. Remove existing 2000 amp manual transfer switch with kirk-key interface and provide with new in kind (mounted on a new 4” housekeeping pad to avoid moisture from mechanical equipment). Provide generator connection device on exterior of building and connect to one side of new manual transfer switch with kirk-key interface. The new Manual transfer switch shall be install in the same room as and the existing switch/transformer/distribution panel to be remove or utilize available space in the generator room.
6. Provide a new 1200 amp distribution panel “EM” (in the location of the existing MDP) and refeed existing emergency loads including Panel “AC” and the 600 amp panel for the telecommunications center.
7. With the exception of the distribution panel board “AC’ all other electrical panels may be located (new) in either the existing generator room or in the existing electrical room.
8. The design build contractor shall provide detailed floor plans showing the location of all proposed new equipment, connection points and conduit runs and present a schedule of approximate downtimes for each point in the demolition and renovation schedule.

D. BUILDING 25014

E. ELECTRICAL WORK APPLICABLE TO BLDGS (20011, 18004, 25001, and 25014)
1. The attached drawings are conceptual and for contractor’s reference. Contractor to perform site survey and verification of all existing aboveground and underground utilities to familiarize scope of work, and to confirm all underground and above ground site utilities prior to submission of bid. All anticipated cost shall be included in the bid price.
2. Prior to any excavation, conduct Explosives safety Submission/Munition and Explosives of Concern (ESS/MEC) and provide a field survey layout at the required locations.
Conduct full clearance ahead of construction as per Joint Region Marianas (JRM) ESS requirements and the amendments as per Section 3.3 Remove identified unexploded ordinances (UXOs).
3. Contractor shall coordinate with the government and pay BOSC contractor fees to assist and executing power outages required to complete the new work at no additional cost to the government. Contractor to provide temporary generator power during outages and maintain facility operation.
4. Clear, grub, excavate area and construct a concrete enclosure with breezeway as per the MDACS requirement with a concrete pad for the new outdoor pad-mounted transformers. Provide grounding system and grounding test well as required for the new transformers. New concrete enclosure interior and exterior walls shall be painted in accordance and comply with the requirements of the Andersen Air Force Base Architectural Compatibility and Base Design Standard (ACBDS). Provide double swing aluminum gates.

5. Repair all wall/flooring raceway penetration due to demolition and new installation of raceway and new equipment. Match the existing condition and finishes. Provide fire rated sealing material to all new conduit sleeves and wall penetrations.
6. Repair and restore damaged road, pavement, landscape area affected by underground trenching and mobilization of equipment. Repair and restore to match existing site condition or better.
7. Provide appropriate cable trough at building 25014 Chiller Plant electrical room for the new main feeder of existing switchboard that is equipped with HRG equipment.
8. Provide an engraved nameplate and label all electrical equipment in accordance with the contract requirement and specifications.
9. Install the new outdoor transformers & indoor switchboards as per manufacturer’s recommendation or installation manual. Provide a copy of all equipment manuals in compact disc (CD) and hardcopy to the end-users.
10. Each facility shall remain operational throughout the construction of the project.
Contractor to closely coordinate all construction activities with the facility manager or their designated representative(s).
11. Contractor to comply with factory testing and field test requirement for all new electrical equipment (transformers, Switchboard, MDP, Switchgear) per contract specifications and contract requirements.
12. Contractor to provide complete grounding system in accordance with National Fire Protection Association (NFPA) 70 and International Electrical and Electronics Engineers (IEEE) standards 142.
13. Test the grounding system of the new transformer to a minimum of five ohms per IEEE standards 142-2007
14. Perform Very Low Frequency Alternating Current (VLF AC) Hi-potential cable leak test on 15KV cables in accordance with IEEE 400.2. Test must be performed by a qualified/NETA certified personnel.
15. Perform insulation resistance test (Megger test) on all newly installed secondary (600V) cables prior to termination. Test must be performed by a qualified/NETA certified personnel.
16. Provide Arc Flash evaluation in accordance with NFPA 70E, IEEE standard 1584 Including amendments 1 and 2 and IEEE standard 2584.1.
17. Provide Short Circuit Analysis in accordance with IEEE standard 551.
18. Provide Protective Device Time-Current (T/C) Coordination Study in accordance with Unified Facilities Criteria (UFC) 3-501-01, Electrical Engineering latest revision.

2.5 ANTITERRORISM: Comply with UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings for Antiterrorism requirements.
2.6 SEISMIC REHABILITATION: Comply with UFC 3-301-01 Structural Engineering for seismic rehabilitation requirements.
2.7 HAZARDOUS MATERIAL ASSESSMENT: Hazardous material assessments are required at all areas to be affected by the new work. Contractor shall perform hazardous material assessment and testing prior to start of repair work including demolition work and submit final report to the government with recommendations for abatement and remediation if needed.
Areas containing hazardous materials that will not be affected by the new work must be left in place, undisturbed and encapsulated if directly exposed to personnel.
Environmental Requirements: Contractor shall ensure that all required permits are obtained before construction begins. The contractor must abide by Occupational Safety and Health Act (ACM abatement, lead-based paint abatement, noise, confined space, etc.) or others as applicable. Coordinate with Contracting Officer with regard to consultations with NFM Environmental group regarding environmental requirements.
Comply with the following requirements:
a. Coordinate with the installation Asbestos Program Manager (APM) and Region Asbestos Program Coordinator (APC) for any previous asbestos and lead based paint surveys.
b. Coordination must be established with APM and APC for tenant notification of abatement or sampling and work schedule which may impact the tenants.
c. Provide copies of all AHERA certifications: (asbestos worker, contractor supervisor, asbestos monitor, asbestos project designer).
d. Provide copies and proof of medical surveillance monitoring.
e. Provide copies of abatement plans, hazard communication plan for APM and APC approval.
f. All asbestos samples must be taken by a certified and current AHERA asbestos inspector.
g. All asbestos samples shall be analyzed by an accredited NVLAP lab.
h. NESHAP notification shall be provided to GEPA and copy to the Installation APM and Region's APC.
i. Waste shipment records (WSR) shall be provided to GEPA and copy to installation APMs and Region's APC.
j. Waste manifests with receipt signatures from permitted disposal facility must be provided to the APMs and APC.
2.8 SUBMITTALS:
a. SUBMITTAL REQUIREMENTS (After Award and Before Start of Construction):
1. Activity Hazard Analysis (AHA)
2. Design Quality Control Plan (DQC)
3. Contractor’s Quality Control Plan (CQC)
4. Accident Prevention Plan (APP)
5. Construction Schedule
6. Munitions Response Explosive Safety Submission (MRESS) – Munitions and Explosives of Concern (MEC) Intrusive Investigation Work Plan (MEC field work will not be allowed to start without the Government approved MEC Plan)

8. Design Construction Documents: Prepare, organize, and present Design Construction Documents. Contractor will not be allowed to start construction without the Government approved documents listed below.
Design Drawings: Prepare using AutoCAD 2016 formatted for ANSI D (22” x 34”) sheets.
The Ready for Construction submission shall be stamped and signed by the Designer of Record (DOR).
Submit all CAD files for the final drawings on CD-ROM or DVD disks in AutoCAD 2016 format. Drawing files must be full files, uncompressed and unzipped.
Basis of Design: Each submission shall include a basis of design with all proposed materials including Design Analyses and Calculations to substantiate the design meets the RFP and all applicable codes.
Specifications: Shall be Unified Facilities Guide specifications submitted in Construction Specification Institute (CSI) 2010 format edit with SpecIntact software in accordance with UFC 1-300-02 Unified Facilities Guide Specifications (UFGS) Format Standard.
Contractor shall submit the number of copies as requested as defined under each required submission identified below. The basis of design, design drawings and specifications shall be included on a CD-ROM in addition to the required hard copy for each submission. Each submission shall be submitted to the Contracting Officer or their representative for Government review and RFP concurrence.
The Contractor shall submit a copy of the Governments review comments from each prior submission with each subsequent submission. This document shall indicate the corrective action taken for each comment and or other proposed solution. Incomplete submissions will be returned to the Contractor with no additional time added to the performance period.
Electronically seal and sign all Acrobat PDF drawings, specifications, and other documents. The electronic signatures shall be printable and viewable in Adobe Acrobat Reader with no additional software.
Provide the following Design Submittal Packages:
a. 60% Design Documents Submittal: 45 calendar days following the date of delivery order. Submit three (3) hard copies and three (3) electronic PDF format copies on CD- ROMs of the following: 11” x 17” half-scale drawing sets, Specifications, Construction Schedule and Basis of Design. Allow 21 calendar days for Government review.
b. 100%/Pre-Final Design Documents Submittal: 45 calendar days following receipt of
Government review comments on the 60% design submittal. Submit two (2) hard copies and two (2) electronic PDF format copies on two (2) CD-ROMs of the following:
11” x 17” half-scale drawing sets, completed specifications with cleared Section and Bracket Verification reports, Construction Schedule, Basis of Design, annotated review comments, and submittal register. Allow 21 calendar days for Government review.
c. FINAL “Ready for Construction” (RFC) Documents: 14 calendar days following receipt of Government review comments on the 100% design and notice to proceed

Submit electronic PDF format copies on three (3) CD-ROMs of the following: Sealed and Signed 11” x 17” half-scale Drawings, Sealed and Signed Specifications, Construction Schedule, Sealed and Signed Basis of Design, annotated Review Comments, and submittal register. Allow 7 calendar days for Government review.
The following requirements apply to the CD ROM:
1. Provide native and pdf files for all documents included on the CD-ROM.
2. A .pdf file(s) of the final documents shall be provided in the following formats:
The entire document shall be provided as a single combined pdf file. The pdf file shall have bookmarks for each item identified in the document's table of contents, including tables, figures, captioned photos, and appendices. The bookmark shall use the same description as provided in the table of contents. If the bookmark is lengthy, abbreviate as needed. Bookmark to the second level (i.e. 1.1, 1.2, 1.3, etc.). Do not bookmark signature page or the list of acronyms. Each appendix, regardless of size, shall be provided as an individual pdf file. All maps, figures, and pictures shall be provided at a useable resolution. All color maps, figures, and pictures shall be provided in color.
d. DD-1354 Transfer and Acceptance of Military Real Property:
Submit Interim DD Form 1354 to the Government for approval a minimum of 60 calendar days prior to the Beneficial Occupancy Date (BOD). If modifications to the Interim DD Form 1354 are required by the Government, the corrected version must be submitted prior to the BOD.
e. Closeout Submittal Requirements:
1. Submit Record Drawings to the Contracting Officer or their representative in ANSI D (22” x 34”) size sheets and two CD-ROMs containing native CADD files, electronically stamped and signed PDF of drawings, specifications, calculations, basis of design, submittal register, Periodic Maintenance Inspection (PMI) plan and other (photos, support files, etc.) as applicable.
GIS Requirements: Site Map record drawings must be in standard coordinates system, in both Guam Geodetic Network and Universal Transverse Mercator (UTM) Zone 55 North, WGS84. All new and existing utilities, driveways, concrete curb, sidewalks, roads, paved and unpaved surfaces, buildings, structures, poles, signs, and primary features including supporting facilities of the project within the project’s limit must be accurately noted, both in AutoCAD and GIS format.

3. SITE ANALYSIS
3.1 EXISTING SITE CONDITIONS: The sites are located on Andersen Air Force Base (AAFB).
All sites contains existing utilities include water lines, sanitary gravity sewer main, sanitary pump station, sanitary force main, storm sewer, steam, underground electric and underground telephone.
Any Government provided geotechnical data is included for the Contractor’s information only, and while it is considered to represent subsurface conditions existing on the project site anticipated at this time, it is not guaranteed to fully represent all subsurface conditions. The Contractor shall be responsible for providing the services of a geotechnical engineer to conduct any subsurface exploration, investigation, testing, and analysis that the Designer of Record deems necessary for the design and construction of the proposed facility and site improvements. The geotechnical engineer shall be registered as a Professional Engineer (Geotechnical Engineer where required by law) and experienced with soil conditions in the region where the project site is located. The geotechnical engineer shall prepare a report addressing any elements of the work requiring his services including any laboratory analysis of samples and recommendations for foundation, safety shoring, and pavement design by a professional engineer as specified and in accordance with UFC 3-201-01, Civil Engineering.
The report shall be submitted to the Contracting Officer accompanied by a letter from the Designer of Record certifying that the Geotechnical Engineer has reviewed the construction documents and that the design reflects the recommendations of the geotechnical report.
3.2 SITE DEVELOPMENT:

3.3 EXPLOSIVE SAFETY SUBMISSION (ESS) REQUIREMENTS: If any portion of the referenced scope of work requires ground intrusion activities or excavation work, the contractor will be required to adhere to Munitions Response Explosives Safety Submission (MRESS), Guam Construction Support, Amendment 7. Additionally, comply with the Latest edition specification Section 01 57 19.01 20 Supplemental Temporary Environmental Controls, Joint Region Marianas Explosives Safety Submission (JRM ESS). Provide Munitions and Explosives of Concern (MEC) Clearance in accordance with the latest Explosives Safety Submission (ESS) Munitions Response Sites Guam Construction Support Implementation in accordance with the following items:

3.4 HISTORICAL, ARCHAEOLOGICAL AND CULTURAL RESOURCES:
In the event of historical artifacts encounter during excavation work, Contractor shall immediately suspend all excavation activity, protect the subject site and report the incident to the Contracting Officer via CME or ET. The Government will coordinate with State Historic and Preservation Officer (SHPO) for direction and guidance.
The Project Area is located within an archaeologically sensitive area. The contractor shall provide archaeological monitoring of historical, archaeological and cultural resources and be responsible for their preservation during the life of the contract. Archaeological monitoring requires the presence of an onsite qualified Archaeologist during the earth moving portions of this project. If during the trench excavation an Archaeologist detects artifacts or archaeological features that may be significant, he or she stops the work of the contractor in the area. Activities that may damage or alter such resources will be suspended, secure the area and prevent construction workers or other persons from trespassing on, removing, or otherwise disturbing such resources. Resources covered by this paragraph include, but are not limited to; any human skeletal remains or burials; artifacts, shell, bone, charcoal, or other deposits; rock or coral alignments, paving’s, wall, or other constructed features; and any indication of agricultural or other human activities. Upon such discovery or find, immediately notify the Contracting Officer so that the State Historic and Preservation Office (SHPO) may be notified and disposition of the finds should be made. The Government retains ownership and control over archaeological resources.
After the award of the contract, the contractor shall develop an Archeological Monitoring and Discovery Plan (AMDP) and submit for Government review and approval. After approval from the Government, the contractor shall submit the AMDP to the State Historical Preservation Office (SHPO) for review and approval. Notice to proceed is not authorized until approval from the SHPO is received. Provide Archaeological Monitoring/Observation of Earth Moving or Other Work that could adversely affect cultural resources within the project area. This includes data recording, data recovery, archaeological excavation, photography, laboratory analysis, and production of a written report that meets current professional archaeological standards.
4. BUILDING / FACILITY REQUIREMENTS
4.1DESIGN AND CONSTRUCTION REQUIREMENTS: the design and construction shall be in accordance with the latest revision/edition of applicable current codes, standards, and

The term "Latest Revision/Edition" is defined as the version as of the project Solicitation Date. All design drawings, specifications and calculations shall be done by/or under the direct supervision of a Professional Engineer with current National Council of Examiners for Engineering and Surveying (NCEES) registration issued from a state within the United states of America (USA) or one of its territories who shall stamp all design drawings, specifications, and calculations. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings and other deliveries.
The contractor shall verify all existing site conditions, dimensions and other requirements necessary to complete the project prior to commencing construction activities. The contractor shall notify the contracting officer immediately upon discovery of any expected changes required to suit conditions not identified in the contract. Restoration of damages borne by the contractor in the performance of this contract shall be made at no cost to the Government. Contractor shall be responsible for proper handling and disposal of all materials removed and/or demolished from construction site.

Neither the Government review, approval or acceptance of, nor payment for the services required under this contract shall be construed to operate as a waiver of any rights under this contract of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government and in accordance with the applicable law for all damages to the Government caused by the Contractor’s negligent performance of any services furnished under this contract
The Contractor is required to submit a work schedule for this project. The schedule should be developed to identify task descriptions, start and completion dates of each task, design reviews, material procurement, construction work, testing, correction if required, final testing, acceptance, utility outages if required, and other requirements necessary to deliver a complete and usable facility. The work under this project requires special attention to the scheduling and conduct of work in connection with the existing facility operations. Identify on the construction schedule each factor that constitutes a potential interruption to the facility operations. Utility outages (power, water, air conditioning, etc.) shall be approved by the Contracting Officer.
4.2 SUSTAINABLE DESIGN:
Not Required
4.3 ENERGY CONSERVATION: Comply with the UFC 1-200-02 High Performance and Sustainable Building Requirements and ASHRAE/IESNA Standard 90.1-2013 “Energy Standard for Buildings Except Low-Rise Residential Buildings” in accordance with ECB 2014-02. Building systems replaced under this project shall comply with the current requirements for that building system even where not required by the standard. For example, a constant volume air handing unit shall be replaced with a variable air volume air handling unit where a variable air volume air handling unit is required by the standard for a new building.
4.4 BUILDING COMMISSIONING:

4.5 ACCESSIBILITY REQUIREMENTS:
Provide barrier-free design in accordance with UFC 1-200-01, DoD Building Code (General Building Requirements).
4.6 CYBERSECURITY
Design, acquire and execute all control systems in accordance with UFGS 25 05 11 Cybersecurity of Facility-Related Control Systems, and as required by individual Facilities Engineering Command (FEC) or Installation implementation policy. Comply with UFGS 25 05 11

4.7 INDUSTRIAL CONTROL SYSTEMS (ICS) & INFORMATION ASSURANCE (IA)
Provide AMI meters and network interface that is compatible with the existing AMI system and consistent with the network architecture. AMI electric meters shall have integrated Ethernet interfaces with Modbus/TCP and mastering capability and be capable of storing 15-minute

4.8 CONTRACTOR ACCESS TO SENSITIVE AREAS: For federally controlled facilities, and/or unclassified sensitive information or unclassified IT systems, the contractor shall coordinate access requirements with the customer security manager.

A1030 GROUND FLOOR SLABS
As determined by the Designer of Record, provide soil supported concrete slab on ground.
Where slab on ground is below the existing adjacent exterior grade, provide water/damp proofing and a perimeter drainage system to remove ground water from the area immediately adjacent to the buildings. Provide perimeter and under slab insulation in accordance with UFC 3-101-01, Architecture.
As determined by the Designer of Record to be applicable, provide a structurally supported slab. Provide for support of all utilities that may be adversely affected by soil consolidation or expansive soils. Provide stainless steel supports sized adequately to support the in-service utility. Where the structurally supported slab is below the existing adjacent exterior grade, provide water/damp proofing and a perimeter drainage system to remove ground water from the area immediately adjacent to the buildings. Provide perimeter and under slab insulation in accordance with UFC 3-101-01, Architecture.
B1010 FLOOR CONSTRUCTION
The floor construction may include cast-in-place concrete slabs on concrete masonry walls and concrete columns.

G10 SITE PREPARATION
Perform a topographic survey of the project area that will be impacted by the work. Include the topographic survey map in all design submittals. Standard coordinates system must be in both Guam Geodetic Network and Universal Transverse Mercator (UTM) Zone 55 North, WGS84. Physically verify the location of all existing utilities, driveways, concrete curb, sidewalks, roads, paved and unpaved surfaces, buildings structures, trees, vegetation, poles, signs, and all other features have impact on the design and construction work.
Contractor must utilize ground penetrating radar and other suitable means to accurately locate any existing utilities prior to digging. Not all underground utilities may be accurately located and the Contractor must physically verify such utilities whenever these utilities influence any of the design and construction work. Provide existing spot elevations and existing contours to clearly indicate existing grades/slopes.
All new and existing utilities, driveways, concrete curb, sidewalks, roads, paved and unpaved surfaces, structures, poles, signs, and primary features including supporting facilities of the project must be accurately noted on the Site Map as-built drawings, both in AutoCAD and GIS format.
G1010 SITE CLEARING
Minimize removal and disposal of all trees required for project construction. Identify trees which are to remain within the construction limitations of the project.
Burning will not be allowed.
All grubbing and clearing residue, demolished material, rubbish and debris generated by this project shall be disposed of in the station’s sanitary landfill according to its requirements and regulations, hauled off-site and off station by the Contractor.
G1020 SITE DEMOLITION & RELOCATIONS

Perform site grading in accordance with UFC 3-201-01, Civil Engineering. Provide finish floor elevations for new facilities and elevations for mechanical/electrical equipment pads in accordance with UFC 1-200-01, DoD Building Code (General Building Requirements) and UFC 3-101-01, Architecture.
Provide grading so the site will drain. Blasting for rock excavation will not be permitted.
Provide materials required in excess of those resulting from excavations from off Government property.”
All unsuitable material and surplus excavation shall become the property of the Contractor and shall be disposed of off Government property.
G40 SITE ELECTRICAL UTILITIES
G4010 ELECTRICAL DISTRIBUTION
The electrical design shall comply with the design criteria specified in UFC 3-500-01, Electrical Engineering.
All primary distribution systems must be designed as four wire, multi-grounded systems that are wye connected at the source transformer. A system grounded neutral conductor must be provided throughout the system. Equipment intended to interrupt current at fault levels must have interrupting ratings sufficient for the nominal circuit voltage and the current that is available at the line terminals of the equipment.
Use stainless steel enclosures and hardware for exterior electrical equipment.
Equipment foundation pads must be 200 mm (8 in) thick; pre-cast concrete pads can be used. Ensure a minimum of 3 m (10 ft.) clear workspace in front of pad-mounted equipment for hot stick work. Provide bollards in areas where equipment is subject to vehicular damage.
Underground Electric Conductors
All conductors shall be copper.
Underground primary electrical distribution shall comply with UFC 3-500-01, Electrical Engineering.
