Project Dams Early Warning System (EWS) Installation, Relocation, Upgrade and Repair.

Scope of Work The Hoosier, Huron-Manistee, Mark Twain, Monongahela, Shawnee, Wayne, and White Mountain National Forests have a need to upgrade, install, relocate, and/or repair early warning systems on eighteen (18) dams that are classified as having a high or significant hazard potential.

Background To afford the maximum opportunity to alleviate problems that could threaten the integrity or operation of a dam, remote sensing is required on all Forest Service operated dams with a high hazard potential classification.

Technical Requirements / Tasks Hoosier National Forest Tasks on the Hoosier National Forest include installing a repaired EWS, installing depth sensors, upgrading existing systems, and installing rain gauges. The contractor is responsible for all equipment and material necessary to repair, relocate, and install all three of the systems. Photos are attached in the contract package showing each existing station. The US Forest Service will be responsible for the fees associated with data transmission. Unless a material is stated as government-furnished, the contractor is responsible for all equipment and material to complete tasks.

Indian (Lat 38.190414, Lon -86.655866) The contractor is responsible for the following tasks at Indian Lake dam

· Install Water Level Sensor

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Upgrade to 27Ah battery and 20W solar panel

· Verification of satellite communications.

· Calibration with the service provider while on-site.

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

Celina (Lat 38.179864, Lon -86.627987) The contractor is responsible for the following tasks at Celina Lake dam

· Install government furnished Water Level Sensor

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Upgrade to 27Ah battery and 20W solar panel

· Verification of satellite communications.

· Calibration with the service provider while on-site.

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

Tipsaw (Lat 38.124364, Lon -86.649156) The contractor is responsible for the following tasks at Tipsaw Lake dam

· Install repaired EWS

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Upgrade to 27Amp-hour (Ah) battery and 20 watt (W) solar

· Verification of satellite communications.

· Calibration with the service provider while on-site.

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

Saddle (Lat 38.064336, Lon -86.665333) The contractor is responsible for the following tasks at Saddle Lake dam

· Install government furnished Water Level Sensor

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Upgrade to 27Ah battery and 20W solar panel

· Verification of satellite communications.

· Calibration with the service provider while on-site.

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

Deer Creek (Lat 37.999959, Lon -86.624711)

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Upgrade to 27Amp-hour (Ah) battery and 20 watt (W) solar

· Verification of satellite communications.

· Calibration with the service provider while on-site.

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

Springs Valley (Lat 38.482235, Lon -86.568464)

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Upgrade to 27Amp-hour (Ah) battery and 20 watt (W) solar

· Verification of satellite communications.

· Calibration with the service provider while on-site.

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

Huron-Manistee National Forest Tasks on the Huron-Manistee National Forest consist of installing a new EWS at Wakeley Lake Dam. The contractor is responsible for all equipment and material to install the new early warning system. Forest Service staff will work with the contractor to determine the exact location on site.

The EWS shall be able to:

-collect and transmit water level data and rainfall data via satellite or cellular communications for the reservoir.
-shall be available for remote monitoring at any time and provide real time data to the Forest Service.
-alarm shall be sent instantly by email/text when parameters are met, Forest Service will determine the required parameters.
-operate on solar power sufficient to always provide power to the unit with a battery backup device.
-shall be installed in NEMA 4x/6P enclosure.

Forest Service will be responsible for obtaining an activated SIM card (if needed) and the fees associated with data transmission

Wakeley Lake Dam (Lat 44.639711, Lon -84.512796) The contractor is responsible for the following tasks at Wakey Lake Dam:

· Mounting hardware and installation

· Ensuring that all exposed wires and boxes are protected from the elements.

· Installation of water level sensor in protected conduit and protection of the sensor

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Setup of satellite or cellular communications

· Instructions on how to collect data on a computer remotely

· The contractor shall confirm that the sensors and communications are working correctly.

· The contractor shall confirm that the alarm system is working correctly.

Mark Twain National Forest The Mark Twain has 5 tipping rain bucket sensors that need to be cleaned and calibrated. The sensors are Adcon Telemetry RG1 Rain Gauges and are installed on metal poles at varying heights (4-10ft). The sensors are to be cleaned and calibrated according to the manufacturer’s recommendations. Contact Rachel Uetrecht (Rachel.Uetrecht@usda.gov 573-308-5798) for site access and location information. Monongahela National Forest Tasks on the Monongahela National Forest include repairing and upgrading an EWS and installing a rain gauge. The contractor is responsible for all equipment and material necessary to complete these tasks.

Lake Sherwood (Lat 38.001181, Lon -80.010373) The contractor is responsible for the following tasks at Lake Sherwood dam

-Repair existing EWS
-Installation and setup of a Sutron 0.5 mm/tip rain gauge.
-Upgrade to 27Ah battery and 20W solar panel
-Verification of satellite communications.
-Calibration with the service provider while on-site.
-Confirmation that the sensors and communications are working correctly.
-Confirmation that the alarm system is working correctly.

Shawnee National Forest Tasks on the Shawnee Forest consist of installing a new EWS and rain gauge at Structure #12 (Dutchman). The contractor is responsible for all equipment and material for installation. Forest Service staff will work with the contractor to determine the exact location on site.

The EWS shall be able to:

-collect and transmit water level data and rainfall data via satellite or cellular communications for the reservoir.
-shall be available for remote monitoring at any time and provide real time data to the Forest Service.
-alarm shall be sent instantly by email/text when parameters are met, Forest Service will determine the required parameters.
-operate on solar power sufficient to always provide power to the unit with a battery backup device.
-shall be installed in NEMA 4x/6P enclosure.

Structure #12 (Dutchman) (Lat 37.490110, Lon -88.914856) The contractor is responsible for the following tasks at Structure #12 (Dutchman):

-Mounting hardware and installation
-Ensuring that all exposed wires and boxes are protected from the elements.
-Installation of water level sensor in protected conduit and protection of the sensor
-Installation and setup of a Sutron 0.5 mm/tip rain gauge.
-Setup of satellite communications
-Instructions on how to collect data on a computer remotely
-Contractor shall confirm that the sensors and communications are working correctly.
-Contractor shall confirm that the alarm system is working correctly.

Wayne National Forest Tasks on the Wayne National Forest consist of repairing two early warning monitoring systems (EWS) and relocating one complete EWS. The two systems requiring repairs, Timer Ridge and Vesuvius Dam, are in the Ironton Ranger District in Lawrence County, Ohio. The system to be relocated is in the Athens Ranger District. This system is currently located at Tecumseh Dam near Shawnee, Ohio located in Perry County. It is to be relocated to Sand Run Dam in Hocking County, east of Logan, Ohio.

The US Forest Service will work with the contractor to determine the exact location on-site for the relocated system. The contractor is responsible for all equipment and material necessary to repair, relocate, and install all three of the systems. The US Forest Service will be responsible for the fees associated with data transmission.

Tecumseh (Lat 39.599268°, Lon -82.211882°) relocation to Sand Run (approx. Lat 39.526010°, Lon -82.261125°) The contractor is responsible for the following tasks at the relocation sites (Tecumseh and Sand Run):

· Removal of the complete system from Tecumseh dam, including site restoration (consisting of the removal of any concrete or burial in-place a minimum of 12” below grade, fill holes with suitable native soil)

· If the existing post and/or conduit cannot be salvaged and reused, supply a new post and conduit for the relocated system.

· Relocation of all equipment to Sand Run Dam and reinstallation according to manufacturer’s instructions

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Upgrade to 27 Ah battery and 20 W solar panel

· Verification of satellite communications

· Calibration with the service provider while on-site

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

Timber Ridge (Lat 38.655002°, Lon -82.381868°) The contractor is responsible for the following tasks at Timber Ridge Dam

· Replace water level sensor and cable in protective conduit for protection of the sensor (utilize galvanized rigid conduit at the Timber Ridge site).

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Upgrade to 27Ah battery and 20W solar panel

· Verification of satellite communications.

· Calibration with the service provider while on-site.

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

Vesuvius (Lat 38.606671°, Lon -82.630546°) The contractor is responsible for the following tasks at Vesuvius Dam

· Replace water level sensor and cable in protective conduit for protection of the sensor.

· Installation and setup of a Sutron 0.5 mm/tip rain gauge

· Upgrade to 27 Ah battery and 20 W solar panel

· Verification of satellite communications

· Calibration with the service provider while on-site

· Confirmation that the sensors and communications are working correctly.

· Confirmation that the alarm system is working correctly.

White Mountain National Forest Tasks on the White Mount National Forest consist of installing a new EWS at Campton Pond Dam on the White Mountain National Forest. Campton Pond Dam is located near the intersection of NH-175 and NH-49 in Campton, NH. The contractor is responsible for all equipment and material to install the new early warning system.

Forest Service will work with the contractor to determine the exact location on site. Campton Pond reservoir depth is approximately 2 feet.

The EWS shall be able to:

· collect and transmit water level data and rainfall data via satellite or cellular communications for the reservoir.

· shall be available for remote monitoring at any time and provide real time data to the Forest Service.

· alarm shall be sent instantly by email/text when parameters are met, Forest Service will determine the required parameters.

· operate on solar power sufficient to always provide power to the unit with a battery backup device.

· shall be installed in NEMA 4x/6P enclosure.

Forest Service will be responsible for obtaining an activated SIM card (if needed) and the fees associated with data transmission.

Campton Pond (Lat 43.862199°, Long -71.631992°) The contractor is responsible for the following tasks at Campton Pond:

· Mounting hardware and installation

· Ensuring that all exposed wires and boxes are protected from the elements.

· Installation of water level sensor in protected conduit and protection of the sensor

· Installation and setup of a Sutron 0.5 mm/tip rain gauge.

· Setup of satellite or cellular communications; cellular preferred

· Instructions how to collect data on a computer remotely (at Forest Service office in Campton)

· Contractor shall confirm that the sensors and communications are working correctly.

· Contractor shall confirm that the alarm system is working correctly.

Travel Contractor is responsible for all travel related expenses to project locations

7.0 Contractor’s Representative

A representative from the contractor will be identified as the main point of contact between the contractor and the government.
