6th Gen Classroom Design and Installation (Bldg 448 Rm 20) Statement of Objectives
1. Description The 17 TRSS requires a Gen 6 classroom auditorium to be developed and employed in support of latest generation of training methodologies and techniques. In pursuit of this objective, the 17 TRSS needs a classroom technology solution to be designed, acquired, installed, configured, and delivered, along with training and documentation covering the operation, maintenance, and sustainment of the new design. This new solution should include at a minimum wireless connectivity for mobile devices, web-based video conferencing, multiple display video matrixing and switching, and full surround sound with full-room microphone capability.
a. Scope of Work: This effort will provide:
i.Project Management/Planning ii.Solution Engineering and Design iii.Acquisition of Resources iv.Installation and Configuration v.Functionality Testing vi.End-user Training and Documentation
b. Location: All work will be performed at Goodfellow AFB, San Angelo Texas, Building 448, room 20.
2. PERSONNEL: Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of company or by wearing appropriate badges that contain the company name and employee name. Contractor shall ensure personnel are compliant with REAL ID Act of 2005 for the purpose of gaining access to Goodfellow Air Force Base.
a. Suitability Investigations. Contractor personnel shall successfully complete, as a minimum, a National Agency Check with Written Inquiries (NACI), before operating government furnished workstations, being given government information, or being given access to multiple government buildings. These investigations shall be submitted by the government at no additional cost to the contractor. The contractor shall comply with the DoD 5200.2-R, Personnel Security Program, and AFI 33-119, Electronic Mail (E-Mail) Management and Use, requirements.
b. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include employee's name, social security number, and date of investigation if contract work involves unescorted entry to Air Force restricted or other sensitive areas designated by the installation commander. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the contracting officer and ISPM prior to the contract start date. Updated listings shall be provided when an employee's status or information changes.
c. Freedom of Information Act Program (FOIA). The contractor shall comply with DoD Regulation 5400.7/Air Force Supplement, DoD Freedom of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding Controlled Unclassified Information (CUI) material.
d. Additional Security Requirements. In accordance with DoD 5200.01 and AFI 16-1404, the contractor shall comply with AFMAN 33-282, Computer Security (COMPUSEC); AFSSI 7700, Emission Security (EMSEC); applicable AFKAGs, AFIs, and AFSSIs for Communication Security (COMSEC); and AFI 10-701, Operations Security (OPSEC).
e. Controlled Unclassified Information (CUI) Requirements. The contractor shall comply with DoDI 5200.48_DAFI 16-1403 regulation which sets policy and procedures for the marking, handling, transmitting, safeguarding, and destruction of Controlled Unclassified Information (CUI). The contractor is required to protect controlled unclassified information and/or indicators that may reveal classified information, sensitive or critical information or information that can be collected in aggregate to identify vulnerabilities. Specifically, the contractor is prohibited from disclosing, without express permission from the United States Air Force, any floor plans, schematics, or any other documents containing information or information gleaned from said documents on any government facilities or its contents regardless of whether it is part of the infrastructure or otherwise.
3. QUALITY CONTROL: The contractor shall insure that all work performed under this SOO meets the quality established in section 9, General Tasks, and section 11, Specific Tasks.
4. PHYSICAL SECURITY:
a. Vehicle Passes: The Contractor shall obtain vehicle passes for each vehicle used on Goodfellow AFB (GAFB) during the performance period. The necessary applications for vehicle passes can be obtained by contacting the with the Government Project Manager (GPM). Before starting the work, the Contractor shall provide a list of all personnel that will work on GAFB, (include last four digits of Social Security number, Date of Birth, and driver’s license number and state), to permit security screening. Any workers not cleared will be identified, and not permitted to work on GAFB.
b. Government Property: The Contractor shall be responsible for safeguarding Government property associated with the required work. Facilities, equipment, and materials shall be secured at the close of each workday.
5. HOURS OF OPERATION: The contractor shall perform the on-site tasks of this SOO during a normal day. These hours are normally defined as 0730 to 1630 Central Standard Time, Monday through Friday, except Federal Holidays and AETC down days. Requests for changes or exceptions to this work schedule may be submitted to the CO for coordination with the GPM as required. These requests will be evaluated and approved or declined by the CO after coordinating with the GPM, based on impact to the cost, scope, and schedule of the project.
6. CONSERVATION OF UTILITIES: The Contractor shall instruct employees in utilities conservation practices and shall be responsible for operating under conditions, which preclude the waste of Government utilities.
7. GOVERNMENT FURNISHED UTILITIES AND SERVICES: The Government shall provide without costs to the Contractor, the utilities necessary (limited to water & electricity) to accomplish the tasks specified in this work description.
8. CONTRACTOR FURNISHED EQUIPMENT, PARTS, MATERIALS, and SERVICES: Except for the utilities, services and equipment specifically stated to be
Government furnished, the contractor shall provide all personnel, equipment, tools, transportation, and supervision required.
9. GENERAL TASKS:
a. The Contractor shall visit the job site to verify location, conditions, quantities, and dimensions prior to starting work. They shall coordinate with the government representative prior to visiting to the job site.
b. The Contractor shall confine operations at the site to areas permitted by law, ordinances, permits, and contract documents and shall not encumber the site with any materials or equipment without prior written authorization for exact location of each. Any deviation from or changes to the terms outlined in the contract (including this SOO are subject to the approval of the CO or their designee (i.e., Contracting Officer Representative (COR) or GPM).
c. The Contractor shall plan operations so as to keep temporary work from blocking access to completed work. If, however, conflict with normal traffic access occurs, the contractor shall provide temporary bypass routing until such temporary work is completed.
d. The Contractor shall be responsible for any cutting, fitting, or patching required to complete the work to ensure all parts fit properly.
e. During the performance of the work within the requirements of this contract and until final completion and acceptance thereof, the Contractor shall exercise the utmost care to avoid accident or injury to persons or property. The contractor shall place and maintain all necessary barriers and safeguards, including watchmen, if necessary, about the work site for the prevention of accidents and shall take all precautions required to protect personnel and property to include the general public and properties adjacent to the work site.
f. The Contractor shall provide a full-time quality control function to assure themself and the Government that all materials and workmanship are in strict accordance with industry standards and this SOO. Installation and materials shall conform to the requirements of applicable codes. The Contractor shall maintain adequate quality control capability regardless of the volume of workload. All work performed by the Contractor shall be inspected and approved by the Government before final acceptance by the Government.
g. The contractor shall comply with 17 CES regulations for repairing and sealing all wall penetrations for cabling.
g. Upon completion of all work the Contractor shall request a final inspection. The Government shall inspect all work before acceptance. All work identified during the final inspection not meeting the criteria specified by this statement of work shall be repaired by the Contractor at no additional cost to the Government.
10. SPECIFICATIONS: It is the contractor’s full responsibility to inventory equipment to ensure the correct material and amount required to perform the stated requirements under the terms of this statement of work and technical exhibits. This product will be installed with the manufacturers recommended methods and shall be installed by a professional who is knowledgeable of this specific product to prevent exclusion of manufacturer’s warranty. All equipment shall be Buy American Act (BAA) and Trade Agreements Act (TAA) compliant, IAW FAR Part 52.225-5 Trade Agreements.
11. SPECIFIC TASKS: The objective of this project is to install and configure a government-approved design of a centrally managed audio, video, web-camera system.
The system will be used to provide audio, video, and web-streaming services to government employees and visitors. The scope of this project includes the installation of all hardware and software (if needed) components, configuration of all hardware and software (if needed) components, testing of the system to ensure that it meets all requirements, and training of government employees on how to use the system.
c. The tasks required to accomplish this SOO include the design, acquisition, installation, configuration, functionality testing, and training for all technical objectives pertaining to the development and deployment of Gen 6 classroom auditorium consisting of latest generation of training methodologies and techniques.
Gen 6 Classroom Auditorium (Bldg 448 Rm 20) TASKS:
• Project Management/Planning
• Phase I: Solution Engineering and Design
• Phase II: Acquisition of Resources
• Phase III: Installation and Configuration
• Phase IV: Functionality Testing
• Phase V: Training
1. Project Management/Planning: The contractor shall assign a dedicated Contractor Project Manager (CPM) to work with the Contracting Officer (CO), the Contracting Officer Representative (COR), the Government Project Manager (GPM), to provide oversight for on-site project planning and execution. The contractor CPM shall (at a minimum):
a. Schedule and host at Goodfellow AFB, TX a project kick-off meeting with CO, COR, GPM, and the contractor project team.
b. Develop and deliver to the CO/COR and GPM a project management plan and detailed schedule.
c. Schedule and host weekly onsite or telephone conference project status meetings with the CO/COR, GPM, and contractor project team.
d. Provide written status reports to the CO/COR and GPM prior to and during project execution on a weekly basis.
e. Provide to GPM at conclusion of the project planning, the following documentation:
i. Project Management Plan
ii. Project Management Schedule
iii. Software Installation and Configuration Checklist
iv. Complete project completion checklist with GPM prior to final acceptance of each phase, and overall project.
2. Phase I - Solution Engineering and Design: During this phase of the project, the contractor will be required to:
a. Conduct on site meetings with government personnel to analyze system requirements.
b. Conduct on-site survey of facility to ensure accurate measurements and characteristics of the facility.
c. If additional electrical outlets are needed, the contractor shall include this in the design and shall complete the installation of electrical outlets in coordination with CO/COR and GPM.
d. Complete engineering and design solution. At a minimum:
i.The system shall include a variety of audio and video devices, including microphones, speakers, cameras, and projectors with wireless connectivity for mobile devices.
ii. The system shall include web-based video conferencing with auto-zoom/focus on active speaker(s). This web-based video conferencing system must include cameras at the front and the rear of the room.
iii. The system shall record and playback audio and video.
iv. The system shall stream audio and video over a wireless network.
vi. The system shall create and deliver presentations.
vii. The system shall collaborate on audio and video projects.
viii. The system shall include a minimum of five displays and one ultra-short-throw projector.
ix. The system shall include at least an 86-inch display at the rear of the room, at least four 75-inch displays (two on each side wall) (see attached diagram).
x. The system shall include an Ultra Short throw laser projector (100- 150"), split-screen, Wi-Fi capable, interactive whiteboard (non- Smartboard product) & non-glare board, or an interactive wall display of the same dimensions, which shall be sized to accommodate the output of the Ultra Short throw laser projector (up to 150” display).
x. The system shall allow screen casting (40-50 devices to the projector from student mobile devices (>3000 lumen) at the front of the room (see attached diagram).
xi. The system shall include a variety of display types, including LED, and OLED.
xii. The system shall include a variety of display resolutions, up to 4K.
xiii. The system shall include a variety of display refresh rates, up to
120Hz.
xiv. The system shall include a variety of display inputs, including HDMI, DisplayPort, and USB-C.
xv. The system shall display multiple sources simultaneously, such as computers, smartphones, tablets, and streaming devices.
xvi. The system shall switch between sources quickly and easily.
xvii. The system shall be able to capture video from a webcam and stream it to a remote location.
xviii. The system shall be able to stream video at a resolution of at least 720p.
xix. The system shall be able to stream video at a frame rate of at least 30 frames per second.
xx. The system shall be able to stream video over a variety of network connections, including Wi-Fi, 4G, and 5G.
xxi. The system shall be able to stream video to a variety of devices, including computers, smartphones, and tablets.
xxii. The system shall be easy to use and configure and shall not require a licensed professional to make programming changes.
xxiii. The system shall be secure and protect the privacy of users.
xxiv. The audio system shall provide clear and accurate sound reproduction in a variety of environments, including large and small rooms, with different types of acoustical treatments.
xxv. The audio system shall handle a wide range of audio sources, including music, speech, and audio-visual content.
xxvi. The audio system shall be easy to use and operate, with intuitive controls and a user-friendly interface.
xxvii. The audio system shall be reliable and durable, with a long lifespan and minimal maintenance requirements.
xxviii. The audio system shall be affordable and cost-effective, with a competitive price point.
xxix. The system shall pick up speech from anywhere in the room, regardless of where the speaker is located.
xxx. The system shall filter out background noise, such as traffic noise or air conditioning noise.
xxxi. The system shall handle multiple speakers talking at the same time without any confusion.
xxxii. The system shall provide clear and intelligible audio output.
xxxiii. The system shall include the following wireless technologies: Wi-Fi, Bluetooth, Cellular, and NFC
xxxv. The system shall accommodate a large number of users, with the ability to scale as needed.
xxxvi. The system shall be secure, with the ability to protect user data and prevent unauthorized access.
xxxvii. Scalability: The system shall accommodate a large number of users, with the ability to scale as needed. This means that the system shall handle increasing demand for audio and video without experiencing performance degradation.
xli.The system shall provide high-quality audio and video, with low latency and jitter.
xlii. The system shall transmit audio and video signals without any noticeable delays or interruptions.
xliii.The system shall be easy to use and manage, with a centralized console for administration.
xliv.The system shall be intuitive and user-friendly, with a dashboard that provides administrators with a single view of the system's health and performance and shall not require a licensed professional to make programming changes.
xlv.The system shall be secure, with the ability to protect user data and prevent unauthorized access.
xlvi.The system shall use industry-standard security measures, such as encryption and authentication, to protect user data from unauthorized access.
xlvii.The system shall be reliable, with the ability to operate 24/7 with minimal downtime.
xlviii.The system shall be designed with redundancy and failover capabilities to ensure that it remains available even in the event of a hardware failure or other outage.
xlix.The system shall be scalable to accommodate a growing number of users and devices.
l.The system shall operate in a variety of environments, including on-premises and cloud-based.
li.The system shall be compliant with all applicable laws and regulations.
e. Provide completed design to government personnel for acceptance.
3. Phase II – Acquisition of Resources: During this phase of the project, the contractor shall:
a. Complete acquisition of system components according to the government approved design. Contractor may determine to have equipment delivered to their facility for preparation to install or may determine to have equipment delivered to Goodfellow AFB with prior coordination with CO/COR and GPM.
b. Inventory all components comprising approved design and verify completeness of design prior to beginning installation.
c. Provide government personnel a copy of the inventory, to include make, model, manufacturer, and serial number.
4. Phase III – Installation and Configuration: During this phase of the project:
a. The contractor shall install and configure all components comprising government approved design.
d. The contractor shall provide all equipment, material, and labor necessary to install and configure all components of the government-approved design for a centrally managed audio and video system.
e. The contractor shall ensure that all equipment is installed and configured in accordance with the government-approved design and all applicable codes and standards.
f. The contractor shall provide all necessary documentation, including installation instructions, user manuals, and training materials.
g. The contractor shall warrant all equipment and labor for a period of one year from the date of installation.
h. The contractor shall be responsible for all maintenance and repairs to the audio and video system for a period of one year from the date of acceptance.
i. The contractor shall provide hands on training to government and contract personnel to include installation and configuration, common troubleshooting, and all backup and recovery procedures.
1. Phase IV: Functionality Testing
a. The contractor shall perform full system testing.
b. The contractor shall correct all system deficiencies.
c. The contractor shall conduct regression testing of corrected system deficiencies as identified during full system testing.
d. The contractor shall provide test report for full system testing and regression testing.
2. Phase V: Training
a. The contractor shall provide full system functionality training.
b. The contractor shall provide training for full system maintenance.
c. The contractor shall provide training for online- and telephone-based technical support by component manufacturers.
DELIVERABLES – At a minimum, the following deliverables will be provided to the government upon the completion of Phase III:
1. Project Management Plan
2. Project Management Schedule
3. Installation and Configuration guide, specific for each distinct component.
4. Attachment 3, Minimum Specifications Worksheet responses
5. System documentation and diagrams to be utilized by system
Information System Security Officers on Goodfellow AFB, TX to update system A&A package. Minimum information to be documented is:
i. Logical dataflow diagram.
ii. List of ports and services used.
iii. Software version information.
12. PERIOD OF PERFORMANCE: Period of performance shall not exceed 180 days from contract award date. In the event the contractor encounters a delay that may affect the performance of this contract, the contractor shall immediately call the 17 CONS Contracting Personnel and the Government Project Manager to coordinate the delay and obtain approval for the delay in writing.
