Construction will also include the removal of existing vegetation (mowing) along the entire 16,621 LF fence route to a width of 16 feet. Because of the nature of some of the area’s soils (i.e., sandy) every fourth line post installed, during construction, will be a “wood” line post. Additionally, all wood “set-posts” utilized during construction for fence corners, H-bracing and additional bracing must be 8 foot in length and set to a depth (buried) a minimum of 3.5 feet.

B. Location: Work under this Contract is located in Carbon County, Wyoming, approximately 22 miles North of

Baggs, WY. The work location is shown on the maps.

C. Work Data Sheet: Designates the type and quantity of work required at the project location, and dimensions required for typical drawings.

PART 2: PRODUCTS

2.1 CONTRACTOR - FURNISHED MATERIALS

All building supplies and materials will be furnished by the Contractor including labor and equipment to install the fences.

PART 3: EXECUTION

3.1 PREPARATION

A. Clearing: No blading will be allowed. Cutting, mowing and clearing shall be by hand cutting (chain saws included) or mechanized mowing equipment. Dispose of cut brush by scattering it evenly adjacent to the fence line or mow line.

3.2 INSTALLATION

02824 - 2

A. General:

1. Steel posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts.

2. When treated posts must be bored or cut during construction, thoroughly swab untreated surfaces with copper naphthenate.

B. Driving Posts:

1. Wood Posts: Driving wood posts shall be allowed as soil conditions allow. There should be little to no physical damage to wood post installed via driving/pounding methods into the soil. Wood post with excessive damage from driving/pounding must be replaced and reinstalled with “new” undamaged materials.

2. Line Posts: New steel line posts (5.5’ t-posts) will be installed at a maximum of

16.5 foot spacing, during construction, and driven into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. An estimated 756 new steel t-posts (5.5 foot) will be required for construction. Additionally, every fourth (4th) line post must be a treated wood post. An estimated 252 wood line posts will be required for project construction.

Wood line posts should be pressure treated and have a minimum dimension of 4 inch (width) x 6 foot (length) and set to a depth of 2.5 feet. All line posts shall be driven plumb. When rock formations prevent driving, remove anchor plate and excavate or drill holes a minimum of 18-inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position.

C. Setting Posts:

Dig holes for setting wood posts to the depth as shown on the Work Data Sheet.

Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise. Space posts within 6-inches of the dimension shown on the drawings or specified on the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill with soil gradually and uniformly around each post. Holes shall be backfilled firmly, from the bottom of the hole to the top of ground surface.

D. Corner Post, Gate Post, Corner Panel, Brace, End Panel, and Stress Panel

Assemblies: Construct as shown on the drawings or as staked in the field. Rock jacks shall not be substituted for these items. Construct stress panels on crests of hills, and a maximum of 1320 feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be

02824 - 3 stretched. Construct end panels at the end of fence runs unless shown otherwise on the drawings.

E. Wire: Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples crosswise with the grain of the wood. The wire shall be free to move through the staples as it expands and contracts. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

F. Brace Wire: Twist tight with a lever. Leave one end of the lever long enough to fasten behind the horizontal brace to prevent wire from unwinding.

1. The lever shall be a straight ridged rod, consisting of dimension wood ripped and cut to length or a minimum #4 rebar cut to length.

G. Spiking: For spikes larger than 40d, predrilled lead holes shall be used. The hole diameter shall be 3/4 the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.

H. Minor Drainage Crossings: Additional steel posts shall be set at the top and bottom of breaks or the centerline of the drainage depending on the size and shape of the drainages. Additional wire shall start and end from the main fence. Shall be in locations staked in the field or as directed by the Contracting Officer.

I. Fence Stays: No fence stays are required or requested in this Contract.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this section will be measured and paid for by the job, each section, for fence constructed.

B. No direct payment will be made for drainage crossings or deadmen. The Contractor shall include consideration for these items in the bid price for other items of the contract.

C. Fence removal will be measured and paid for as incidental under this Section 02824.

4.2 BASIS OF PAYMENT

JO Sandhills Fence Rebuild STATEMENT OF WORK

SOW - 1

Statement of Work:

JO Sandhills Fence Rebuild 2024 Introduction

The JO Sandhills Fence Rebuild project is located in the western portions of Carbon County, WY. The proposed work includes the removal of an estimated 3.15 miles (GIS) of existing woven wire and barbed wire fence and replacing it with newly constructed fence and materials utilizing a standard four-wire wildlife friendly constructing design. It is requested that the entire fence route (3.14 miles) be mowed prior to new construction. The mow line/buffer should be 8’ each side of the fence center line for a final mow strip of approximately 16’ feet in width. The blading of soil will not be permitted as a method of vegetation removal.

This proposal includes two sections of fence: one section consist of 2,610 feet and the other

14,011 feet. Both project locations are in very close proximity of one another.

It is the contractor’s responsibility to contact Wyoming One Call and have any utilities located prior to any construction activities.

Work Site Location

From the Junction of Interstate 80 and Hwy 789 – Creston Junction, WY; take Hwy 789 south for approximately 28.4 miles to the Junction of the Wild Cow Rd (Carbon County 608) and the

Dad / Wamsutter (Carbon County 701) roads. Then travel east 5.9 miles to the junction of the

Wild Cow Rd (Carbon County 608) and the Willows Road (BLM 3305). Then proceed east/northeast on the Willows Road (aka the JO Road) an approximate distance of 2.7 miles. The fence is then located 1.5 miles directly east via established two-track roads. The entire fence route is accessible via established two-tracks roads that run adjacent to the existing fence. Please note that portions of the soils in this area are very sandy and may restrict some motorized/equipment access.
